Following the

signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic

Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda,

Uganda and Zimbabwe) in July 1999, the Security Council established the United

Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by

its resolution 1279 of 30 November 1999, initially to plan for the observation

of the ceasefire and disengagement of forces and maintain liaison with all

parties to the Ceasefire Agreement. Later in a series of resolutions, the

Council expanded the mandate of MONUC to the supervision of the implementation

of the Ceasefire Agreement and assigned multiple related additional tasks.


Key

Duties and Responsibilities:  
The PCUI

Assistant will work in the Property Control and Inventory Section (PCUI)

Assistant is responsible for the following duties:


1. Carry out Physical Verification of

United Nations Owned Equipment.


·        
Execute the P&E verification program within a

particular geographical area of the mission in accordance with the six month

work programme;


·        
Works closely with other Departments/Sections to

facilitate implementation of the verification program and to advocate UN policy

and procedures;


·        
Performs physical inspection of UN owned property

held in the mission and verifies whether accurate accountability of P&E

issued to end-users is being maintained;


·        
In charge of monitoring and following up on

movement of P&E on a regular basis to ensure accuracy of records and

location of property;


·        
Coordinate and conduct P&E and Inventory

inspections to be conducted in the assigned area of responsibility as directed

by chief PCIS when need;


·        
Provide communication and reports on property related

activities to other sections, units as per workload assigned by chief PCIS;


·        
Execute statistical inventory reports of P&E

and Inventory of United Nations to monitor Inspection progresses on a weekly

basis and when requested;


·        
Check accuracy of PCIS statistics on a daily basis

ensuring anomalies are identified and addressed immediately;


·        
Follow up with Assets holding and end users on

property accountability;


·        
Keenly reviews and analyze inventory

discrepancies, prepares discrepancy reports, advises relevant Warehouse

Managers and Field office and monitors the associated reconciliation process;


·        
Maintains and updates information collected during

physical inspection in Galileo;


·        
Actively monitors and verifies accuracy of

inventory data captured in Galileo.


2. Support Property Inventory Activities:


·        
Support to R&I and Property Disposal Section

operations. Assist Property Board Of Survey;


·        
Provide support Supply Chain Management

Stakeholders in reconciling Inventory Discrepancies on a monthly basis.


·        
Actively monitor recording of follow up actions ,

to be executed by all PCIS staff members through proper planning;


3. Prepares Statistical Inventory Reports:


·        
Use Business Object report tools to prepare

statistical inventory reports to provide feedback to the Supervisor, Operations

Manager and Chief of the Section;


·        
Compile and submit Inventory Control reports for

Asset managers and for Inspection planning purposes on a weekly basis.


·        
Render support in the accounting for fixed assets and

mission strategic reserves.


·        
Prepare and present statistics and consolidate

analysis on Property inventory, related to compilation of monthly and Property

management performance reports, executed by the mission senior management and

LSD/OMS, through PMU/COE&PMS;


4. Performs other duties as required.


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the United Nations MONUSCO

PCUI Assistant should hold a High School Diploma certificate requested. An

additional University studies in Business Administration, Information

Technology, Statistics or other relevant field is desirable. Information

Technology vocational training desirable.


·        
At least five years of progressively responsible

experience within the UN system in the field of finance, accounting, human

resources, audit, and administrative services or in other related fields is

desirable.


·        
Previous working experience in data analysis and

data base management highly desirable


·        
Possess a valid driver’s license.


·        
Languages: Fluency in

spoken and written English is required.


·        
Professional: A

comprehensive grasp of inventory accounting practices, database management and

Enterprise Reporting System. Ability to define and analyze trends in the

Property Management area, operate project management software and develop

reports and complex text documents. Ability to maintain focus and accuracy for

sustained periods.


·        
Teamwork: Proven

interpersonal skills and the ability to establish and maintain effective

working relations with people in a multi-cultural, multi-ethnic environment

with sensitivity and respect for diversity


·        
Technological

Awareness:
High Expertise in Information Technology and its application to

business practices and procedures, relevant to property management and

distribution control and inventory. Excellent knowledge of methodologies for

database management and analysis is essential.
