The Danish

Refugee Council (DRC) is a private, independent, humanitarian organization

working on all aspects of the refugee cause in more than 36 countries

throughout the world. The aim of DRC is to protect refugees and internally

displaced persons (IDPs) against persecution and to promote durable solutions

to the problems of forced migration, on the basis of humanitarian principles

and human rights. DRC works in accordance with the UN Conventions on Refugees

and the Code of Conduct for the ICRC and NGOs in Disaster Relief.


Job

Summary:
The Logistics Officer will be responsible for the overall logistics,

warehousing and procurement operation including fleet; provide support to

DRC/DDG sub-offices and co-ordinate with HQ based staff on support, training,

guidelines and standard operating procedures as set by DRC-DDG. The incumbent

will be responsible for complying with donor and internal DRC reporting and

accountability policies and procedures.


Key

Duties and Responsibilities: 


·        
Using guidelines in the DRC Operation Handbook:

procure, obtain quotations and carry out all Logistics and Procurement related

tasks as instructed by the Senior Procurement and Logistics Officer.


·        
Provide support to the Senior Procurement &

Logistics Officer in updating the request for payments and Procurement tracker

and share with the field Logistics Officers on weekly basis.


·        
Ensure that all repairs, service & maintenance

performed on vehicles/equipment/machinery are in accordance with the required

standards established to achieve maximum reliability with minimum downtime and

at best value for money.


·        
Keep records of all maintenance reports and submit

them on monthly basis to the Senior Procurement and Logistics Officer.


·        
Ensure that all repairs and servicing performed on

all vehicles and equipment is recorded on Job cards and that vehicle histories

are maintained.


·        
Actively monitor fuel consumption for Vehicle

fleet/Motorcycles/Generators through ensuring weekly calculation of the fuel

consumption.


·        
Prepare fuel consumption and maintenance reports

for all vehicles, motorcycles and generators at the Country Office and share

this with the Senior Procurement & Logistics Officer by 5th of every month.


·        
Maintain a clear overview of DRC vehicles in the

Country Office and field offices and regularly update as/when needed the

vehicles in use template.


·        
Ensure that insurance policies for Vehicles &

Motorcycles are renewed on timely basis.


·        
Drive the assigned vehicle in a correct and

sensible manner in adherence to the weather and road conditions at all times.

Adhere to the maximum speed limit for DRC/DDG Vehicles – 50 km/h on dirt road,

100 km/h on a tarmac. When the road conditions are poor, drive as slowly as necessary

to facilitate safe passage to the passenger and ensure no damage to the vehicle

Manage and build the capacity of the drivers.

Ensure vehicle log sheets are completed according to guidelines on weekly basis

and submitted to the Senior Procurement and Logistics Officer.


·        
Systematically coordinate the vehicle movement

plans in the Country Office.


3. Inventory and Asset transfer:


·        
Update the inventory list in the Country Office on

a monthly basis and submit to the Senior Procurement & Logistics by 5th of every

month.


·        
Ensure all asset in the Country Office are

properly tagged as soon as they are procured.


·        
Bi-annually conduct physical asset verification to

confirm the condition of the assets in the Country Office.


·        
Ensure assets transfer forms are properly completed

during movement of goods from the Country Office to field Offices. Further,

ensure that proper stock records are kept and updated regularly.


·        
Ensure that DRC safety in the office is observed,

visitors check at the gate, fire extinguishers and smoke detectors are up to

date


·        
Supervise and build capacity with the guards


·        
Prepare and submit quality and accurate, monthly

reports.


·        
Follow up all DRC / DDG Procedures for Security,

Finance, Logistics, HR and Administration.


·        
Uphold DRC’s international code of conduct


Qualifications,

Skills and Experience: 


·        
The applicant should preferably hold a Degree in

procurement and logistics, supply or the equivalent professional qualification

in procurement and supply.


·        
A minimum of five years’ procurement and logistics

experience in a busy organization, preferably in an NGO setting. Must

demonstrate professional experience in legal, administrative and operational

aspects of Procurement and Logistics.


·        
Extensive knowledge and experience working with

donor funded projects/ programmes e.g. 

EU, DfiD, SIDA, USAID, UN & DANIDA among other donors.


·        
Previous experience in financial management of

tendering processes and audits.


·        
Excellent communication and writing Skills in

English.


·        
A pro-active person who is able to work independently

and at the same time a good team-player.


·        
Excellent interpersonal skills and ability to work

independently with minimum supervision.


·        
Computer literacy skills with proficiency in MS

word, Excel
