Job

Summary:
The Project Director for the East Africa Youth Inclusion Project

(EAYIP) will provide leadership to the development and implementation of a

holistic, impact-driven strategy and plan for improving the livelihoods of

25,000 young men and women in Uganda and Tanzania. The incumbent will be

responsible for a successful implementation of a five (5) year project that

focuses on increasing incomes through enterprise development and youth

employment in the Eastern and Central regions of Uganda and the Southern

Highlands region of Tanzania. The Project Director for the EAYIP will manage  the project’s activities, guide and supervise

project staff, manage partnerships; and monitor, analyze and address (as

appropriate) relevant policies and regulatory environment affecting the success

of EAYIP.


Key

Duties and Responsibilities: 


·        
Provide overall leadership and management of

EAYIP, including technical, administrative, operational, and logistical

direction of the project.


·        
Coordinate the overall EAYIP operational

modalities, including interactions and relationships with Heifer’s HQ, country

offices, and partners in Uganda and Tanzania.


·        
Steer EAYIP strategic planning and its

implementation thereof in order to guide and facilitate the achievement of the

project goal and objectives.


·        
Design and implement youth-focused training

programs aimed at improving social, life and vocational skills in the

identified value chains.


·        
Mentor and manage project staff and resources.


·        
Build and strengthen effective project

partnerships.


·        
Develop and implement plans for multi-stakeholders

engagement and learnings.


·        
Work in liaison with local governments in

identifying and addressing social and economic barriers to increase youth

participation, especially young women, in the agricultural sector.


·        
Build relationships with financial institutions

and the private sector to facilitate access to finance and market linkages.


·        
Ensure compliance with donor requirements and

Heifer’s internal policies and procedures, including, but not limited to,

timely reporting on technical and financial progress reports, periodic project

reviews and documentation of learnings and sharing.


·        
Work closely with project partners, develop and

implement exit strategy that will provide sustainability of impact created

through EAYIP.


Qualifications,

Skills and Experience: 


·        
The Project Director should hold a Bachelor’s

degree with ten (10) years of job related experience, preferably in East Africa

or preferably a Master’s degree with eight (8) years of related experience,

preferably in East Africa


·        
Significant experience managing multi-million

dollar projects funded by major bilateral and multilateral donors.


·        
Working knowledge of youth workforce development

issues especially in the rural communities of the East Africa region.


·        
Broad knowledge and understanding of gender

dynamics in development, particularly among the young people.


·        
Broad understanding of the different value chains

within the agricultural sector.


·        
Strong leadership, teamwork, mentoring and

coaching skills.


·        
Demonstrated ability to communicate effectively

with Heifer’s HQ, donors, partners and local governments.


·        
Fluency in English (knowledge of other languages

spoken in East Africa is a plus).


·        
Exceptional writing skills.


·        
Willingness and ability to travel domestically,

regionally and internationally as required.
