Network Planning


The Uganda National Roads Authority (UNRA) was

established by an Act of Parliament; The Uganda National Authority Act, No.

15 of 2006. UNRA became operational on 1st July 2008.  The mandate of UNRA is to develop and

maintain the national roads network, advise Government on general roads

policy and contribute to addressing of transport concerns, among others.


Job Summary: The Network

Engineer will be tasked with the collection of road network and


bridge asset data. The Engineer will  offer support in updating and maintaining

the road and bridge Asset Management Systems as well as participate in the formulation

of appropriate Asset Management Strategies and investment plans.


Key Duties and Responsibilities:

  • The Network Engineer will collect

    road and bridge assets inventory data in line with departmental guidelines

    and standards;

  • Regularly review and update the

    road and bridge management systems;

  • Actively participate in the

    development of an asset management system in line with

  • departmental targets and

    standards;

  • Render support in the

    identification of roads, bridges and structures to be included in the

    annual investment plan in line with departmental targets;

  • Update the cost data for road and

    bridge works (in liaison with the cost estimation unit) and input to

    the road and bridge department;

  • Render support in the preparation

    of schedules for network data collection activities in line with

    departmental targets;

  • Respond to audit reports and

    implement agreed recommendations within specified time frames;

  • Develop a risk matrix and put in

    place risk mitigation measures in the management of road network and

    bridge asset data;

  • Take part in the planning,

    budgeting and reporting in line with departmental guidelines and

    targets.

  • Mentor and supervise the performance

    of direct reports in line with the performance management system of

    UNRA.

  • Perform any other duties as

    assigned by the Head Network Planning.


Qualifications, Skills and

Experience:

  • The applicant for the UNRA Network

    Engineer job vacancy should hold an Honours Degree in Civil

    Engineering or any other related field;

  • Possession of a Master’s Degree

    in Civil Engineering or related field is an added advantage;

  • Professional registration with

    the ERB or relevant Association of professional engineers in the commonwealth

    countries is an added advantage;

  • At least three years’ experience

    in road asset management projects;

  • Significant asset management

    experience and a comprehensive knowledge of infrastructure asset

    management processes, procedures and practices;

  • High level of computer skills and

    experience in the use of asset management

  • systems, database management,

    spreadsheets, word processing, scheduling and computer based

    estimating and GIS;

  • Impeccable level of integrity;

  • Proven track record of

    outstanding performance;

  • Excellent interpersonal,

    particularly staff/management relations;

  • Excellent oral and written

    communication skills;

  • Ability to manage/supervise multi

    skilled teams and deliver accurate results in a timely manner and in

    an environment with multiple and challenging tasks.
