Real Medicine

Foundation provides humanitarian support to people living in disaster and

poverty stricken areas, focusing on the person as a whole by providing

medical/physical, emotional, economic, and social support.


Job

Summary:
The Medical Doctor will primarily manage the emergency health response

program implementation and expansion of RMF/OPM/UNHCR’s programs in the

Kiryandongo Refugee Settlement. The Medical Doctor will contribute to the

identification of programmatic priorities through assessments and actively

participate in the design of the programs. In addition, the Medical Doctor will

ensure that the existing three health centres in the Kiryandongo Refugee

Settlement are delivering high quality services and operate in line with Uganda

Ministry of Health and international protocols, guidelines and best practices.

He or she will promote the quality of care provided through the RMF supported

health centres and will ensure an integrated approach.


Key

Duties and Responsibilities:  


·        
Conduct the day-to-day clinical duties, e.g.

walk-in clinic, emergencies, pre-placement and periodic medical examinations,

immunizations, etc.


·        
Provide health education.


·        
The incumbent will increase access of targeted

emergency affected populations in Kiryandongo Refugee Settlement to curative,

preventive and health promotion services.


·        
Emergency affected population of reproductive age

has access to reproductive health services.


·        
Manage all medical emergency situations.


·        
Manage commodity stockpiling and delivery

mechanism to respond to sudden large scale population influx and medical

epidemics.


·        
Apply technical knowledge and skills to implement

and/or assist in community delivery of program activities.


·        
Actively monitor progress against grant work plan;

promptly identifying any current or potential delays.


·        
Mentor and supervise Health Staff based in

Kiryandongo Refugee Settlement. Prepare performance plan and evaluation.


·        
Prepare Purchase Requests for program

supplies/activities and undertake field procurement as designated and

authorized. Manage budget and ensure adequate spending.


·        
Actively monitor program supply inventory levels;

perform monthly spot-checks on program inventory.


·        
Build and maintain respectful and constructive

relations with staff and partner staff.


·        
Work closely with other RMF health and technical

staff to ensure a sensitive and functional health information system.


·        
Provide technical support to clinical staff

through supportive supervision, mentoring and coaching.


·        
Identify training needs of the clinical and

community health staff (VHTs, CHWs) and develop appropriate training program to

enhance their competence in delivering quality health services to the

beneficiaries.


·        
Actively contribute to the preparation of progress

and donor reports of program results for dissemination at all levels.


·        
Support the Programme Officer in the efforts to

coordinate with partners.


·        
Represent RMF in health cluster meetings.


·        
Support the Programme Officer in undertaking

assessment and developing program proposals.


·        
Ensure that the RMF health projects are in

accordance with the established Ministry of Health policies of Uganda and

international protocols, guidelines and best practices.


2. Medical Administrative Duties: Ensure proper

functioning of medical equipment; Ensure that appropriate training programs are

implemented in order to maintain and develop the medical capabilities (e.g.

health education, HIV/AIDS prevention, first aid and CPR).


3. Coordination & Representation:


·        
Work collaboratively with RMF logistics and

finance staff as required to process Purchase Requests and Payment Vouchers.


·        
As requested undertake/participate in liaison,

coordination, and information sharing activities with national NGOs,

international organizations, donors and government.


Qualifications,

Skills and Experience:  


·        
The applicant must be a Medical Doctor. Possession

of a Master’s degree in Public Health an asset.


·        
A minimum of three years of prior professional

experience in a similar post. INGO experience preferred.


·        
At least five years of progressive clinical

experience in the medical field.


·        
At least a year of professional experience in the

National Health System and/or MOH level.


·        
Skills/Knowledge on Public Health, and familiar

with humanitarian assistance and humanitarian actors.


·        
Good skills/ knowledge on National Health System,

HIS, and Epidemiological Surveillance.


·        
Demonstrated ability to work independently in a

rapidly changing professional environment with a view towards establishing

administrative procedures and protocol that will ensure optimal functioning of

RMF’s programs.


·        
Excellent interpersonal, organizational, and time

management skills


·        
Ability to maintain the highest degree of

discretion.


·        
Proven abilities in developing health progress

reports, epidemiological reports and other technical reports required.


·        
Works well in and promotes teamwork, comfortable

in a multi-cultural environment, flexible and able to handle pressure well.


·        
Previous UN medical system/international medical

experience with priority in international tasks is highly desirable.


·        
Managerial experience in the medical field is

preferred.


·        
Computer Skills: Good command of Microsoft Office

Package (Word, Excel, and Power Point), Databases, Spreadsheets, Presentation

graphics, Statistical packages; Internet.


·        
Excellent knowledge of written and spoken English.


·        
Knowledge of one other Ugandan language.
