Cross Society (URCS) is the leading National Humanitarian Organization in

Uganda and a member of the International Red Cross Red Crescent Movement. The

ICRC is an International humanitarian institution which has a mandate to

protect victims of international and armed conflicts i.e. the wounded,

refugees, civilians, prisoners and other non-combatants.


About Land Rover Water and Sanitation

Project:

Uganda Red Cross Society has a well-established

water and sanitation program. Over the years the program has grown in scope and

developed expertise in the planning, implementation and overall management of

Integrated Water, Sanitation and Hygiene promotion projects in development and

emergency contexts. The rural Water and Sanitation portfolio was further

expanded with the commencement of the land rover funded water and sanitation

project in Hoima and Kibaale districts in 2012. The project aims at improving

the living conditions and health status of vulnerable rural communities in mid-western

Uganda by reducing the morbidity and mortality arising from common diarrheal

diseases and other health emergencies specifically by increasing the access to

safe water supply, improving sanitation and hygiene practices as well as

increasing capacity of the rural communities to manage the water and sanitation

facilities that will be availed by the project in a sustainable manner.



Job

Summary:
The Project Officer – Water and Sanitation will support the Kibaale

Branch (Kagadi) in executing the WASH Project mandates. 




Key Duties and Responsibilities: 


·        
Carry out the regular assessment of the water

sanitation and hygiene situation of the intervention communities and implement

viable hygiene promotion drives to facilitate improvements


·        
Oversee the implementation of project software

interventions at district and community level based on the project documents in

coordination with the Program Coordinator, Project Manager, Volunteers, Cluster

Manager and other partners


·        
Ensure that all the project funds and other

resources disbursed to the field are properly utilized and accounted for in

time and within the established National Society accounting standards and

guidelines.


·        
Build and strengthen community capacity to manage

the installed water and sanitation facilities in a sustainable manner by

conducting community based management trainings, PHAST trainings and monitor

functionality of the facilities routinely.


·        
In charge of establishing and maintaining appropriate

working relationships with government, partner organisations, local NGOs, CBOs,

community structures, women and youth groups.


·        
In charge of preparing all project related Work

plans and reports with high quality and produced in a timely manner, and based

on the log frames and reporting formats as required by the donor and in

accordance to URCS and project reporting time lines


·        
Support the documentation of project processes and

capturing of good practices for programme learning and visibility enhancement

as required by the donor.


·        
Represent the National Society in all Water and

Sanitation sector meetings in the two districts of Hoima and Kibaale


·        
Oversee the implementation of PHAST trainings at all

levels and ensure that the trained groups are effectively followed up to form

modal home and that the effect is cascaded to the entire community.


·        
Collect and maintain up to date data of household

hygiene and sanitation improvements within the project  areas and ensure that this is uploaded into

the project database on a regular basis


·        
In charge of identifying community key hygiene

behaviors and use it to develop key hygiene messages to address the gaps in

knowledge attitudes and practices of the communities to enhance behavior change

processes.


·        
Perform any other duties as assigned by the Project

Manager – Land Rover Water and Sanitation Project.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the Red Cross Project

Officer placement should hold a University degree in, Environmental Health

Sciences, Public Health , Natural Resource Management, Health and Hygiene, OR

in development studies OR equivalent with a focus on Water, Sanitation and

Hygiene Promotion  related subjects


·        
At least three years’ experience working with rural

communities to improve water, sanitation and hygiene situation with focus on

strengthening management structures and community empowerment to uphold

household hygiene improvement in government or an NGO.


·        
Practical and hands on experience in at least two of

the following  hygiene promotion

approaches is a must; PHAST, PHASE, CHAST, CLTS and sanitation marketing


·        
Significant experience in programme/project

management in a specific Healtht field is desirable.


·        
Prior programme monitoring and evaluation skills and

experience desirable


·        
Excellent report writing skills, good communication

and interpersonal skills


·        
Be a good team player with strong volunteer

management, motivational and good facilitation skills is a must


·        
Computer skills in Microsoft office and internet

explorer is required


·        
Prior experience in working with fishing communities

to promote sustainable Water and Sanitation interventions will be an added

advantage.
