The QED Group,

LLC is a full-service international development firm that provides practical

solutions to social problems through sound analysis, proven management

techniques, and creative implementation. We focus our efforts on two core

practice areas: Monitoring & Evaluation and Knowledge Management. We work

with U.S. agencies and overseas governments, international donors,

private-sector clients, and PVOs/NGOs in more than 80 countries around the

world. Key clients include USAID, the U.S. Department of State, the Centers for

Disease Control and Prevention, the U.S. Department of Agriculture, and the

U.S. Trade and Development Agency.


The

USAID/Uganda Monitoring, Evaluation and Learning project (Learning Contract) is

the five-year organizational program support vehicle through which USAID/Uganda

will pursue realizing its development objectives within the complicated and

shifting Ugandan development context. 

The purpose of the Learning Contract is to provide monitoring,

evaluation and learning support services and build capacity of USAID/Uganda to

implement USAID’s Collaborating, Learning, and Adapting methodology to

strengthen the implementation of USAID/Uganda’s Country Development Cooperation

Strategy and enhance USAID’s organizational effectiveness.


Job Summary: The Training

and Adult Learning Specialist will report to the KM/OL Advisor and help build

M&E and CLA capacity among USAID, implementing partners, and other

development stakeholders by leading trainings and facilitating events. The

overall purpose of this position is to support The Learning Contract’s work in

promoting improvements in M&E in a way that leads to learning, developing

capacity building approaches that help to streamline how M&E and learning

work together, and coordinating learning and development modalities that

connect monitoring, evaluation, and learning (MEL) in a more rigorous way.


Key Duties and Responsibilities: 


·        
Manage learning events at the Mission or elsewhere.


·        
Build a stronger interface between implementing

partners and the Mission to enhance coordination and quality of M&E and

learning.


·        
Provide basic training on the foundations and

expectations of good MEL.


·        
Assist with data collection and analysis of The

Learning Contract’s performance through its monitoring, evaluation, and

learning plan.


·        
Build the skills of implementing partner and Mission

staff on CLA approaches, tools, practices


·        
Provide coordination on developing capacity building

objectives and appropriately structured processes that facilitate achievement of

these objectives, including:


o   Preparing

course or learning activity concepts/designs and structure (draft block schedule/macro

design of topics and sequencing).


o   Identifying

topic areas of greater and lesser emphasis for each capacity building activity.


o   Determining the

necessary tools, templates, and other resources.


o   Assisting with

sourcing recommended presenters/speakers.


o   Preparing

documentation on case examples implementation experience.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the USAID QED Group Training

and Adult Learning Specialist employment opportunity must hold a Bachelor’s

degree or higher in a relevant discipline.


·        
A minimum of five years’ experience in designing,

implementing, and evaluating organizational and professional development

opportunities in an international development environment.


·        
Proven exposure and experience in working with

USAID, development agencies, implementing partners, or government entities

involved in progressive monitoring and evaluation and/or knowledge management

efforts.


·        
Prior experience using various modalities to support

adult learning, behavioral change, and organizational learning, as well as

successful approaches to capacity building and follow-up.


·        
Excellent public speaking skills with effective and

clear verbal communications.


·        
Ability to make decisions without close supervision;

must be accurate, efficient, and self-motivated.


·        
Proven ability to work both independently and as a

team member cooperating with other administrative and program personnel.


·        
Fluency in English required, knowledge of Swahili,

Luganda, Swahili, and/or other local languages is an advantage.


·        
Broad knowledge and understanding of Uganda’s

M&E landscape of donor organizations, implementing partners, and other

stakeholders such as the Government of Uganda and the private sector preferred.
