Strengthening

Decentralization for Sustainability (SDS) is a 6-year (2010- 2016) USAID-funded

program in support of the government of Uganda (GOU) at the district and

Sub-county local government level. The project aims at improving results and

sustainability of decentralized social service delivery through appropriate

tools, technical assistance, and financial support. The SDS Program is

implemented by Cardno Emerging Markets, Ltd. USA, in collaboration with: Urban

Institute; Development Info Structure Inc. (Devis); Infectious Disease Institute

(IDI); and Tangaza Cinemas. Since April, 2015, SDS was requested by USAID to

support critical USAID health activities previously implemented under the

Northern Uganda Health Integration for Enhanced Service (NU-HITES) project.

Working in collaboration with implementing partners, and especially the

Applying Science to Strengthen and Improve Systems (ASSIST) project, the SDS

Program’s activities in the North ensures uninterrupted delivery of quality

HIV/AIDS care and treatment services for people living with and affected by

HIV/AIDS and continue USAID support for other critical health services,

including ending mother to child transmission (eMTCT), MNCH, FP, TB, and

malaria services.


Job Summary: The Monitoring and Evaluation Manager will offer M&E

technical support and supervision to SDS M&E team. The M&E Manager will

take overall responsibility of managing M&E functions in SDS including

strengthening SDS M&E systems and capacity of personnel to deliver on their

mandate and meet SDS reporting requirements and other expectations. The  M&E Manager will be responsible for the supervision

of project  M&E  activities to ensure they  are implemented  timely 

and within appropriate cost and quality, and provide management support

and leadership to M&E team. Technically, the incumbent will also be responsible

for the overall reporting mechanism that include: i) ensuring collection of PMP

data from secondary and primary sources; ii) planning and managing the SDS

annual survey; iii) analysis and compiling annual survey reports; iv) reporting

data in the USAID Performance Results System (PRS) and; v) compiling Annual and

Semi-Annual Progress Report (APR/SAPR) PEPFAR  

narrative   report   and  

uploading   both   the quantitative and narrative into the

PEPFAR/MEEP HIBRID reporting System, DATIM and any other reporting mechanism

that may be prescribed.


Key Duties and Responsibilities: 

  • Oversee the development and review of the SDS

    Performance Monitoring Plan (PMP) and design systems that allow for

    efficient collection and reporting of PMP information.

  • Work closely with other SDS staff to sustain

    SDS M&E system and continually review and improve the M&E system.

  • Ensure that the data for all indicators (PMP,

    Grants A, B & C, DOP, HRH, Education and other programs) is collected

    in time and in high quality

  • Develop and where appropriate review

    performance indicators and frameworks for measuring results achieved from

    implementation of activities supported through SDS grants and programs.

  • Work with M&E Specialists to analyze and

    validate data on program outputs and outcomes from SDS supported

    activities implemented by districts local governments and CSOs

  • Organize annual surveys in the SDS supported

    districts in Western, Central, Eastern, Central and Northern Uganda

    respectively to measure performance of SDS program based on approved

    Performance Monitoring Plan (PMP).

  • Work closely with Grants team to ensure

    appropriate and quality quarterly desk review and validation of

    performance of SDS Program supported district local governments.

  • Work in liaison with M&E Specialists,

    review and  consolidate quarterly

    grants performance monitoring reports for Grant A, B & C in a timely

    manner and with the expected quality

  • In collaboration with Grants Managers and

    Director, support timely development and revision of program monitoring

    tools such as desk review and validation tools and any other relevant

    performance measurement frameworks

  • Develop reporting mechanisms for the District

    Operational  Plans (DOP) periodic

    reporting and ensure that routine data collection on DOP is conducted as

    required

  • Effectively provide managerial   and technical   supervision to M&E team.

  • Offer technical and strategic direction to

    SDS M&E Internship program.


Qualifications, Skills and Experience: 

  • The ideal candidate for the USAID Monitoring

    and Evaluation Manager job opportunity should hold a Postgraduate degree

    in the field of: Monitoring & Evaluation; Social Development Studies;

    Statistics; Economics and Economic Planning; Education; Information

    Technology; Mathematics and any other relevant field. Possession of a

    Post-graduate training in M&E is an added advantage.

  • At least seven years’ experience in the design

    and implementation of monitoring and evaluation systems as well as

    management information systems;

  • Prior experience providing technical

    assistance in M&E and MIS, especially to host country stakeholders;

  • Significant experience with USAID or other

    donor-funded projects preferred;

  • Significant experience in working with local

    government systems in a support and capacity building position

  • Excellent organizational, analytical,

    supervisory skills;

  • Excellent verbal and written communication

    skills;

  • Excellent computer skills

  • Strong managerial skills and competences

  • Excellent time management skills and ability

    to meet strict deadlines

  • Proven ability to mentor staff under his/her

    supervision

  • Ability to work under limited supervision and

    produce the expected quantity of work with the expected time

  • Demonstrated ability to prepare and deliver

    high quality presentation and must be able to articulate M&E issues as

    Senior Management, partner (IP) and USAID Mission levels

  • Capacity to recruit, supervise and manage

    consultants

  • Significant experience in the provision of

    M&E capacity to local / central government personnel and other partners

    including beneficiaries

  • Excellent report writing skills
