About USAID RHITES Project:


Amref

Health Africa is implementing the USAID Regional Health Integration to Enhance

Services in the South West Uganda project that aims to increase the

availability, accessibility, and quality of integrated health services

including HIV and TB prevention, care and treatment; maternal, neonatal, and

child health services; family planning; nutrition assessment and counseling and

support; malaria prevention and treatment; and other primary care services.


Job Summary: The Program Accountant will provide accounting

management support, design and monitor the implementation of Financial Systems

ensuring compliance to designated projects in line with Amref Health Africa,

Financial Policies, Procedures and Generally Accepted Accounting Principles.


Key Duties and Responsibilities: 

  • Budgets:

    • Offer support in the preparation and

      submission of annual operational budgets for projects;

    • Actively participate in the preparation

      of costed work plans;

    • Prepare and submit periodic

      budgetary control statements to determine financial performance of the

      relevant Programme and individual projects within the Programme.

  • HR Management:

    • Mentor and supervise the  Assistant Accountants through work

      allocation, monitoring and coaching;

    • In charge of building the capacity and

      performance management of the Assistant Accountants.

  • Operational Support:  The

    incumbent will provide operational support to Project Managers on

    expenditure management to include:

    • Short-term action plans and expenditure

      scheduling;

    • Processing, approval and coding of

      expenditure (claims, imprests, surrenders, field office returns and

      purchase requisitions) and internal recoveries in accordance with approved

      work plans and budgets;

    • Regular review meetings with

      Programme Manager and Project Managers to resolve and discuss various

      financial and accounting issues and queries;

    • Seek ways to improve timeliness and

      quality of service provided by finance and assist in systems improvement;

    • Assist with systematic and ad-hoc

      analysis of project costs as a basis for evaluation, budgeting and

      operational research studies.

  • Reporting:

    • Prepare donor financial statements

      and reports and call down requests as specified in the respective grant

      agreements and other internal financial reports;

    • Prepare monthly progress report to

      the management on project funding status and cash management.

  • Fundraising:  Participate

    in proposal development.

  • Compliance and risk management:  Ensure compliance with donor and

    AMREF’s requirements.

  • Audits: Participate in internal audits as scheduled

    and in external audits by providing auditors with accounting documents as

    requested and providing explanations for audit queries.

  • Financial performance: Keen review of monthly income and

    expenditure statements with project Managers.


Qualifications, Skills and Experience: 

  • The Amref Program Accountant should

    preferably hold a University degree in Bachelor of Commerce/Business

    Administration/Science and Accounting, with a major in Accounting/Finance

    and or a full professional qualification in A.C.C.A, CPA or CIMA or

    equivalent. An MBA is an added advantage

  • At least three years’ of post qualification

    experience.

  • Extensive Computer knowledge in Microsoft

    Excel, Word, PowerPoint, SUN Accounting and Access is required.

  • Proven knowledge of Generally Accepted

    Accounting Principles and Internal Control Procedures.

  • Excellent written and Oral Communication

    skills are essential, and the incumbent must be a team builder, who is able

    to work successfully in a multicultural environment.

  • High degree of integrity
