The National

Information Technology Authority-Uganda (NITA-U) was established as a statutory

body under the National Information Technology Authority, Uganda Act, 2009 as

one of the key players in the Information and Communications Technology Sector.

Its mandated is to coordinate, promote and monitor IT development within the

context of national social and economic development, with a vision as “a

facilitator of a knowledge-based, globally competitive Uganda where social

transformation and economic development is supported through IT enabled

services.”


About

World Bank RCIP Program:


The

Government of Uganda has secured funding from the International Development

Association (IDA) to finance various activities under the Regional

Communications Infrastructure Program (RCIP). The Regional Communication

Infrastructure Program (RCIP) Uganda will complement existing country ICT and

e-government Infrastructure initiatives by helping boost the already existing

e-government infrastructure and bridge the financing and technical gaps. The

project will be implemented by the National Information Technology

Authority-Uganda (NITA-U). The beneficiaries will be the Ministry of

Information Communications Technology (MoICT) and Public Procurement and

Disposal of Public assets Authority (PPDA).


Job

Summary:
 The Programme Coordinator will

mainly ensure that the Regional Communication Infrastructure Program (RCIP)

objectives are accomplished through planning, coordinating and management of

all RCIP activities and resources with support from NITA-U Programme Management

Office (PMO).


Key

Duties and Responsibilities: 


1. Develop RCIP Uganda Master Project

Implementation Plan (MPIP) comprising of a detailed budgeted work plan for the

entire project life time and ensuring that it is approved by NITA-U Senior

Management.

Actively facilitate the development of individual

components or sub-component PIPs


·        
Consolidate the individual component and

sub-component PIPs into Master Project Implementation Plan (MPIP) for RCIP

Uganda based on the approved Project Appraisal Document (PAD)


·        
Ensure approval of the MPIP and have it baselined


·        
Develop annual work plans for the programme


·        
Manage the implementation of MPIP


2. Establishment and Mobilization of

Programme Coordination Team (PCT) required to manage the programme as defined

within the PAD.


·        
Responsible for the implementation of the

programme mobilization as specified within the PAD;


·        
Ensure that the programme is adequately resourced

to deliver the MPIP


·        
Establishment of the Programme Secretariat office

including support requirements and equipment


3. Implementation of RCIP Uganda MPIP

comprising on-going coordination of the MPIP implementation to achieve the

project deliverables on time to specification and within budget, including

budget control, contract administration, monthly coordination, quality control,

risk management, monitoring and reporting, etc.

Manage the implementation of the MPIP


·        
Ensure all programme milestones are delivered


·        
Maintain RCIP Uganda programme schedules to ensure

deliverables are on track in terms of time, cost and quality


·        
Provide technical and analytical assistance and

work direction to project teams, including scheduling, assignment of work,

review of project efforts, and removal of roadblocks which inhibit project

success.


·        
Manage and supervise the contracts management

process


·        
Issue regular RCIP progress report to EXCO and

World Bank and ensure deadlines are met in a timely and efficient fashion


·        
Schedule hand over of projects and the handover

process;


·        
Manage the commissioning of the projects to ensure

that they are handed over effectively to the operation & maintenance unit


4. Stakeholder Engagement and Awareness

comprising of planning and coordination of stakeholder engagements throughout

the project life span.


·        
Develop the stakeholder management plan and ensure

its implementation


·        
Ensure all stakeholder meeting take place as

required, e.g., Project Implementation Team (PIT) and Steering Committee

meetings


·        
Make sure that all the relevant stakeholders are

effectively engaged about the status, progress and challenges of the programme,

in line with stakeholders’ management plan


·        
Coordinate the organisation of meetings and

workshops for stakeholders


·        
Ensure that all stakeholders’ expectations and

requirements are well documented, validated and disseminated


·        
Create effective awareness about RCIP Uganda, its

purpose and benefits to the country.


Key

Performance Indicators:


·        
Programme Coordination Team established and

maintained as specified in the PAD


·        
Programme Secretariat office fully established and

maintained


·        
Stakeholders management plan


·        
Approved RCIP Uganda MPIP


·        
Approved budgeted work plans (by month, quarter,

annual etc.) for the programme


·        
Workshops and meetings reports


·        
Stakeholder engagement reports


·        
All milestones are completed on time


·        
All project deliverables are delivered on time


·        
Monthly, quarterly and annual progress reports on

time covering all project components; Projects completed and handed over to

NITA-U


·        
Projects commissioned and responsibility handed

over to the Operation & Maintenance units.


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the Programme Coordinator

vacancy should preferably hold a Master’s degree in Computer Science, Business

Administration, Public Policy and Management or an Information Technology

related area.


·        
The applicant must also hold a Bachelor’s degree

in Computer Science or a related Science degree.


·        
Professional Project Management qualification such

as PMP or PRINCE2 practitioner is an added advantage


·        
At least five years overall Programme Coordination

or Project Management experience on large scale ICT related projects.


·        
A minimum of three years’ experience which should

be with projects of similar international funding agencies and the Government

of Uganda


·        
Previous experience in Programme Coordination,

especially of a World Bank financed or other relevant Programme


·        
Strong and effective communication skills


·        
Capacity to establish focus for developing and

communicating RCIP goals to support NITA-U and her partners’ business missions.


·        
Show capacity to provide motivational support to

team members to enhance their commitment to work.


·        
Demonstrated ability to foster team work with

other team members.


·        
Excellent report writing and presentation skills.


·        
Ability to work with minimum supervision


·        
Ability to demonstrate support for innovation and

organizational changes needed to improve effectiveness


·        
Communications: Very good

communication skills (spoken and written), including the ability to communicate

effectively with diverse audiences on environmental related matters, good

negotiation skills and capacity to prepare a variety of written documents,

contracts, reports, etc. in a clear, concise style.


·        
Innovation: Must be a

person with ability to seek new ways of doing things efficiently to deliver

value to our customers.


·        
Teamwork: Very good

interpersonal skills and ability to establish and maintain effective working

relations with people in a multi-cultural, multi-ethnic environment with

sensitivity and respect for diversity.


·        
Integrity: Must be a

person of proven honesty and does not tolerate corruption and unethical

behaviors in all its forms and manifestations.
