Oxfam is an

international confederation of 17 affiliates networked together in more than 90

countries committed to ridding the world of poverty and injustice. To achieve

this, we support local projects in developing countries, we lobby governments

and companies to take into account the interests of the poorest people and we

campaign to involve citizens in our work. We implement our programs by working

with local NGO partners and civil society organizations and engaging with

private sector and governments. Oxfam employs over 6,000 people worldwide in

more than 90 countries. In Uganda, our program is anchored on three broad

themes deliberately focused on Women’s Rights: Resilient Livelihoods,

Governance and Accountability and Humanitarian Preparedness and Response.


Oxfam in

Uganda is under taking a project named: ‘Empowering Local and National

Humanitarian Actors’ (ELNHA) to be implemented over three years in

collaboration with relevant district structures ard national actors in

sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile

(Koboko and Zombo) commencing January 2016. These districts face challenges

from climate change induced prolonged droughts and food insecurity as well as

refugee influx as a result of the conflicts in the neighbouring States South

Sudan, CAR and DRC).


Job

Summary:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

wil take lead responsibility in the development and implementation of Oxfam

capacity building project MEAL framework and tools that meet Oxfam Program

standards, building capacity of partners and staff to strengthen their

respective MEAL mechanisms and systems to contribute effectively to

programmatic MEAL objectives, conducting and managing key MEAL milestones,

learning events and processes as well as enhancing Knowledge managing

informatics to ensure the whole organisation benefits from and applies program

learning. The MEAL Officer will take the overall responsibility in the development

and implementation of Oxfam capacity building project MEAL framework and tools

that meet Oxfam Program standards, building capacity of partners and staff to

strengthen their respective MEAL mechanism and systems to contribute

effectively to programmatic MEAL objectives, conducting and managing key MEAL

milestones, learning events and processes as well as enhancing Knowledge

managing information to ensure the whole organisation benefits from and applies

program learning.


Key

Duties and Responsibilities:  


·        
Offer technical guidance and support to partners and

staff in the development and implementation of MEAL system, tools


·        
Design, lead and manage participatory processes to

establish the project MEAL system and processes, particularly on the role of

partners and HLAs, ensuring compliance with the Oxfam


·        
International and Country MEAL principles and policies.


·        
Provide technical direction and guidance to

project teams and partners with planning the design and implementation of

baselines/midlines, key impact assessments and other data requirements to support

programme analysis, the development and use of monitoring tools and

instruments, as well as reporting of programme progress.


·        
The incumbent will also organise relevant

trainings and other capacity building events for staff and partners to carry

out MEAL to the required standards


·        
Conduct periodic monitoring and technical support

visits to programme areas to assess progress against agreed MEAL system and recommend

corrective actions as appropriate.


·        
Work closely with project Focal Points and partner

to ensure appropriate feedback mechanisms are incorporated into project teams’

and partners’ projects.


·        
Support project leads/responsible persons and partners

in identifying relevant areas in partner MEL systems that need strengthening

and aligning to the requirements of the individual programme and overall Oxfam

MEAL objectives and requirements, paying attention to community participation

and gender integration, accountability.


·        
Carry out annual review and reflection sessions, as

specified MEAL framework and system and as a key accountability mechanism, peer

learning meetings to share programme strategies and best practices


·        
Significantly contribute to project learning by

preparing, disseminating and analysing data, key impact stories, lessons

learnt, good practices and statistical, qualitative and anecdotal evidences derived

from project.


·        
Offer support to the project manager in the

reporting function and ensure that reporting and other donor requirements are

met in line with Oxfam and donor agreements.

Perform any other duties as assigned by the

Project Manager – ELNHA


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the Oxfam Monitoring,

Evaluation, Accountability and Learning (MEAL) Officer job vacancy should hold

a Bachelor’s degree in Statistics, Social Science or relevant discipline


·        
At least five years’ experience and demonstrable

skills in designing and implementing MEAL frameworks


·        
Broad knowledge and understanding of country

humanitarian context, capacity building, advocacy and influencing issues in

Uganda


·        
Detailed working knowledge of evidence-based

monitoring and evaluation frameworks, tools and programmes, with emphasis on

participatory and partnership-based MEAL approaches


·        
Strong knowledge of IT applications and

development-especially spreadsheets, database, and familiarity with associated

data processing and management applications including SPSS, Epi-Info, etc.


·        
Familiarity with project cycle management, and

specifically monitoring and evaluation *


·        
Previous experience in the organisation,

conducting and management of various capacity-building/skills transfer events

and process


·        
Well-developed conceptual, critical, analytical

thinking, critical thinking, report writing, planning, interpersonal, self-awareness

and communication (oral and written) skills.


·        
Broad knowledge, understanding and experience of

gender equity issues and their relevance to humanitarian response work.


·
