Oxfam is an

international confederation of 17 affiliates networked together in more than 90

countries committed to ridding the world of poverty and injustice. To achieve

this, we support local projects in developing countries, we lobby governments

and companies to take into account the interests of the poorest people and we

campaign to involve citizens in our work. We implement our programs by working

with local NGO partners and civil society organizations and engaging with

private sector and governments. Oxfam employs over 6,000 people worldwide in

more than 90 countries. In Uganda, our program is anchored on three broad

themes deliberately focused on Women’s Rights: Resilient Livelihoods,

Governance and Accountability and Humanitarian Preparedness and Response.


Oxfam in

Uganda is under taking a project named: ‘Empowering Local and National

Humanitarian Actors’ (ELNHA) to be implemented over three years in collaboration

with relevant district structures ard national actors in sub-regions of

Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile (Koboko and

Zombo) commencing January 2016. These districts face challenges from climate

change induced prolonged droughts and food insecurity as well as refugee influx

as a result of the conflicts in the neighbouring States South Sudan, CAR and

DRC).


Job

Summary:
 The Humanitarian Finance Officer

will take the overall responsibility of preparing and monitoring the budget for

humanitarian project, ensuring proper financial recording at Oxfam and partners’

level, meeting donor and government compliance and building partners and LHAs

capacity to meet their financial tasks according to Oxfam policies and procedures.

The incumbent will also be a member of the Kotido sub-office procurement

committee.


Key

Duties and Responsibilities: 


·        
In charge of the preparation and submission of

monthly project financial reports for submission to head office, and

consolidation of partner financial reports for use by the donor accountant in

preparation of donor financial reports


·        
Managing the project funds at the sub-office

including processing payments via petty cash and. submission of approved

payment requests to the FSM


·        
Carry out budget tracking, monitoring expenditure,

expenditure and forecasting and timely reporting, support partner finance teams

in preparation of project related budgets and reworking of budgets to keep up

with changes in project plans


·        
Identify training needs of Partners’ and LHAs

finance staff and provide required Capacity building to enable effective

management of emergency response finances


·        
Play a focal role in project financial reviews and

audits ensuring donor, government and Oxfam controls and compliance aspects are

met in financial recording and reporting


·        
Work closely with Human Resource and Logistics on

various elements of financial systems and processes related to the project

activities.


·        
Propose and implement agreed improvements &

systems enhancements for financial and administrative systems and procedures to

ensure maximum efficiency.


·        
Perform any other duties as assigned by the

Project Manager – ELNHA


Qualifications,

Skills and Experience: 


·        
The ideal candidate for the Oxfam Humanitarian

Finance Officer job opportunity should preferably hold a Bachelor of Commerce

/Business Administration. Possession of ACCA/ CPA or relevant other will be an

advantage.


·        
At least five years of accounting / finance

experience, two years in an International NGO.


·        
Detailed working knowledge of computerised systems

and demonstrable experience of working with computerised accounting packages

and spreadsheets


·        
Excellent oral and written communication skills


·        
Good financial analytical, multitasking and

planning skills.


·        
Adaptable, flexible and a good time keeper.


·
