National Technical Assistant Job Opportunity at Belgian Development Agency BTC Project

The objective of the project is to “Contribute to strengthen service delivery capacity at district level to effectively implement PHC activities and deliver the Uganda National Minimum Health Care Package (UNMHCP) to the target population.”The project will be based at the MoH at the Central level and in two regions of Rwenzori and West Nile. For this project, BTC and MoH wish to recruit a fully qualified Ugandan to for the position of National Technical Assistant (NTA) for Rwenzori Region (based in Fort Portal) for a period of four years.Job Summary: The National Technical Assistant will support the project manager and the ITA in performing particular duties, specifically the design and implementation of the RBF mechanisms in the field. S/he will work hand in hand with the National Technical Assistant at MoH level (NTA central). Key Duties and Responsibilities:  Support District Heath Services in the organization of activities related to the elaboration and implementation of health coverage (including hospital care coverage) plans and yearly operational plans.Ensure that the DHMTs support, follow-up and control PNFP health facility business plans, yearly financial reports, and health services production reports.Support the organization of joint supervision and evaluations activities, and joint meetings between DHO and PNFP coordination bodies.Ensure technical and administrative support of DHMTs in the training of health professionals.Support DHMT and DHO office in their work related to the RBF implementation.Monitor the implementation of the RBF manual of procedure, including RBF scheme and RBF tools (information system, monitoring and evaluation, fiduciary system, contracts, business plans, etc.)Take part in the independent verification of the PNFP health facilities’ performance.Report to the national level of the lessons learned in the RBF implementation process.Assist DHMT and PNFP sub-sector in costing exercises and comparative costing studies between the hospitals.Significantly contribute in communication on RBF and conduct advocacy activities.Qualifications, Skills and Experience:  The ideal candidate should hold a Master’s Degree in Health Economics or Public Health and equivalent. International Sector Expert Pedagogy (co-manager) - Uganda

For follow up of the intervention: "Improving the training of BTVET Technical Teachers/instructors and health tutors, and secondary teachers"

Location: Kampala, Uganda Duration of the contract: 5 years Probable starting date: beginning of 2012 Monthly salary package: between 5.299,56 euro and 7.500,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

Context:

The education sector in Uganda has experienced a great transformation over the past 15 years. In 1997 the government of Uganda launched the Universal Primary Education strategy. By consequence enrolment in primary education soared. Because of its success (at least in numbers), an equal investment strategy became necessary for secondary education to provide further schooling for the rising number of pupils who finished primary education. The Universal Secondary Education strategy was then put into action in 2007, leading to an instant increase in enrolment figures in secondary education as well. Recognizing the importance of ensuring the quality and relevance of the education that the children receive, providing teachers capable of delivering education of high quality is considered by the Ministry of Education and Sports (MoES) as the single most important input in ensuring the successful delivery of the UPPET programme. Therefore upon initiative of the Government of Uganda, the Embassy of Belgium in Uganda has agreed to support interventions geared towards the improvement of teacher training provided by the National Teachers Colleges (NTCs), as well as other Colleges responsible for training tutors and lecturers for Business, Technical and Vocational Education and Training (BTVET), including the training of health Tutors.

Objectives:

The Specific objective of the intervention is to provide an improved teaching and practice-oriented learning environment, supported by a strengthened support supervision and visitation (inspections) service, for the most part on four selected colleges. To reach this objective, the project has defined a strategy that addresses four areas: · Strengthening the teacher education system in relation to the colleges in the areas of communication, support supervision and visitation, strategic management and lecturers qualifications; · Strengthening the management capacity of the supported colleges; · Improving the quality of teaching and learning in the supported colleges · Rehabilitating, extending and equipping the colleges facilities

These objectives will be achieved through capacity building at system (central) level, organizational (colleges) and individual (managers and teachers) level. The project will be executed in co-management.

Tasks:

The International Sector Expert will report to the Project Steering Committee (PSC) and will ensure that the members are well informed of project progress and adequately supplied with sufficient information to carry out their decision-making responsibilities. S/he will feed back to the MoES any changes in policy or direction that the PSC may wish to carry out within the Project framework.

She/he:

· Ensures, in close consultation and collaboration with the respective officers of MoES, the coordination between the different stakeholders and other related interventions; · Makes sure the strategy of the project is consistent and ensures a technically sound implementation of the project; · Coaches and follows up the project management team, including the international and national contracting and financial coordinator, the four technical advisors in the different institutions, the international sector expert in strategic management of the BTVET-subsector, the national and international expert infrastructure and the administrative staff; · Oversees the planning and preparation phase of the pedagogical component of the intervention, provides direct technical support to all activities and brings a key contribution to the promotion of learner-centred education and active learning methodologies; · Organises, coordinates and supervises the implementation of project activities in accordance with the approved project work plans; · Ensures the national and international sector specialists supporting the improvement of teaching and learning are recruited on time, properly briefed and prepared for their assignment; · Supervises financial management, accounting and timely compilation of quarterly progress reports and budgeted work plans for the following period for consideration by the PSC; is an authorised account-holder for the accounts; · Presents to the PSC the state of progress of project activities, analyses and consolidates monitoring reports and prepares recommendations for the PSC; · Organises bi-annual PSC meetings, prepares the contents and agenda of the PSC meetings and will act as secretary for the meetings; participates, without voting right, in the PSC meetings; · Contributes to the compilation of the project final report at the end of the project; · Is responsible for regular communication with BTC on the management and supervision of Project implementation;

· Ensures the capturing and integration of lessons learnt and experience drawn in the implementation of project activities and the exchange of experiences between the project and other related interventions and activities.

Profile:

Qualifications: · Master of Arts / Master of Science degree in social sciences, preferably in education sciences.

Experience: · At least 10 years experience in project management; · Extensive experience (at least 5 years) in coordinating a team of professionals, in supervising staff and in coaching co-workers; · Proven experience in the management of similar international cooperation projects; · Proven and extensive experience in the education sector and especially in the topic of teacher training; · Proven experience in implementing cross-cutting themes such as gender, HIV/AIDS and environment will be an asset; · Experience in preparing reports and other administrative and technical documents, on a clear and concise way; · Extensive professional experience in a multicultural context; · Experience with working in Uganda and the Great African Lakes region is an asset.

Other: · Demonstrated communication, presentation and facilitation skills; · Good training and coaching ability; · Able to work under stressful conditions with no objection to working overtime and undertaking field missions; · Proficiency in English (speaking – writing – reading - listening).

Project:

Belgium has supported the Health Sector of Uganda with 18 million euros of sector budget support over the past 5 years and is a historical donor in the sector. It has contributed to the financing of the implementation of the HSSP II. The Belgian Development Cooperation is committed to a sector wide approach (SWAp) to health development and is, together with other actors, therefore advocating for co-ordination and partnership with all stakeholders involved in health sector.

Uganda approved during the 2010 Joint Review Mission the "Health Sector Strategic& Investment Plan 2010/11-2014/15" (HSSIP) and a new MoU, called Country Compact under the IHP+, was signed. Belgium has decided to engage further budget support to the health sector through HSSIP during the next two years with a possible additional contribution of 10 million euros.

Within this context, the Belgian Development Agency (BTC), responsible for monitoring of this support, will recruit a "Health Sector Budget Support Advisor". Informing and working together with the Attaché for International Cooperation at the Belgian Embassy, who has the political responsibility of the Belgian support, he/she will provide input to the ongoing health policy and technical dialogue with the Government of Uganda. In coordination and liaison with the Health Development Partners (HDP) Group, the advisor will provide technical input to the health SWAp, HSSIP and the government's reforms to be undertaken in the health sector.

Objectives

The Health Sector Budget Support Advisor will fulfil two main objectives: · The expert will be in charge of the disbursement report that advises on the release of budget support installments. · The expert will, in straight coordination with the Attaché and the HDP Group, monitor and follow up on Uganda's health sector and contribute to advancing the health reform and HSSIP through policy dialogue. The expert will report on this monitoring.

Function: · Report to the Attaché, BTC and the Budget Support Working Group with regards to HSSIP implementation and policy dialogue in the health sector, as provided in the Vademecum for Budget Support. · Provide technical and policy advice to the Attaché with regards to his/her positioning on health policy issues through regular meetings and brief notes. Assist and advise the Attaché in the Health Policy Advisory Committee (HPAC), HDP and other relevant meetings. · Report about the opportunity of disbursement of the different Belgian instalments. The advisor will systematically check whether the conditions for disbursement, as defined in the Specific Agreement, are met. She/he will then formulate a clear advice to the Attaché in this respect. · Support capitalization in order to feed into future Belgian interventions through documenting the implementation process and sharing experience; exchanging expertise and programme results with other BTC interventions and Belgian actors involved in the health sector and / or in budget support modalities. · Participate for the health sector in the meetings of the Joint Budget Support Framework (JBSF) Task Force if she/he gets the mandate of the HDP Group. · Participate actively in the processes on the development and the realization of the Indicative Cooperation Programmes (ICP) in Uganda. · Do sufficient field missions to test the policy dialogue issues to the reality in the field. Field missions will be aligned as much as possible to Ministry of Health (MoH) and HDP Group initiatives or the BTC-Capacity Building Project in MoH. · Seek an active interaction with stakeholders in MoH and document the Belgian portfolio approach in the sector.

In regards to the Health Development Partner Group:

· Ensure follow-up and analysis of HSSIP implementation. · Actively participate in the technical working groups responsible for the programme follow-up with a focus on budget analysis and public finance management within the health sector, including the analysis of the Office of the Auditor General's reports for the health sector. · Monitor identified risk factors (see technical note) and constructively collaborate with the partner authorities within the policy dialogue to implement mitigation actions. · Participate in the organisation and preparation of the annual sector reviews and related field missions. · Actively support donor coordination towards an active partnership approach to programme follow-up and policy dialogue with the Ugandan authorities, by providing support to the Attaché and the chair of the Health Development Partners group. · Establish, maintain and develop good working relations with the Government ministries (Ministry of Health, Ministry of Local Government, Ministry of Finance, Planning and Economic Development, Office of the Prime Minister, etc.), relevant institutions and all partners involved in HSSIP. · Develop, maintain and share an in-depth knowledge and understanding of HSSIP and the health sector, including through networking with local actors (e.g. Civil Society Organisations). · Ensure the timely provision of input on the performance of the health sector to the taskforce of the Joint Budget Support Framework. Advocate and work proactively with all stakeholders in the planning, the implementation and the monitoring of all health sector related issues of JBSF.

Regulatory framework

The follow-up of the Belgian contribution to the BS programme will be done according to the principles and tasks set out in following official documents: · Vademecum for Budget Support; · Specific Agreement on the contribution between Belgium and Uganda; · Implementation Agreement between DGD and BTC; · Country Compact signed by the Health Development Partners and the Government of Uganda (MoH); · The follow-up will be aligned as much as possible to the JBSF-framework.

Profile:

Qualifications: · Post graduate degree in Public Health at university level, i.e. health economics & public finance management / health policy / public sector management.

Experience: · Knowledge and experience of Public Finance Management; · At least 5 years of proven experience working with health sector reforms, budget support and donor coordination in low-income countries, preferably in Anglophone Africa; · Experience with working in Monitoring and Evaluation methods is an asset; · Cooperative and networking attitude and experience of working in multi-disciplinary team settings; · Extensive professional experience in a multicultural context.

Other: · A high degree of questioning business as usual, drive, self-motivation and ability to work independently with minimum supervision; · Negotiation and diplomatic skills; · Analytical skills and critical attitude; · English proficiency.
