Global Health Corps pairs intelligent and

passionate fellows with organizations that require new thinking and innovative

solutions. We provide these young leaders with the tools to remain connected

after their fellowship year finishes, deepening their ability to enact change

through heightened skills and strong partnerships. We currently place fellows

in Malawi, Rwanda, Uganda, the United States, and Zambia.


Spark MicroGrants launched in Rwanda in

2010 and in Uganda in late 2011 with a mission to catalyze rural, poor

communities into action. Spark has developed the first proactive, group based

micro-granting model. The model consists of a five month project planning

process, a $2,000-$10,000 micro-grant and two years of management support and

follow-up. Spark enrolls recent graduates from local universities in a two-year

fellowship in facilitation where the fellow scouts up to eight villages and

takes each one through the Spark process. Fellows assist villages in the

design, implementation and management of their own social impact projects.

Projects vary across all sectors from health, education, infrastructure, income

generation to women’s empowerment, depending on what the community chooses as

their project. Spark’s priority areas are promoting a ‘locally-led,

expert-supported’ model for development, where local communities are the

primary drivers of social change, but have the support and advice of global

development experts.


Job Summary: The Learning Officer will support Spark

MicroGrants by playing a lead role in harnessing a range of internal and

external data and research to inform Spark’s program development and

decision-making. The incumbent will work closely with the Monitoring and

Evaluation (M&E) Team on a variety of data analysis tasks, supporting the

team’s demonstration of impact at a range of scales – at the community level,

project/sector level, country level, and organizationally across the three

countries where Spark works. In addition, the individual will develop and

support systems that strengthen our ability to evolve and adapt our approach

based on this data. The job holder will also play a key role in surveying

external landscapes – academia, international development, community-driven

development, social media, conferences, etc. – to capture and integrate new

learning and approaches as appropriate.


Key Duties and Responsibilities: 


·        
Work

with the M&E Team to prepare and analyze quantitative and qualitative

impact data


·        
Support

smooth implementation of M&E systems (including data collection, entry,

checking and analysis, as well as data collection tools), providing insight on

areas for improvement or innovation


·        
Identify

and contribute to emerging opportunities to understand and measure Spark’s

impact


·        
Provide

capacity building and training organization-wide on M&E systems (including

data collection, entry, checking and analysis, as well as data collection

tools)


·        
Actively

contribute to the development and improvement of Spark’s M&E systems and

processes for data organization and accessibility to our internal team


·        
Play

a leading role in Spark’s internal learning by developing and improving systems

that harness data insights to inform decision making and program development


·        
Carry

out literature reviews and develop annotated bibliographies, and short topic

papers, providing insight and recommendations that contribute to Spark’s

learning and the evolution of our approach


·        
Work

closely with programs team, coordinate efforts to pilot and test new

approaches, and support the systematic integration of new learning into Spark’s

work


Qualifications, Skills and

Experience: 


·        
The

ideal candidate for the Global Health Corps Learning Officer job opportunity

should have experience or interest in organizational learning and systems

development


·        
Excellent

writing and analytical skills


·        
Excellent

research skills, including the ability to synthesize insights from a range of

sources


·        
Computer

literacy i.e. Intermediate to advanced Excel skills


·        
Prior

experience with basic data analysis and/or statistics


·        
Good

project management skills, including managing multiple priorities and

timelines, and coordinating amongst distributed teams


·        
Fluent

Acholi speaker


·        
Strong

research skills, including the ability to synthesize insights from a range of

sources


·        
Familiarity

with or interest in key issues in international development is desired


·        
Familiarity

with or interest in East African context is also desired


Job Terms and Conditions: Fellows will be provided with housing,

health insurance and a living stipend of $550/month. Additionally, fellows will

receive an award of $1500 upon successful completion of the fellowship year.

Flights to and from the placement site and all other costs associated with GHC

programming are included, including $600 in professional development funds.

Housing arrangements vary based on the placement organization and location

within the country. Spark MicroGrants fellows will live in the Spark

MicroGrants house in Mbale, a peri-urban center, with frequent travel to Gulu.


Note:

The living stipend and completion award may be paid out in USD or local

currency, as determined by the placement organization.
