United Nations UNDP Job Careers - Technical Advisor

Given that energy production and utilization is a significant contributor to green gas emissions, efficient methods of production and utilization of energy ought to be adopted. Charcoal is the preferred cooking energy in Uganda particularly by urban consumers and is considered a relatively modern fuel rather than a traditional one.  Uganda’s charcoal sub-sector remains plagued by inefficient production practices, lack of sustainable supplies of woody biomass and inadequate, and sometimes conflicting policy statements. At the current rate of consumption, the pressure on biomass resources will increase even further as communities produce more charcoal to meet their livelihood demands and urban charcoal consumer demand. The GEF-STAR 5 is supporting a full-size project that will address key barriers to Sustainable Charcoal Production. This project aims at “Improved charcoal production technologies and sustainable land management practices through an integrated approach in Uganda.”, with an overall objective of securing multiple environmental benefits by addressing the twin challenges of unsustainable utilization of fuel wood (including charcoal) and poor land management practices common in Uganda’s woodland through technology transfer, enhancement of the national policy framework and the promotion of Sustainable Land Management (SLM) and Sustainable Forest Management (SFM) practices. The project will contribute to realisation of Sustainable Energy for All (SE4All) objectives in Uganda by 2030: Ensuring universal access to modern energy services, doubling the rate of improvement in energy efficiency; and Doubling the share of renewable energy in the global energy mix.Job Summary: As part of project implementation, a Technical Advisor is being sought to support activities and deliver the objectives, outcomes and outputs of the project. The Technical Advisor shall support the Sustainable Charcoal Production Project implemented by Ministry of Energy and Mineral Development. Key Duties and Responsibilities:  Steer the development of project design including preparation of consultants ‘and sub-contractors’ terms of reference. Identification and selection of national and international sub-contractors/consultants, cost estimation, time scheduling, contracting and reporting on project activities according to the Project Document and project log framePrepare the project monitoring and evaluation plan and the sustainability planOffer strategic guidance to ensure the project’s progress towards the attainment of targeted outcomes and objectivesEnsure that the GEF funded project implementation strategies and outputs contribute to securing global environmental benefits at all levels Guide the preparation of the Project Inception Report Offer technical support to charcoal related policy discussions and development at national levelActively coordinate activities of consultants including review of technical outputs/reports, and measurement/assessment of project achievements.Technically support the completion of evaluation reports (midterm, terminal etc.) to MEMD and UNDP/GEF, including elaboration of management responsesTake lead in preparing the Annual Project Review/ Project Implementation Report (APR/PIR) to GEFProvide sound technical advice to the PMU and MEMD as the basis for implementing project componentsThe TA will make a search on similar initiatives in the region and globally, and ensure that any emerging lessons are documented and best practices shared to inform the national Sustainable land management agenda. Prepare technical publications on Sustainable Land Management and Sustainable Charcoal production in line with expected project outcomes/outputs. PSI seeks qualified, dynamic candidates for the position of Senior Technical Advisor Social Marketing for Uganda. The Senior TA will directly assist the Chief of Party in the design, roll-out and day-to-day management and implementation of an anticipated Social Marketing Project aimed at improving the utilization of health related products and services. S/he shall have depth and breadth of technical expertise and experience in designing and implementing comprehensive Social Marketing interventions. RESPONSIBILITIES:

Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive HIV/AIDS services including care, treatment and other complementary social services using a family centred approach; as well as Systems Strengthening, Training, and Research. Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated 5 year USAID Orphans and Vulnerable Children (OVC) project in Uganda. We are seeking for an experienced Economic Strengthening Technical Director to work as part of the senior management team and specifically leading the household economic strengthening component of the program. The Economic Strengthening Technical Director will be the technical lead in designing innovative and transformative strategies and interventions, and effectively deliver them to economically empower vulnerable households to enable them meet all the needs of vulnerable children under their care.

SPECIFIC RESPONSIBILITIES:

Provide technical leadership in the design and implementation of a range of innovative economic strengthening interventions with keen focus of household hold food security, agribusiness, micro-enterprise development and access to affordable finance for poor and vulnerable householdsFacilitate development of sustainable inclusive business relationships and partnerships between targeted farmer groups and private sector actors in local, regional and international markets to ensure sustainable, effective and mutually beneficial market relationships with opportunities for co-production, sub-contracting and joint marketing.Identify, assess and develop partnership strategies for potential private sector, civil society and government partners.Facilitate the growth of a sound agro-based private sector using the value chain approach including nurturing the gradual growth of small holder farmers groups into viable producer organizations through improved access to finance, production capacity building and access to local, and export marketsEstablish and maintain productive working relationships with other livelihood programs and support activities in the target districts by government, other development actors, the private sector as well as exploring opportunities for jointly developing such new interventions.Ensure all agro-based economic activities are climate change sensitive using such approaches as climate smart agricultureIn collaboration with the Global Impact Investment Manager, develop an innovative and transformative impact investment program to attract additional resources to stimulate agro-business in the target districts using such tools as angel investments, crowd funding, and strategic social investments

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operating in Uganda since 2006 and works to catalyse change makers within the Ugandan private sector, civil society and government to create economically dynamic, healthy and secure communities. Our works focus on building resilience and enable economic growth, improve opportunities to attain better health and nutrition, and improved governance and conflict management. We implement programs in the northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong, Abim and Kotido with funding from USAID, USDA, Walmart Foundation, SDC, DFID as well as other private donations. Mercy Corps’ programs in Kitgum currently focus on economic and market development, agriculture, financial services, and women’s empowerment.

Mercy Corps is looking for a qualified candidate to fill the position of Economic Strengthening Technical Director for the upcoming USAID funded five years program on Better Outcomes for Children and Youth in Eastern and Northern Uganda. The program goal is to improve the wellbeing of children and youth orphaned by HIV and other adversities in Uganda. It mainly focuses on orphaned and vulnerable children, youth and their caregivers to have improved access and utilization of health, nutrition, education, and psychosocial wellbeing and reducing abuse, exploitation and neglect. The Economic Strengthening Technical Director will be the lead for the economic empowerment sector of the program. The sector priorities include meeting immediate economic needs of the most vulnerable target groups though temporary interventions to uplift and integrate them in to market systems; increased savings and access to credit opportunities; increased opportunities for income growth and building assets; and better access to group based education and support programming. GENERAL POSITION SUMMARY:

The Economic Strengthening Technical Director will responsible for the overall management of the economic empowerment component of the program. S/he will be the technical lead in setting strategies, interventions designs, and activity implementation to improve the economic conditions of target groups through improved access and utilization of services and products. The Director will lead a team of experts and work closely with the other component leads.

ESSENTIAL JOB FUNCTIONS:

Monitor and advise on staffing needs throughout the program.Exercise sound judgment to ensure project expenses are reasonable, allocable and prudent. Ensure all project funds are spent in accordance with donor rules and regulations.Oversee the program filing system and ensure that information is organized according to the reporting and auditing needs of the program. Ensure required levels of confidentiality.Support the development and continual revision of a dynamic, program-wide monitoring and evaluation system linked to program strategies, indicators, and information management tools, which supports program management, accountability and learning.Ensure that program team members are paying sufficient attention to the continual gathering and digestion of operating environment and activity reports, and that teams are holding frequent activity review sessions to continually re-examine the relevance and impact of the program.Produce written reports on the program capturing impacts related to all activities.Ensure establishment and maintenance of relationships with communities, village councils and local government in target operation areas.

KNOWLEDGE AND EXPERIENCE:

Master's Degree or higher in social sciences or social work, or a closely related field is required.S/he must have at least three years of experience designing, implementing and managing household economic strengthening initiatives in/for developing countries.Experience in leveraging private public partnerships is preferred.Strong interpersonal, writing and oral presentation skills in English are also required.Two years of experience living or working in a developing country is desired.Experience in building and maintaining strong/productive relations with implementing and strategic partner agencies is preferred.Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.Demonstrated success building, managing and leading a team of professionals.Strong computer literacy with a full knowledge of office applications.How to apply:
