JOB CONTEXT: Following consultation between Handicap International (HI), the Uganda Mine Action Center (UMAC) and the United Nations Development Program (UNDP) at the 9th Mine States Parties meeting in Geneva November 2008, HI conducted, in March 2009, a mine action assessment mission in Western Uganda. The assessment mission confirmed the presence of mine/ERW (Explosive Remnants of War) and a significant socio-economic impact in Western Uganda. The HI project approach will include Mine and Explosive Remnants of War (ERW) Risk Education and ERW victim assistance in coordination with development and capacity building objectives and take place in partnership with 5 local Mine/ERW Survivors and Disabled People Organizations (DPO).
JOB DESCRIPTION: Your main objective will be to ensure the implementation of all livelihood activities at district level and define the livelihood strategy within the project.
Challenges and goals: Based in Kampala, you are under the responsibility of the AUSAID Program Coordinator and you will participate in the cross border (between Uganda and East Congo DRC) project set-up and accompany the project throughout your mission. You will be the programme's key contact person in your field of expertise for internal and external partners.
Activities:
Identify appropriate local partners in order to implement a referral system, support Physical and psychological rehabilitation as well as economic inclusion activities.
You will offer technical support and training to HI staff and partners
Prepare and update the action plan for livelihood operations
Manage reporting and capitalization
CANDIDATE PROFILE: Mandatory:
Master degree in economics, finance, development…
Relevant experience in working with people with disabilities or vulnerable populations is essential
Experience in livelihoods and economic development projects (monitoring, evaluation, implementation)
Experience in empowerment and social inclusion
Business management knowledge
Training capacities
Training and management skills and experience
Hands-on experience in similar positions and projects (start-up) in a humanitarian context.
Excellent negotiation and adaptation skills to multi-cultural, multi-actor environments.
REQUIRED LANGUAGE SKILLS: Fluent written and spoken English is required and French would be an advantage.
JOB ENVIRONMENT: Living conditions in Kampala are good and quite comfortable. It is possible to rent a house with all modern conveniences in Kampala (including running electricity and water). Security conditions in Kampala: safe. This position is open to single, couples and families. 75 % of your time will be spent travelling
EMPLOYMENT CONDITIONS: Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: 2100-2400 gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
