About IntraHealth International:


IntraHealth International is an

international non-profit organization that has been in existence for over 30

years, in nearly 100 countries, and has empowered health workers to better

serve communities in need. IntraHealth fosters local solutions to health care

challenges by improving health worker performance, strengthening health

systems, harnessing technology, and leveraging partnerships. IntraHealth has

been working in Uganda for over 25 years. The current project, the USAID-funded

Strengthening Human Resources for Health Activity, works to strengthen the

capacities of ministries, districts, professional councils, and private

not-for-profit organizations to better plan and manage the health workforce for

improved health outcomes. This is achieved through three main result areas:

pre-service training to meet the needs of Uganda


Job Summary: The Health Worker Performance Management

Officer will be based in Kampala and will work with the Senior Advisor for

Performance Management (PM) on the second result area of the project, which

focuses on enhancing the productivity and performance of the health workforce

so as to improve the quality of health services. The incumbent will work with

the whole PM team, but with special focus on strategies implemented to reduce

absenteeism in the health sector, which is currently estimated at 52%. This

high rate contributes to reduced access to health care, heavy workloads for the

few available health workers, de-motivation, and poor quality of care due to

fatigue. The underlying causes of absenteeism include absent or weak leadership

and management, low pay, lack of accommodation close to the workplace, poor relationship

with the community, safety issues, and poor attitude to work. The Officer will actively

contribute their expertise and creative innovation to health worker motivation

and absenteeism reduction. They will work with the informatics team to assess and

improve upon existing computer-based systems for monitoring absenteeism, and

use the data availed to document best practices and generate solutions. The job

holder will work with the PM team on developing innovative motivation and

retention strategies for health workers, especially in rural and hard-to-reach

areas.


Key Duties and Responsibilities:

Render

support to the Senior Advisor – PM to develop innovative motivation and

retention strategies for health workers, especially in rural and hard-to -each

areas


·        
Support

the PM team and work with the informatics team to assess and improve current

approaches to monitoring and reducing absenteeism, including computer-based

systems and other innovate new approaches


·        
Keenly

analyze absenteeism data and document progress, processes, and strategies


·        
Work

closely with the monitoring and evaluation team to ensure that absenteeism

–related data is being properly captured and reported for project results


Qualifications, Skills and

Experience: 


·        
The

ideal candidate should be an American who holds a Graduate degree in public

administration, public policy, organizational development, management,

business, public health, or social science field related to human resources for

health


·        
Significant

experience implementing HR leadership and management or organizational

development


·        
Broad

knowledge and understanding of Uganda’s health care system, the Ministry of

Health, district government, and other development organizations in Uganda is an

added advantage


·        
Previous

experience implementing or managing Human Resources Health (HRH) or related

activities in Uganda, including involvement in several of the following areas:

HRH Performance management, HRH assessment, workforce policy and planning,

human resource development and management, leadership development, delivering

or evaluating education for health professionals


·        
Show

commitment and record of achievement in building the capacity of local partners


·        
Precious

experience with open-source software packages


·        
Applied

skills and experience in data quality analysis


·        
Excellent

communication and leadership skills


·        
Relative

and flexible in planning and implementing activities


·        
Conceptual

thinker with excellent organizational skills, time management skills, and

attention to detail


·        
Willingness

to travel within the country


·        
Computer

literacy skills i.e. competent in the use of MS office applications including

Word, Excel, PowerPoint, Outlook


·        
Possesses

IntraHealth core competencies: innovation, accountability, service excellence,

interpersonal relationships


Job Terms and Conditions: Fellows will be provided with housing,

health insurance and a living stipend of $550/month. Additionally, fellows will

receive an award of $1500 upon successful completion of the fellowship year.

Flights to and from the placement site and all other costs associated with GHC

programming are included, including $600 in professional development funds.

Housing for fellows at IntraHealth will be arranged at or near the placement

site in Kampala, an urban center.  Fellow

should be open to travel within Uganda.


Note:

The living stipend and completion award may be paid out in USD or local

currency, as determined by the placement organization.
