The QED Group,

LLC is a full-service international development firm that provides practical

solutions to social problems through sound analysis, proven management

techniques, and creative implementation. We focus our efforts on two core

practice areas: Monitoring & Evaluation and Knowledge Management. We work

with U.S. agencies and overseas governments, international donors,

private-sector clients, and PVOs/NGOs in more than 80 countries around the

world. Key clients include USAID, the U.S. Department of State, the Centers for

Disease Control and Prevention, the U.S. Department of Agriculture, and the

U.S. Trade and Development Agency.


The

USAID/Uganda Monitoring, Evaluation and Learning project (Learning Contract) is

the five-year organizational program support vehicle through which USAID/Uganda

will pursue realizing its development objectives within the complicated and

shifting Ugandan development context. 

The purpose of the Learning Contract is to provide monitoring,

evaluation and learning support services and build capacity of USAID/Uganda to

implement USAID’s Collaborating, Learning, and Adapting methodology to

strengthen the implementation of USAID/Uganda’s Country Development Cooperation

Strategy and enhance USAID’s organizational effectiveness.


Job Summary:  The Human Resources Officer will be responsible for

the day-to-day management of QED’s Uganda HR activities. The incumbent supports

the Director of Finance and Administration to implement effective and efficient

HR controls within the context of the country strategy as well as the QED home

office HR team objectives. The HR Officer will provide support to the DFA in

the areas of performance management, staff training, promoting and

understanding QED and Ugandan HR policies and guidelines, advising the home

office and DFA of possible changes to HR policies, recruitment and orientation

of staff.


Key Duties and Responsibilities: 


·        
Develop an HR manual for the QED Kampala office

under the supervision of the DFAC and QED Home Office HR.


·        
Develop and implement a performance evaluation

system in line with QED rules and regulations in close conjunction with the

DFAC and COP.


·        
Ensure staff appraisals are completed every 6

months.


·        
Ensure a system of exit interviews is in place for

departing staff.


·        
Develop a roster of locally available consultants

for various technical areas.


·        
Regular review the organization structure at QED

Kampala and recommend improvements.


·        
Support active recruitment of staff and consultants through

advertisements, head hunting, using networks.


·        
The incumbent will negotiate salaries and consultant

rates in line with USAID and QED rules and regulations.


·        
Prepare rate approvals for consultants and staff for

submission to USAID.


·        
Address staff issues raised to the COP and DFA.


·        
Draft and execute employment agreements as needed.


·        
Prepare staff and consultant orientation plan and

provide it to new and existing staff and consultants.


·        
Identify and follow up on staff training needs.


·        
Work in liaison with DFA to maintain and implement

the HR manual.


·        
Ensure local labor laws are abided by


·        
Assist DFA with employment agreement reviews,

recruitment and employee salary verifications and validations.


·        
Manage HR filing processes and ensure all HR files

are complete


·        
Manage in coordination with DFA closeout when

project ends.


·        
Other HR related ad-hoc tasks assigned by DFA.


·        
Perform any other lawful duties that may be

assigned.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the USAID QED Group Human

Resources Officer vacancy should hold a Degree in HR, Management or a related

field


·        
A minimum of five years demonstrable experience

managing HR for donor funded projects.


·        
Excellent communication skills.


·        
Computer literacy i.e. working knowledge of MS Excel

and Word.


·        
Prior USAID experience and basic knowledge of FARs

and AIDARs is highly desirable.


·        
Demonstrated ability to work closely with a variety

of project stakeholders including local senior and support staff, USAID

personnel, Home Office staff, consultants, vendors and subcontractors to work

collaboratively to solve administrative and operational problems as they arise.


·        
Proven ability to independently plan and execute

complex tasks while addressing daily management demands.


·        
Excellent interpersonal and computer skills are

required.
