The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Administration Officer Security and Safety

will be responsible for planning, developing, implementing, monitoring and

coordinating security and safety


systems

in the Authority. The incumbent will also be responsible for identifying hazards,

assessing risks to security and safety, putting appropriate safety controls in

place and providing advice on accident prevention and occupational security to employees

and stakeholders and for inspecting work places and equipment, review and

update protective and preventative safety measures.


Key Duties and Responsibilities:

  • Plan, develop and implement occupational

    health and safety systems, including policies, procedures and manuals;

  • Provide security at Headquarters and Stations

    and all UNRA work sites;

  • Actively promote occupational health and

    safety within the Authority and develop safer and healthier ways of

    working in line with the approved guidelines;

  • Inspect workplaces and protective wear to

    ensure they meet safety regulations and to identify hazards and risks;

  • Take part in the investigation of accidents

    and unsafe working conditions, in order to study possible causes and

    recommend remedial action;

  • Carry out safety drills for employees on

    health and safety practices and legislation including coordinating emergency

    procedures, firefighting and first aid crews;

  • Actively participate in the rehabilitation of

    workers after accidents or injuries and make sure they experience a

    satisfactory return to work;

  • Develop risk matrix and put in place risk

    mitigation measures on occupational Security and safety.

  • Respond to audit reports and implement agreed

    recommendations within specified time frames;

  • Participate in planning, budgeting and reporting

    in line with departmental guidelines and targets;

  • Manage performance and develop direct reports

    in line with the performance management system of UNRA.

  • Perform any other duties as assigned by the Head

    Administration


Qualifications, Skills and Experience:

  • The applicant for the UNRA Administration

    Officer- Security & Safety job opportunity should hold an Honors

    Degree in Social Sciences, Business Administration, International

    Business, Management or any other related field from a recognized

    University;

  • Additional training in security and safety

    will be an added advantage;

  • At least three years’ experience in managing

    security and safety.

  • Computer literacy skills

  • Ability to work as part of a team and to

    develop subordinates.

  • Excellent interpersonal, particularly staff/management

    relations, oral and written communication skills.

  • Excellent customer service skills;

  • High level of Integrity.
