Humanitarian

Initiative Just Relief Aid (HIJRA) is an international African humanitarian and

development organization that positively contributes towards improving the living

standards and conditions of those adversely affected by disasters and conflict

in the Horn, East & Central Africa by implementing WASH, Health, Education,

Livelihoods, Community service & development and Protection programs in the

region for a period of more than 20 years.


HIJRA

with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program

for refugees Oruchinga settlement (Isingiro District) and transit centers in

Kisoro and Bundibugyo districts.


Job Summary: The Program Quality and Development Manager will

work in liaison with the Country Program Manager (CPM) and program team to lead

new program development and ensure effective program coordination and

implementation, monitoring and evaluation, quality assurance and accountability

in close collaboration with the operations team.


Key Duties and Responsibilities: 

  • Take lead or support the identification of

    new initiatives and opportunities that respond to identified needs and the

    country strategy, in coordination with the CPM and Program Managers, and

    other relevant staff.

  • Plan and lead the country team to assess the

    needs for program design, evaluate, analyze and further develop a

    multi-year country specific strategic plan for Uganda, in line with the

    regional value

  • Lead or support the development of solicited

    and unsolicited proposals and concept notes.

  • Represent HIJRA at all relevant coordination

    meetings in and increasingly play a lead role in other advocacy and

    coordination bodies.

  • Provide leadership in all aspects of program

    coordination to ensure consistent quality, including the incorporation of

    cross-cutting themes, quality data analysis, lessons learned and best

    practices.

  • Ensure that program implementation is

    responsive to communities and partners and aligned with HIJRA’ principles,

    values, global strategic roadmap, and Uganda country strategy.

  • Carry out frequent field visits to all

    project sites for monitoring, quality control and program staff mentoring

    and coaching.

  • Build up programs’ staff capacity and ensure

    effective and qualitative program implementation


3. Program Monitoring and

Evaluation:

  • Ensure that robust monitoring and evaluation,

    quality data collection and analysis systems are in place, adhered to and

    used as a decision-making tool, encouraging consistency across programs.

  • Work closely with the CPM to roll out and

    monitor the new agency measurement system across all programs and develop

    M&E system.

  • Provide ongoing training and guidance to staff

    on M&E best practices.

  • Ensure that donor reports produced by the

    Programs team effectively demonstrate the impact of HIJRA’ program

    interventions.

  • Work closely with Program Managers to put in

    place a tool for an easy tracking of upcoming donor reports.

  • Regularly review all reports to ensure a

    high-quality

  • Uploading progress data in Measure and

    ensuring that MESURE is fully operational and is regularly maintained to

    produce timely real time reports.


5. Data Management and

Analysis:

  • Developing and maintain proper filing system

    in both hard and soft form

  • Keep abreast of developments in grant/program

    changes and progress in order to advise and recommend tools and strategies

    to increase program performances and results.

  • Identify strengths and weaknesses in existing

    data collection and management systems and propose solutions.

  • Perform field visits to ensure the quality of

    data collected by Programs and to verify the accuracy of reported data.

  • Implement and participate in program and

    project evaluations

  • Perform any other tasks as assigned by your

    line manager.


Qualifications, Skills and Experience: 

  • The ideal candidate should hold a bachelor’s

    degree in social science, management or quantitative economics/statistics,

    rural development/development studies, social science, M & E or

    related field

  • Excellent track record in program design,

    proposal writing and development, and donor reporting.

  • Strong M&E skills.

  • Working knowledge of major donor requirements

    and compliance issues.

  • Strong management skills with good

    understanding of relevant cross-cultural issues.

  • Demonstrated attention to detail, ability to

    follow procedures, meet deadlines, and work independently and

    cooperatively with team members.

  • Strong data management and analysis skills

    including familiarity with Excel, MS Access, Epi –info, STATA and SPSS.

    Experience maintaining computerized databases is an added advantage.

  • Previous experience in one or more of the

    following technical areas: protection services delivery; community service

    & development, livelihoods, or capacity building.

  • Strong understanding of institutional donor

    rules and regulations for Quality and M&E.

  • High standards of ethics and integrity.

  • Excellent communication and interpersonal

    skills
