Job Summary: The National Adaptation Ran Coordinator

is responsible for formulating, implementing, monitoring and reporting on the coordinated

FAO and UNDP collaborative work-plan for Uganda. He/she will be under the

overall guidance of the FAO Country Representative and operational guidance of

Deputy FAO Representative. The incumbent will directly report to the Project

Manager, Global Climate Change Alliance (GCCA)/Team Leader Climate Change

Adaptation in the Uganda country office and will work in close collaboration

with FAO Natural Resource Officer – Climate Change in Rome, the UNDP Country

Office and the project lead person at the Ministry of Agriculture,, Animal

Industry and Fisheries (MAAIF). The job holder will acquire technical

assistance from FAO-HQ NAP Project Coordinator and work in close collaboration

with Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and the UNDP-GEF

Unit at the Bangkok Regional Hub. The National Adaptation Plan (NAP)

Coordinator is expected to possess a strong mix of technical expertise as well

as proven management capacity.


Key Duties and Responsibilities: 


·        
In

charge of formulating, updating and managing the collaborative FAO-UNDP

work-plan and budget of the programme at the country level in close

coordination with the government appointed focal point and UNDP and FAO

designated project consultants, with clear timelines, milestones and deliverables,

consistent with global project-level outcomes.


·        
Coordinate

all aspects of in-country implementation of project, including personnel,

subcontracts, training, equipment, administrative support and financial

reporting between the MAAIF, FAO Representation in Uganda, UNDP country office,

and the coordination committee;


·        
In

charge of monitoring, evaluation and reporting of the progress under the

collaborative FAO-UNDP workplan


·        
Responsible

for the keen review and conduct analytical studies on existing agriculture

sector policies, plans and initiatives to guide the design and set-up of

agricultural sector contributions (e.g. stock-taking) to the overall NAPs

process; building on existing policy, institutional and human resources

capacities;


·        
Provide

technical support on operationalizing and implementation of the Uganda

agricultural sector NAPs road map;


·        
Provide

technical leadership and direct inputs to the FAO designated outputs of the

project and collaborate closely with UNDP and MAAIF project personnel to contribute

technically to the assigned outputs of the project;


·        
Ensure

that all reports, documents and other outputs prepared by service providers are

of high quality and are targeted towards achieving objectives as planned;


·        
Manage

a skills assessment exercise amongst key personnel selected to conduct national

adaptation planning, budgeting, cost-benefit analysis, climate data modelling

and scenario building for the agricultural sector, within the Ministry of

Agriculture Animal Industry and Fisheries and related Planning, Finance,

Disaster Management, Water and other related institutions;

Supervise

and provide technical guidance for the development and implementation of impact

monitoring frameworks for testing/costing of adaptation options for pilot

projects;


·        
Provide

logistical and organizational support for in-country coordination meetings,

capacity- building workshops and training sessions;


·        
The

incumbent will also facilitate effective communication with relevant

ministries, civil society institutions, think tanks; and national, regional and

international organizations involved in related projects (including within FAO

and UNDP.GIZ, IIED, UNFCCC, UNITAR, Adaptation Fund, Global Research Alliance,

CCAFS), to promote synergies between project and existing initiatives related

to climate change adaptation and to inform the stock-taking process;

Prepare

documentation of coordination meetings, workshops, and trainings (including

concept notes, invitation letters and lists of participants);


·        
Prepare

documentation and knowledge management of lessons learnt;


·        
Draft

communications to national media, in-country donor community, and other

national-level entities;


·        
Put

together results of the Uganda component project activities;


·        
Routinely

report on and contribute information on project progress, key milestones and

other relevant information to the global project team regularly (annual report,

audits, mid-term and terminal evaluations) and in regular coordination meetings

with FAO and UNDP Country Offices and to the Global FAO-UNDP team;;


·        
Significantly

contribute technical content related to Uganda’s experience on integrating

agricultural sector adaptation concerns to NAPs for policy briefs, handbook,

lessons leamt papers, as identified in the work plan;


·        
Prepare

and submit quarterly-month progress reports of the FAO – UNDP collaborative

work-plan; summarizing findings, achievements, conclusions and recommendations

on the progress of the project in the country;


·        
Perform

other related duties as required.


Qualifications, Skills and Experience: 


·        
The

ideal candidate for the Food and Agriculture Organization of the United Nations

(FAO) National Adaptation Plan (NAP) Coordinator vacancy should preferably hold

an advanced university degree in natural resources management, forestry or

agriculture. Technical competencies and experience requirements:


·        
At

least ten years’ experience in planning and implementation of programmes

related to natural resources management, agriculture development, with

experience in climate change adaptation and / or mitigation;


·        
Working

experience with the Uganda Government, FAO and other UN agencies in climate

change adaptation and/ or mitigation in the agricultural sectors;


·        
Excellent

communication, networking, written and presentation skills;


·        
Excellent

computer skills.


·        
Fluency

in English – listening, speaking, reading and writing;
