Oxfam is an

this, we support local projects in developing countries, we lobby governments

and companies to take into account the interests of the poorest people and we

campaign to involve citizens in our work. We implement our programs by working

with local NGO partners and civil society organizations and engaging with

private sector and governments. Oxfam employs over 6,000 people worldwide in

more than 90 countries. In Uganda, our program is anchored on three broad

themes deliberately focused on Women’s Rights: Resilient Livelihoods,

Governance and Accountability and Humanitarian Preparedness and Response.


Oxfam in

Uganda is under taking a project named: ‘Empowering Local and National

Humanitarian Actors’ (ELNHA) to be implemented over three years in

collaboration with relevant district structures ard national actors in

sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile

(Koboko and Zombo) commencing January 2016. These districts face challenges

from climate change induced prolonged droughts and food insecurity as well as

refugee influx as a result of the conflicts in the neighbouring States South

Sudan, CAR and DRC).


Job

Summary:
 The Cash Transfer Programme

Officer will take overall responsibility of developing and strengthening

capacity of humanitarian actors in cash transfer programming to enhance

preparedness and response to food insecurity and vulnerable livelihoods in

emergency situations.


Key

Duties and Responsibilities: 


·        
The incumbent will explore and research on cash

transfer programme in Uganda and other countries


·        
Innovate cash transfer mechanisms in emergency situations

based on Uganda context


·        
Work closely with a selected Ugandan Commercial

Bank and other regulatory authorities for quick cash transfer mechanism in

Uganda


·        
Prepare Cash Transfer capacity building proposals,

planning training module, manual, hands notes and tools


·        
The Cash Transfer Programme Officer will also organize

and or conduct trainings for Oxfam, partners and LHAs on Cash Transfer program


·        
Organize and facilitate capacity building

workshops /seminars and discussion meetings on Cash Transfer


·        
Work in liaison with project team, partners and

LNHAs to ensure appropriate feedback mechanisms are incorporated into project

teams’ and partners’ project.


·        
Make sure there is a common understanding in implementing

Cash transfer in LNHAs


·        
Conduct time to time review and. reflection

sessions on capacity issues


·        
Offer timely support in the documentation and

reporting on CASH programmes


·        
Perform any other duties as assigned by the

Project Manager – ELNHA


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the Oxfam Cash Transfer

Programme Officer career opportunity should preferably hold a Bachelor’s degree

in Business Administration, Micro Finance, Marketing, Economics or related

discipline


·        
Five or more years’ experience and demonstrable

skills in cash transfer in humanitarian response


·        
Broad knowledge and understanding of humanitarian

context and market in emergency setting, financial services and money transfer

mechanisms in emergency response situations


·        
Broad knowledge and understanding of national

financial/ banking/ mobile and electronic money transfer law and policy in

Uganda


·        
Demonstrated ability and experience in developing

training documents (manual, tools, handouts and reports)


·        
Previous experience in organizing and coordinating

stakeholders Workshop, Seminar and meetings


·        
Working knowledge on Humanitarian principle, Code

of Conduct, Standards (HAP SPHERE, People in Aid, Good Enough Guide etc),

National international Humanitarian Laws and policies.


·        
Analytical, strategic planning, research,

interpersonal, team work, report writing, facilitation and communication skills

plus ability to build good relations both internally and externally.


·        
Broad knowledge, understanding and experience of

gender equity issues and their relevance to humanitarian response work.


·

opportunities and capacity building
