Action Against Hunger (ACF) is an

international, non-governmental, non-religious organization that was created in

Paris in 1979 with headquarters in France (Paris), the USA (New York), the UK

(London), Spain (Madrid) and Canada (Toronto). Recognized as a leader in the

fight against malnutrition, Action Against Hunger / ACF International saves the

lives of malnourished children while providing communities with access to safe

water and sustainable to hunger. With more than 30 years of expertise in

emergency situations of conflict, natural disaster, and chronic food insecurity,

ACF runs life-saving programs in some 40 benefiting five million people each

year. Since 1980, ACF has provided assistance to vulnerable populations in

Uganda. These have included the displaced and returnee populations of

LRA-affected Northern Uganda, Sudanese and Congolese refugees fleeing fighting

in their own countries, and the people of the north eastern Karamoja region.


Job Summary:  The National Programme Quality and Accountability

(PQA) Coordinator will oversee the development of accountability processes across

all programmes and operations in the mission, through the establishment of

clear benchmarks for risk management, accountability and quality.


Key Duties and Responsibilities:  


1.

Organisation’s Quality & Accountability
:  Steer

the strengthening of ACF capacity to ensure general organisation quality and

accountability in order to maximise the impact of its humanitarian and

development programs and reduce risks.


·        
With

the Expat PQA-CO, advise the CD, the TECH-CO and PMs on designing and

implementing appropriate systems and processes in order to mitigate

controllable risks in the implementation of programs and operations.


·        
In

particular, support projects to develop and implement technical quality audits,

registration criteria, verification, and beneficiary lists.


·        
The incumbent

will support projects to develop and manage feedback mechanisms; under the

mandate of the CD, conduct independent investigations to ascertain the

occurrence of fraud, prepare factual reports, and be responsible for the

follow-up on recommendations.


·        
In

collaboration with finance, HR and logistics departments, facilitate formal

refresher / training sessions and provide on-going coaching of staff on risk

mitigation and management, code of conduct, program accountability and quality,

the respect of ACF accountability to beneficiaries (cultural sensitiveness,

working effectively with communities, participatory inclusive approaches).

Support

the HR department and Head of Bases in disseminating among all staff a culture

of high standard of accountability, discipline and professionalism; the code of

conduct, the mandate and the charter of ACF;


·        
ACF’s

risk management policies on whistle blowing, workplace harassment, conflict of

interest, child protection.


2.

Projects’ Monitoring Evaluation and Learning:


·        
Ensure

appropriate and rigorous M&E systems are developed to guide projects’

start-up, implementation, adjustment, accountability and learning in compliance

with ACF’s M&E Guidelines and Minimum Requirements for M&E.


·        
Support

the PMs, M&E officers and the program management department/s in developing

high-quality M&E plans (logframes, indicators, measurement plans and approaches),

data collection tools, and database systems that capture required information

based on donor and ACF requirements.


·        
Render

support in establishing mobile data collection systems through ODK.


·        
Provide

support in the review and standardization/harmonization of existing data collection

tools.


·        
Support

programs in defining sampling and assessment methodologies.


·        
Provide

trainings to staff of projects and partners on monitoring and reporting through

on job training, coaching and organized sessions.


·        
Actively

promote in all projects the use of participatory data collection techniques

involving beneficiaries, institutions and partners in the process.


·        
Support

the analysis of M&E data of different projects as needed through Excel or

other statistical software. In particular, assist PMs, M&E officers and the

program department in measuring the progress and achievements of projects

against set targets.


·        
Support

development and revision of internal and external reports, ensuring compliance

with donor requirements and accuracy of reported activities/results.


·        
Work

closely with TECH-CO in the designing of the TORs for external evaluations of

projects and provide support during evaluation exercises.


Qualifications, Skills and Experience:  


·        
The ideal

candidate should preferably hold a Bachelor’s or Master’s degree in

humanitarian affairs, international development, public health, epidemiology,

economics, or other social / developmental sciences.


·        
A minimum

of three years of proven experience in the Monitoring, Evaluation and

Accountability of humanitarian or development programs including setting up and

managing community based beneficiary grievance mechanisms.


·        
Broad

working knowledge and understanding of M&E concepts and international humanitarian

quality standards.


·        
Prior

exposure and experience with mobile data collection (preferred).


·        
Fluency

in English (both written and spoken skills).
