Global Health Corps pairs intelligent and

passionate fellows with organizations that require new thinking and innovative

in Malawi, Rwanda, Uganda, the United States, and Zambia.

Job Summary: The Monitoring and Evaluation Officer

will work closely with LN management to develop a monitoring and evaluation

(M&E) framework for our program in Uganda. The incumbent will recommend and

implement health outcome metrics to measure the impact of our programs, focused

on key outcomes, such as: reducing maternal, infant and child mortality;

increasing sustainability; and improving access to quality medicines. One of

LN’s strengths is M&E of current training programs and our existing tools

help drive the implementation of clinical best practices. Building on that, the

Officer will take the lead in establishing our M&E program in Uganda,

through:


·        
Piloting

data collection and metric calculation with real data from our partner clinics


·        
Recommending

metrics to leadership


·        
Steering

the strategic planning for building our M&E system, and implementing it


·        
Part

of the M&E strategic planning will also involve internal key performance

indicators (KPIs) and measuring our processes to make sure we are as efficient

and effective as possible.


Key Duties and Responsibilities: 


·        
In

charge of the assessment of current M&E systems, including internal KPIs as

well as program impact measurements in Burundi and development of plans to

implement and improve those systems as needed in Uganda


·        
Responsible

for data collection, metric calculation, data management, and presentation for

leadership


·        
In

charge of the roll out an evaluation system to measure LN’s impact on our key

health outcomes


·        
Develop

a strategic plan for LN Uganda M&E, in collaboration with management


·        
Implement

approved M&E strategic plan


·        
Utilize

Salesforce customization to create an M&E database


·        
The

fellow will report directly to the Uganda Country Director on a weekly basis to

deliver project updates, discuss successes and challenges, and collaborate with

LN team members as would be helpful to develop their assignment. Performance

feedback will be given at each stage of the operation.


Qualifications, Skills and

Experience: 


·        
The

ideal candidate should be an American who holds a post-graduate degree in a

related field such as public health, epidemiology, international development,

economics, statistics or mathematics, business management or finance, with a

strong research and statistical analysis component


·        
Broad

working knowledge of, and experience in data collection, complex data analysis,

and presentation


·        
Past

related data analysis, business or management experience is desired


·        
Previous

experience developing or analyzing health outcome metrics an added advantage


·        
Salesforce

experience is desired


·        
Demonstrated

ability to analyze complex organizational problems, identify innovative

solutions, and engage others to implement solutions, preferably in a

limited-resource environment


·        
Computer

proficiency in Microsoft Office, including an excellent working knowledge of

data analysis and graphic representation in Excel and other statistical

packages


·        
Ability

to perform in a highly-independent entrepreneurial environment, deliver strong

results, and ask for help when needed


·        
Willingness

to work in Ugandan cultural and political environment, including sensitivity to

LN clinic partners’ religious beliefs and contexts


·        
Willingness

to travel outside of Kampala to rural areas when needed (most of the work will

be in Kampala, the capital)


Job Terms and Conditions: Fellows will be provided with housing,

health insurance and a living stipend of $550/month. Additionally, fellows will

receive an award of $1500 upon successful completion of the fellowship year.

Flights to and from the placement site and all other costs associated with GHC

programming are included, including $600 in professional development funds.

Fellows placed at LifeNet will be provided with housing in Kampala, an urban

center and capital of Uganda.


Note:

The living stipend and completion award may be paid out in USD or local

currency, as determined by the placement organization.
