The World

Food Programme (WFP) is the United Nations frontline agency against world

hunger. It is the largest and longest serving humanitarian agency in Uganda.

Currently WFP focuses on three priority areas namely: Emergency Humanitarian

Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market

Support (AMS). WFP has operations in various parts of the Country.


Job

Summary:
The Programme Associate (Programme Support & Compliance) will

support the UN World Food Programme (WFP) in the management of partnership

agreements, partnership accountability and reporting, and budgeting for the Programme

Unit in the Uganda Country Office


Key

Duties and Responsibilities: 


·        
Provide support to the Head of Programme for

oversight of Field Level Agreements (FLA) management, including coordination of

proposal reviews, FLA mid-term and annual reviews, monthly reporting, and

overall documentation of performance.


·        
Actively facilitate and support partnership

processes such as identification of cooperating partners, preparation and

periodic review of Field Level Agreements (FLAs) with partners, following up

implementation issues reported by partner and ensuring action is taken and

participating in coordination meetings.


·        
Manage the monthly partner reporting process,

including the reconciliation of accounts, the tracking of overall expenditure,

and in collaboration with the relevant sub-unit, follow-up on programme or

budget accountability issues.  Maintain

an auditable system of documentation for this monthly reporting.


·        
Work closely with the Programme and Finance units,

coordinate the process of annual programme spot checks for contracted

partners.  Lead ad-hoc spot checks as

required by the Head of Finance or the Head of Programme.


·        
Coordinate the quarterly operational budget

planning (ODOC management) with relevant programme sub-units and provide

updates as required to WFP management.


·        
Work in liaison with the Resource Management Unit

(RMU), support WFP management for donor engagement and reporting, including

with the provision of expenditure and activity performance reports


·        
Assist the Head of Programme for coordination of

non-food procurement within the Programme unit, including quarterly procurement

plans, monthly cash-based transfer procurement, etc.. 


·        
Keenly review and provide advice on FLA management

procedures and monitor their consistent and correct application and support

their implementation.


·        
Provide support in programme implementation and

monitoring through undertaking monitoring missions to sub-offices, reviewing

reports from partners and sub-offices to identify and follow up issues of

concern and provide regular updates to Head of the subunit on status of

activities in the sub-offices.


·        
Maintain records on programme activities, from

formulation stage through completion, by extracting relevant information from

reports, project committees, budget records and other documentation; make

information available for country briefs, country profiles, and other related

purposes; ensure project cycle deadlines are met;


·        
Ensure timely and accurate submission of monthly

reports on general food and cash distributions, supplementary feeding and

livelihood activities in the refugee programme areas by sub-offices and

cooperating partners.


·        
Actively monitor, update and track data related to

project issues, commodity pipelines and financial allotment status reports,

informing the relevant divisions accordingly; ensure accuracy of data related

to the above;


·        
Undertake negotiations for and prepare project

documents with government ministries and other participating agencies;


·        
Carry out advocacy and information related tasks for

project/programme activities such as making interventions and presentations in

meetings, workshops, seminars, missions, etc.;


·        
Organize project planning missions, meetings and

briefing sessions to identify and analyze problems and recommend project;


·        
Assess project performance including utilization

of resources and achievement of planned targets;


·        
Keenly analyze and prepare projections for food

commodities and non-food items to ensure timely call forward and/or local

procurement;


·        
Prepare status and progress reports by providing

information and background material for use in discussions and briefing

sessions;


·        
Perform any other related duties as required


Qualifications,

Skills and Experience: 


·

vacancy should preferably hold University degrees in Development Studies,

Social sciences, Accounting, Auditing or any other related field attained from

a recognized institution;


·        
A minimum of five years of progressively

responsible experience focused on programme management, budgeting and

compliance or any other related field gained from reputable organizations;


·        
Prior experience in a programme compliance,

budget, or audit function is required;


·        
Proficiency in both oral and written English is

essential;


·        
Computer literacy i.e. working knowledge and

experience using MS Office applications.


·        
Language: Proficiency

in both oral and written English is essential
