Action Against Hunger (ACF) is an

International Humanitarian NGO. For over thirty years it has been

implementing Food Security and Livelihoods, Nutrition, Water, Sanitation

and Hygiene programs in the Lango, Acholi, West Nile and Karamoja regions

of Northern Uganda.


Job Summary: The Program

Manager–Food Security & Livelihood  will manage the existing FSL team in Kaabong

through identifying and realising its programmatic and capacity building

priorities. The incumbent will follow and implement WFP funded project

covering food security and livelihood activities.


Key Duties and Responsibilities:  

  • Define programme implementation

    modalities (targeting criteria, mobilisation modalities, local

    partnerships, seasonal timing of inputs and support, participant

    training curricula, monitoring systems, staff schedules, cash

    projections, etc.).

  • The incumbent will ensure quality

    and integrity of implementation, including adherence to technical

    guidelines, administrative systems, and established deadlines.

    Identify and respond to related staff capacity building priorities.

  • Tasked with developing regular

    project monitoring that includes participatory methods, programme

    progress, effectiveness of ACF facilitation, progress toward achieving

    targets, ability to measure stated indicators, programme adherence to

    methodology, budget expenditure, etc.

  • Prepare and submit internal and

    external reports for ACF and donors, including expenditure plans and

    sitreps.

  • Manage the establishment and

    strengthening of FSL team and food security, livelihoods, and disaster

    risk reduction programming, in broader coordination with the ACF

    nutrition and WASH teams.

  • Facilitate staff recruitment and

    capacity building; identify staff and stakeholder training needs;

    conduct regular performance evaluations.

  • Build and mentor the capacity of Assistant

    Programme Manager, FSL Officer , and in Project Cycle management

  • Significantly contribute to

    developing concept papers and proposals for prospective donors.


Qualifications, Skills and

Experience:  

  • The ideal candidate should hold a

    first degree (at least four years) preferably in agriculture, rural

    development, economics if not in any applied social or natural

    sciences. Agricultural engineering and any Post graduate is an asset

  • At least three to five years’

    experience in food security, livelihoods, disaster risk reduction

    (especially drought), assessments, gender analysis, and M&E,

    including previous experience at similar level of managerial

    responsibility;

  • Previous experience in cash based

    interventions;

  • Participatory fieldwork

    methodologies;

  • Previous experience in Project

    Management.

  • Working knowledge of donor

    guidelines and procedures (proposals, reports, logical frameworks)

  • Good representation and networking

    skills

  • Human resource management skills

  • Demonstrated ability to function

    effectively within a multicultural team and international

    organisation;

  • Proven ability to establish

    priorities, respect deadlines, and work both collaboratively and

    independently

  • Excellent computer skills (Microsoft

    Office and spread sheets, Analytical software)

  • Good written and spoken English
