The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Monitoring and Evaluation Officer will be

responsible for the monitoring and ensuring of high quality and timely in puts

into the implementation of the strategic plan, monitoring and tracking

achievement of its intended outputs in a cost effective and timely manner and

generate required reports in line with the UNRA Strategic plan and guidelines.

The Monitoring and Evaluation Officer will work in close collaboration with the

Directorates and project teams.


Key Duties and Responsibilities:

  • The incumbent will be tasked with developing and

    strengthening monitoring, inspection and evaluation procedures in line

    with the M&E guidelines;

  • Actively monitor all project activities, expenditures

    and progress towards achieving the project output;

  • Develop monitoring and impact indicators for

    various projects, work programs undertaken and monitor and evaluate

    overall progress on achievement of set results;

  • Send feedback to the Directors/ Project

    Managers on project strategies and activities and possible areas of improvement

    for the efficiency and effectiveness of the projects by identifying

    bottlenecks in completing project activities and developing plans to

    minimize or eliminate such bottlenecks;

  • Actively participate in annual project

    reviews and planning workshops and assist the Project Managers in

    preparing relevant reports and monitor and evaluate the effects and impact

    of the projects results

  • Provide inputs, information and statistics

    for monthly, quarterly, half yearly and annual progress reports on all

    project activities to the Head Corporate Strategy Management;

  • Carry out capacity assessment on existing

    monitoring and evaluation systems, develop indicators and monitoring

    strategies for work programs/projects undertaken;

  • Support the directorates and project personnel

    with the development and use of M&E tools and in evaluating the said

    projects.

  • Perform any other duties as assigned by the Head

    Corporate Strategy Management


Qualifications, Skills and Experience:

  • The applicant for the UNRA Monitoring and

    Evaluation Officer career should hold an Honors Bachelor’s Degree in

    Finance, Economics, Business Administration or relevant field;

  • Possession of a Master’s Degree in Finance,

    Economics or relevant field is mandatory

  • Possession of any other post graduate

    qualifications in the relevant field are an added advantage;

  • At least three years’ experience in professional

    monitoring and evaluation experience in a highly reputable organization;

  • Demonstrated practical experience in

    executive advantage;

  • Excellent analytical and financial modelling

    skills

  • Prior exposure and experience in designing

    tools and strategies for data collection, analysis and production of

    reports;

  • Expertise in analyzing data using statistical

    software;

  • Excellent training and facilitation skills.

  • Computer literacy skills

  • Impeccable level of integrity;

  • Proven track record of outstanding

    performance;

  • Demonstrated ability to work as part of a

    team and to develop subordinates;

  • Excellent interpersonal, particularly

    staff/management relations;

  • Excellent oral and written communication

    skills;

  • Proven ability to work and produce accurate

    results in an environment with multiple and challenging tasks.
