The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Sociologist will mainly be responsible for the

identification and evaluation of social/gender risks and carrying out social

impact assessments of road and bridge upgrading and maintenance projects. The

incumbent will also be responsible for proposing mitigation actions to be

carried out to minimize any negative social impacts on the projects and the

affected communities. In addition, the Sociologist will be responsible for

conducting gender analysis and proposing measures for ensuring equal benefits

for engendered persons.


Key Duties and Responsibilities:

  • Formulate and review the social management

    policy and guidelines in line with UNRA Annual Statutory performance

    agreement;

  • Plan and carry out social impact studies in line

    with the roads and bridges directorate work plan;

  • Plan and implement Resettlement Action Plans

    (RAP) in line with UNRA Annual Statutory performance agreement;

  • Identify and develop programs to work with

    key stakeholders ( NEMA, NFA, Local Governments, Political Leaders, and

    affected communities) to ensure timely acquisition of Right of Way and

    that the roads are sustained;

  • Actively monitor the implementation of social

    management plans for construction projects in line with UNRA Annual

    Statutory performance agreement;

  • Regularly review RAP reports of feasibility

    studies and road designs in line with UNRA Annual Statutory performance

    agreement and standards;

  • Develop and implement mainstreaming of gender

    and HIV/AIDS policies in UNRA construction projects in line with UNRA

    Annual Statutory performance agreement;

  • Plan and implement Occupational Health and

    Safety (OHS) strategies in UNRA construction projects in line with UNRA

    health and safety policy;

  • Plan and implement a system of managing risks

    in the social management activities and develop risk mitigation measures;

  • Plan and implement an effective system of

    responding to and managing grievances from affected persons in line with

    UNRA Annual Statutory performance agreement.

  • Perform any other duties as assigned by the Head

    Environment and Social Safeguards


Qualifications, Skills and Experience:

  • The applicant for the UNRA Sociologist job

    vacancy should hold an Honors Degree in Social Sciences or any other

    relevant degree with a Master’s Degree in related field.

  • Possession of any other Post graduate

    qualifications in the relevant field will be an added advantage.

  • Five years’ experience in infrastructure

    development work with Social and Gender components including preparation

    of Social impact assessments, Resettlement Action Plans (RAPs).

  • Demonstrated working experience in managing

    diverse professionals.

  • Computer literacy skills

  • High degree of integrity;

  • Excellent track record of outstanding

    performance;

  • Excellent interpersonal, particularly staff/management

    relation skills

  • Excellent oral and written communication

    skills;

  • Ability to manage/supervise multi skilled

    teams and deliver accurate results in a timely manner and in an environment

    with multiple and challenging tasks.
