In 1996,

Action Africa Help International (AAIN) became Aktion Africa Hilfe e. V (AAH)

and was registered in Munich, Germany from where our founders in 2003 moved the

organisation’s headquarters to Kenya. AAH-I now works with refugees, host

communities and other marginalized and vulnerable groups in Kenya, Uganda,

Somalia and South Sudan, where it operates across a range of sectors that seek

to bridge relief to development.


Action Africa

Help Uganda (AAH Uganda) has been receiving funding from the United Nations

High Commissioner for Refugees (UNHCR) to implement programmes in the Districts

of Hoima (Kyangwali Refugee Settlement), Adjumani District and Kampala.


Job

Summary:
The Monitoring Evaluation and Learning Coordinator will provide design,

analysis, quality assurance, reporting and learning for all research related

work of AAH Uganda Country programme. The MEL Coordinator will design/update

and coordinate the implementation of robust MEL system that provides quality information

for measuring the progress and impact of our interventions. The job holder will

be charged with the documentation and sharing of key lessons from AAH’s

programmes for improved practice and possible replication.


Key

Duties and Responsibilities: 


·        
The incumbent will develop and update robust MEL

system that provides all information requirements of the country programme.


·        
Plan to actively engage with the programme teams

for effective roll-out of the MEL system.


·        
Prepare and submit MEL plans for all new projects

during proposal development and new approaches.


·        
Develop deep understanding and capacities within

programme teams on MEL, and the use and /or analysis of MEL systems.


·        
Offer technical assistance and support to senior

management and field staff on all MEL related issues.


·        
Mentor, train and support programme teams on

utilization of the monitoring tools in data collections.


·        
Develop monitoring tools to collect data on core

indicators, outputs and activities for every sector or project.


·        
Prepare databases for storage of all monitoring

data for every sector or project.


·        
Carry out desk-based sampling of data from all

databases on a monthly basis for quality assurance; looking for outliners,

communicating errors with the field & editing before dissemination of

reports.


·        
Prepare monthly and quarterly graphic feedback to

management of core indicators for all sectors comparing information over time

and between locations where applicable.


·        
Conduct data-audit at least every two months to

review the quality of monitoring data and filling systems for accuracy and

consistent.


·        
Offer technical leadership in all processes of

conducting all internal evaluations, assessments, and surveys for AAH Uganda

Country programme.


·        
Provide technical support to the identification

and management of external resources to conduct or support MEL activities.


·        
Work closely with the programme teams to plan,

design and implement and report on annual thematic outcome evaluations and

ensure the databases for same are in place up to date and accurate.


·        
Develop system that provide feedback to all major

stakeholders for programme accountability.


·        
Prepare learning points across all programme

sectors and identify opportunities to share this learning through meetings,

workshops, reports etc


·        
Provide technical support to programme teams in

learning from piloting new and alternative approaches and where appropriate,

share materials with AAH’s best practice website.


·        
Develop and implement change stories or case

studies across all programme sectors.


Qualifications,

Skills and Experience: 


·        
The applicant for the Monitoring Evaluation and

Learning Coordinator job opportunity should hold a Bachelor’s Degree in

Statistics, Economics, Social Sciences, Public Health or closely related field from

recognized University or Institution.


·        
Possession of a Master’s Degree in Statistics,

Economics, Social Sciences, Public Health is desirable.


·        
At least seven years’ experience of progressively

working in monitoring evaluation, and learning and/or research related work.


·        
Broad knowledge and understanding of research

methods especially qualitative and quantitative study designs is essential


·        
Previous experience of analysis and evaluation a

variety of data and organize and present it in meaningful terms to others.


·        
Excellent knowledge of research related software

for like SPSS, Epi Info, STATA is essential


·        
Prior exposure and experience in designing and

coordinating surveys or assessments or case studies for sectors like health, education

WASH, livelihood, natural resources and community services


·        
Previous experience working with International

NGOs in multi-sectoral programming is essential.


·        
Past exposure and experience working and living in

remote or insecure settings is desirable.


·        
Proven ability to critically analyse data

(Descriptive and inferential analysis)


·        
Demonstrated ability to multitask and exercise

sound judgment and decision-making in a very fast paced, dynamic environment.


·        
Proven ability to independently and effectively

plan, organize, manage and evaluate important, responsible and complex projects

for individual and team work.


·        
Excellent analytical skills to review and provide

substantive feedback on documents.


·        
Excellent communication skills – oral and written

– pertinent to all elements of work.


·        
High degree of computer proficiency in Microsoft

Word and Excel.


·        
Ability to ride motorcycle, with a valid rider

permit
