Oxfam is an

international confederation of 17 affiliates networked together in more than 90

countries committed to ridding the world of poverty and injustice. To achieve

this, we support local projects in developing countries, we lobby governments

and companies to take into account the interests of the poorest people and we

campaign to involve citizens in our work. We implement our programs by working

with local NGO partners and civil society organizations and engaging with

private sector and governments. Oxfam employs over 6,000 people worldwide in

more than 90 countries. In Uganda, our program is anchored on three broad

themes deliberately focused on Women’s Rights: Resilient Livelihoods,

Governance and Accountability and Humanitarian Preparedness and Response.


Oxfam in

Uganda is under taking a project named: ‘Empowering Local and National

Humanitarian Actors’ (ELNHA) to be implemented over three years in

collaboration with relevant district structures ard national actors in

sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile

(Koboko and Zombo) commencing January 2016. These districts face challenges

from climate change induced prolonged droughts and food insecurity as well as

refugee influx as a result of the conflicts in the neighbouring States South

Sudan, CAR and DRC).


Job

Summary:
 The Project Manager – ELNHA will

take overall responsibility and will 

lead, coordinate, plan, supervise, control and facilitate enhancement

Humanitarian preparedness and response capacity of partners and LNHAs, build an

effective team and enable an environment to achieve project results/ outcomes. The

incumbent will work closely with implementing partners, selected LNHAs and

Government, Oxfam humanitarian team and Oxfam International team working on the

ELNHA project. The Project Manager will also supervise and mentor a team of 5

technical staff i.e. Humanitarian Capacity Building Coordinator, Humanitarian

Finance Officer; Monitoring Evaluation Accountability & Learning (MEAL) Officer;

Influencing Officer; and a Cash Transfer Program Officer).


Key

Duties and Responsibilities: 


·        
Provide overall leadership and management for

project implementation against project plan and donor requirements


·        
The incumbent will also ensure appropriate and

cost effective budgeting and accountability for project activities.


·        
The job holder will facilitate the development and

application of strong and functioning MEAL (Monitoring Evaluation

Accountability and Learning) systems and ensure effective compliance mechanisms

across the partners and project team.


·        
Build and strengthen coordination, networking and

liaison with partners, LNHAs, Government, Private sector and day to day and/or

occasional communication with Oxfam at national and global levels.


·        
Initiate the procurement, appropriate use and

maintenance of equipment, goods and services as are needed to achieve the

project’s objectives, while applying Oxfam’s policies and systems


·        
Ensure quality and timely periodical and special

project reporting to Oxfam management and donors


·        
Represent Oxfam at internal and external forums/

networks; establishing and maintaining contact with a range of organizations

and individuals who can support the programme.


·        
Work in liaison with the project team, partners

and LNHAs to ensure appropriate feedback mechanisms are incorporated into

project implementation structures


·        
Actively participate in and support national and

regional campaign & advocacy working groups.


·        
Be familiar with and abide by Oxfam’s Code of

Conduct and other regulatory Codes such as the CHS, Red Cross Code of Conduct,

People in Aid Code, Oxfam International protocols and Interaction NGO Field

Co-operation Protocol.


·        
Conduct time to time review and reflection

sessions on project management issues


·        
Perform any other duties as assigned by the

Humanitarian Programme Manager


Qualifications,

Skills and Experience: 


·        
The applicant should preferably hold a Master’s

degree in social sciences, management or relevant discipline


·        
Seven years’ experience in humanitarian work with National

and three years’ working experience in International NGOs in the mid-level

management position


·        
Significant experience in independently managing

multi-year large project, preferably in humanitarian capacity building, against

donor requirements


·        
Broad knowledge and understanding of project cycle

management including implementation of MEAL framework


·        
Good working knowledge of humanitarian standards

and principles, incl. Red Cross Code of Conduct, Standards (CHS, HAP SPHERE,

People in Aid, Good Enough Guide, etc), National & international

Humanitarian Laws and policies


·        
Excellent team building, diplomatic,

communication, facilitation, time management skills, high level of

self-awareness and ability to take initiative


·        
Broad knowledge and understanding of at least one

of the thematic program areas of emergency WASH, Food Security and Livelihoods;

gender/protection issues as well as advocacy, campaigning and communications

and integrating these into overall programming and humanitarian work from a

gender perspective.


·        
Excellent in diversified partnership/institutional

relationship development and management skills like humanitarian actors,

government, private sector and NGOs
