USAID RWANU Project Jobs - Regional Commodity Distribution Coordinator at ACDI/VOCA


Project: Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)Duty Station:  Nakapiripirit/ Amudat, UgandaReports to: Commodity Operations ManagerACDI/VOCA is carrying out the USAID-funded PL 480 Title II Development Food Assistance Program entitled "Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)". The RWANU Program is focusing on reducing food insecurity among vulnerable rural populations in selected sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program's strategic objectives are (1) improved availability and access to food and (2) reduced malnutrition in pregnant and lactating mothers and children under five. The RWANU Program takes a preventive approach to reducing malnutrition, focusing on the first 1,000 days of life when conditional food rations will have the highest impact. RWANU will promote diversified livelihoods strategies including linkages to market opportunities to ensure long-term food security and resilience to food insecurity shocks.Key Duties and Responsibilities:  Guide the transfer and movement of food commodities from the storage sites to the final distribution points located in the two program districts.Work closely with the warehouse' and distribution teams to ensure timely distribution of commodities to the eligible program beneficiaries.Actively engage with the program’s Health and Nutrition Director and the Nutritionist on a monthly basis to ensure that beneficiaries are registered, tracked and provided with a ration as per the program design.Coach and train staff on the management of program commodity distribution activities.Encouraging information sharing, program improvement and strategic planning with SO team leaders with particular emphasis on program integration.Develop commodity distribution and monitoring systems, monitor the storage, handling, transportation, and distribution of commodities to the final beneficiaries.Represent the program at different stakeholders’ regional meetings as requested.Compile and produce timely, complete and accurate reports needed for control and decision making.Liaising and coordinating information with other stakeholders e.g. NGO’s and local leaders in he program operational districts.Ensuring that all program assets are managed well and made proper use ofOffer additional administrative oversight to ensure that program assets at the office are used in the most effective mannerEnsure all distribution staffs comply with ACDI/VOCA’s “Corporate Code of Conduct.”Perform any other duties that may be assigned to you from time to time by the Commodity Operations Manager.Qualifications, Skills and Experience:  The applicant should have a degree in the relevant fieldA minimum of five years working experience in international development in NGOsThe individual should be able to fluently speak AkarimojongComputer literacy with a good command of Microsoft office packages including but not limited to Ms Word, Excel, Access and PowerPoint.Possess the ability to manage and supervise staffDemonstrable ability to delegate and work with a teamAbility to work with minimum supervisionExcellent interpersonal, communication and reporting skillsGood analytical and problem solving skillsAll suitably qualified and interested candidates who desire to work in the USAID RWANU Project should send their applications (only by e-mail) addressed to the Human Resources Manager attaching their application letters and CV to jobs@acdivocaug.bizNB: Women are encouraged to apply as ACDI/ VOCA is an equal opportunity employer. ACDINOCA is implementing the USAID-funded PL 480 Title II Development Food Assistance Program entitled "Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)”. The RWANU Program aims to reduce food insecurity among vulnerable rural populations in selected sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The RWANU Program takes a preventive approach to reducing malnutrition, focusing on the ?rst 1,000 days of life whenconditional food rations will have the highest impact. - Supervise staff responsible for commodity import, stocking, inventory management, delivery /distribution and sales.- Ensure proper systems of control and coordination with relevant staff.- Manage relationships with contractors engaged for commodity clearance responsibilities and transport to warehouses.- Assume overall responsibility for RWANU commodity distribution activities.- Establish and maintain positive relationships with representatives at USAID, Uganda Government counterparts, local NGOs and the private sector.- Ensure proper documentation of and adherence to commodity management procedures.- Manage relationships with sub recipients who will be responsible for delivery of commodities to ?nal destinations.- Manage relationships with other organizations engaged in food assistance activities in country.- Ensure all warehouses and ?nal distribution points are using commodity management and distribution best practices.- Prepare commodity reporting documents for USAID, ACDINOCA Headquarters and local governments as required.- Assist with development of new proposals as needed.- Work with Chief of Party, Deputy Chief of Party and health partner to develop a strategy to engage bene?ciaries of food distribution in ACDl/VOCA food security and livelihoods projects.- Master’s degree in a pertinent ?eld (e.g International development, logistics management, ?nance, economics or other related ?eld with competency in logistics and commodity management.)- At least eight years’ logistics management experience, including warehouse management, preferably with food commodities and grain in particular- Familiarity with food aid programs, particularly USAID Title II programs- Experience managing commodity transport systems- Experience negotiating with host country governments on goodsclearance issues- Experience supervising and leading teams and monitoring staff performance- Systems-oriented, possessing ability to design, implement and train- Budgeting and analytical skills- Knowledge of Microsoft applications, particularly MS ExcelInterested candidates who meet the above requirements should sendtheir applications (only by e-mail) addressed to  the Human Resources Manager attaching their application letters and CVs to jobs@acdivocaug. not later than 14th April 2014.
