The Uganda National Roads Authority (UNRA) was

established by an Act of Parliament; The Uganda National Authority Act, No.

15 of 2006. UNRA became operational on 1st July 2008.  The mandate of UNRA is to develop and

maintain the national roads network, advise Government on general roads

policy and contribute to addressing of transport concerns, among others.


Job Summary: The

Head Mechanical Services will manage the plant, equipment and fleet of the

Authority. This will involve planning, participation in procurement,

supervision of repair works, branding and engraving of plant and equipment,

ensuring at all times the odometers and hour meters are functional and

logbooks updated, ensuring environmental and social safeguards


(methods of disposal of wastes) are

mainstreamed, timely servicing of plant and equipment, plant and equipment

status report, preparation of defects, job cards, inspection and completion

report for major repairs done. In addition, the job holder will be

responsible for establishing and updating the equipment management system. The

Head Mechanical Services will also be responsible for accountability of the

resources under the department including human, financial, property, plant

and equipment.


Key Duties and Responsibilities:

  • Plan and set performance

    benchmarks for the department in line with the strategic plan and

    statutory performance agreement;

  • The job holder will plan and

    implement a system for the management of plant, equipment and fleet of

    the authority to in line with the approved guidelines;

  • Develop and implement a system to

    manage the servicing and repairs of plant, equipment and fleet of the

    authority;

  • Responsible for risk management

    and management of audit results on mechanical services  in line with the strategic plan;

  • Manage performance and develop

    direct reports in line with the performance management system of UNRA;

  • In charge of quality management

    of rehabilitation works in line with approved directorate standards.

  • Perform any other duties as

    assigned by the Director Road Maintenance


Qualifications, Skills and

Experience:

  • The applicant for the UNRA Head

    Mechanical Services job vacancy should hold an honour’s Degree in

    Mechanical Engineering, or a Higher Diploma in Mechanical Engineering

    from a recognized institution with a Master’s Degree in a relevant

    field;

  • Possession of a Master’s Degree

    in a related field and other post graduate qualifications in Mechanical

    Engineering or other relevant field will be an added advantage;

  • Professional registration with

    the Engineers Registration Board (ERB) or its equivalent in the

    Commonwealth is mandatory;

  • Five or more years’ experience in

    maintenance of fleet, plant and equipment;

  • Demonstrated working experience

    in managing diverse professionals.

  • High degree of integrity;

  • Proven track record of

    outstanding performance;

  • Proven ability to work as part of

    a team and to develop subordinates;

  • Excellent interpersonal, particularly

    staff/management relation skills

  • Excellent oral and written

    communication skills;

  • Computer literacy skills

  • Ability to manage/supervise multi

    skilled teams and deliver accurate results in a timely manner and in

    an environment with multiple and challenging tasks
