Following the

signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic

Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda,

Uganda and Zimbabwe) in July 1999, the Security Council established the United

Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by

its resolution 1279 of 30 November 1999, initially to plan for the observation

of the ceasefire and disengagement of forces and maintain liaison with all

parties to the Ceasefire Agreement. Later in a series of resolutions, the

Council expanded the mandate of MONUC to the supervision of the implementation

of the Ceasefire Agreement and assigned multiple related additional tasks.


Key

Duties and Responsibilities:
Under the supervision of the Chief Property

Disposal Section, the Property Disposal Officer will be responsible for the

following duties:


·        
Support the section supervisor in executing proper

disposal of UN written-off property, hazardous waste, and other commodities

imposing risk to the environment in order to avoid associated pollution or

contamination.


·        
Actively monitor that the execution of established

contracts for the disposal of wastes as per terms and conditions outlined in

such contracts as well as UN Rules and Regulations and local/international

Environmental Standards.


·        
Work closely with all Commodity Managers (CM) in

the Supply Chain central warehouse and Self Accounting Units (SAUs) in the

Service Delivery (SD) to receive and dispose of written-off items as per the

recommendation of the Director of Mission Support (DMS), Local Property Survey

Board (LPSB) or Headquarters Property Survey Board (HPSB).


·        
Coordinate the asset commercial sales with regional

procurement office (RPO) and also work closely to establish disposal contracts

by drafting statements of requirement (SOR) and participating in technical

evaluation teams (TET) and vendors’ facility visit.


·        
Carry out contractor performance assessment and

submit reports to Procurement office; coordinate with and advise the contract

management unit (CMU) for proper monitoring of contractor performance.


·        
Conduct Boards of Survey (BOS) and dispose of UN

written-off assets as per the approval of DMS or other relevant authorities.


·        
Carry out database management regarding write-off

of property for Entebbe; extract Business Intelligence (BI) reports indicating

business process weaknesses and then report to Chief PDS for further action.


·        
Monitor Galileo inventory system and ensure that

it is updated correctly i.e. create Disposal Case Files (DCF), Disposal

Certificates (DCE), insert assets.


·        
When approved for disposal and then take disposal

action prior or within the time line.


·        
Create shopping carts (SC), standard orders (SO)

and Service Entry Sheets (SES) in Umoja system as transactions necessary for

PDS related business.


·        
Conduct electronic archiving documents regarding

property disposal activities on time basis.


·        
Perform any other duties as required and guided by

the immediate supervisor or the Chief of the Section (CPDS).


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the United Nations MONUSCO

Property Disposal Officer should hold a University degree (Bachelor Degree or

equivalent) in either supply chain management, business administration,

logistics management or related fields.


·        
A minimum of two years relevant progressively

responsible experience in a similar position is required while having master’s

degree.


·        
Prior experience in the application of information

technologies to business practices in data management and procedures relevant

to commodity management and control along with proficiency in the use of office

applications such as MS Excel, Access, Word and PowerPoint is desirable.


·        
Languages: Fluency in

spoken and written English is required.


·        
Professionalism: A comprehensive grasp of inventory accounting

practices, data base management and Enterprise Reporting System. Ability to

define and analyze trends in the Property Management area, operate project

management software and develop reports and complex text documents. Ability to

maintain focus and accuracy for sustained periods.


·        
Teamwork: Proven

interpersonal skills and the ability to establish and maintain effective working

relations with people in a multi-cultural, multi-ethnic environment with

sensitivity and respect for diversity.


·        
Technological

Awareness:
High Expertise in Information Technology and its application to

business practices and procedures, relevant to property management and

distribution control and inventory. Excellent knowledge of methodologies for

database management and analysis is essential
