BACKGROUND
Uganda is an East African Country with an estimated 36 million people, over half of whom are under the age of 15. Nearly half of the population is poor, despite reductions in the poverty rate over the past decade, and the country ranked last on the 2014 Human Development Index.
The main goal of UNICEF/Government of Uganda Country Programme of Cooperation 2016-2020 is to support national efforts to progressively realize children’s rights within the framework the UN Convention on the Rights of the Child (CRC) and other international commitments. The Country Programme was approved in June 2016 and it is fully aligned with the new National Development Plan NDP (NDP II) and the UNDAF. The approved Country Programme has a total budget of US$ 316 million. The CO operates out of Kampala and has three zonal offices (Gulu, Karamoja and Fort Portal/Kampala). The Country Programme is structured around three programme components: Keeping Children and Mothers Alive, Keeping Children Learning and Keeping Children Safe; and one cross cutting programme.
In the new Country Programme, UCO is focused on consolidating the gains made in monitoring and evaluation and strengthening both internal and external systems and capacities to deliver planned results effectively and efficiently. The PME unit supervised by the PME Specialist under the leadership of the Deputy Representative has been tasked with guiding the office in strengthening the monitoring of UNICEF programmes and UNICEF’s contribution to national efforts. Furthermore, the PME team will support the office efforts to re-focus on Results Based Management as UNICEF globally works on streamlining result measurement tools and establishing robust information management systems. The Office is therefore looking for a highly qualified TA M&E Specialist at P3 level to work with the PME Specialist and Programme teams to strengthen RBM in UCO.
PURPOSE OF THE POSITION
To ensure that the UNICEF Country Office has useful, valid and reliable information on the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence, the incumbent will assist in the establishment of monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players. In addition s/he will be responsible for the development of staff and partner capacities for monitoring and evaluation, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.
MAIN DUTIES AND RESPONSIBILITIES
Monitoring, Evaluation & Research Planning. The Country Office and national partners have a well-prioritized and realistic plan of research, monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage the Country Programme.
Situation Monitoring and Assessment. A Situation Monitoring and Assessment system owned by all key partners is in place, through which the Country Office and national partners have timely and accurate measurements of change in conditions of children, women, and their families in the country or region; this information is available to facilitate planning and measure program impact.
Programme Performance Monitoring. The planning function of the Country Office has quality information collected and disseminated with the participation of all concerned partners to assess progress towards expected annual and multi-year results.
Evaluation. UNICEF-supported evaluations attain established UN quality standards, and the results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national and corporate learning.
M&E Capacity Building. The monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and responsibilities.
Coordination and Networking. The UNICEF office is linked to wider UNICEF M&E developments in way that both contributes to and benefits from organizational learning on effective M&E management.
MINIMUM REQUIREMENTS
Education Background:
Advanced university degree in social sciences, statistics, planning development, planning.
Work Experience:
Five years of relevant professional work experience in programme development and implementation including monitoring and evaluation. At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme
Language Proficiency:
Fluent (speaking and writing) in English.
