THE OPPORTUNITY:

We have an excellent opportunity for applicants with energy and enthusiasm seeking to take forward our Child Safe Programme across the Middle East, North Africa (MENA) and Sub-Saharan Africa (SSA) based in Kampala, Uganda.

The Child Protection Team provides leadership and professional advice on the implementation of the British Council global child protection strategy. Your role is to provide regional leadership in the Middle East North Africa (MENA) and Sub -Saharan Africa (SSA). You will work with the Corporate Child Protection Team and regional networks to implement, monitor and evaluate a child safe change programme, with an emphasis on ensuring a culture of proactive child protection systems and safe practice.

Some of the main duties include:

· Providing specialist advice and support to staff in the Middle East, North Africa and Sub-Saharan African regions.

· Leading the implementation of an organised and consistent approach to child protection across the region.

· Designing and deliver child protection training to improve staff knowledge and skills.

· Developing, reviewing and implementing systems that respond to child protection incidents.

· Working with colleagues based in other countries and regions with frequent travel within the Middle East, North Africa and Sub-Saharan Africa and to the UK.

We require the successful candidate to:

· Have significant work experience in the child protection sector including experience in at least one country that is not your country of origin

· Have excellent written and oral communication skills

· Have experience in the following:

o Conducting enquiries and investigations

o Conducting interviews

o Report writing

o Conducting presentations

· Have a professional graduate or post graduate qualification in a child protection related field such as Social Work, Education, Law or Health

· Be fluent in written and spoken English

· Have eligibility to work in Uganda and able to travel throughout the Middle East, North Africa and Sub-Saharan African countries

Uganda: Communications Officer-SIHA Regional Office

Background and Context:

The Strategic Initiative for Women in the Horn of Africa – SIHA Network – is a coalition of women rights civil society from Sudan, South Sudan, Djibouti, Eritrea, Ethiopia, Somalia, Somaliland and Uganda. Founded in 1995, SIHA advocates for social change and gender equality in the Horn region and works specifically on protecting women’s human rights, promoting women’s access to justice, supporting economic empowerment and activating women’s political participation. SIHA’s secretariat/HQ is located in Kampala, Uganda and SIHA maintains field offices in Sudan and South Sudan.

Main Tasks and Responsibilities:

Implement SIHA communication activities in collaboration with the SIHA team and member organizations across the Horn of Africa region.Monitor and respond to news items and trends in key SIHA priority countries, using current events and contextual knowledge to shape policy statements, public statements, and other communication activities.Suggest and lead advocacy actions on behalf of SIHA members and secretariat office.Contribute to the drafting of a number of SIHA annual publications.Edit, review and supervise the quality assurance of all SIHA published work.Manage and update SIHA website and Twitter account.Prepare and disseminate SIHA online monthly newsletter.Contribute to advocacy campaign planning and activities.Assist in program and project work implementation as required.Maintain an up to date e-mail list and contact details of all member organizations, associates, donors, institutional partners, and other SIHA associates.Regularly communicate to SIHA members and support their advocacy efforts through field visits, meetings, and e-mail/phone communications as required.Work closely with SIHA teams across the Horn region and establish communication with SIHA offices and area coordinators.

Profile:

The ideal candidate for this position should have strong advocacy skills, good understanding of regional and international human rights mechanisms, and should possess a genuine interest and knowledge of the Horn of Africa socio-political context. She or he should have proven English writing abilities and strong editing and reviewing abilities. The candidate for this position should be able to observe current events and trends in the Horn of Africa regarding the human rights and well being of women and girls, and translate this knowledge to advocacy initiatives and effective communication with SIHA members and affiliates.

She or he should possess strong networking skills, team work abilities, cross cultural sensitivity and ability to interact effectively with women and men across the Horn of Africa.

The candidate should finally be highly motivated, dynamic and be capable of taking initiative (‘self-starting’) in developing effective communication strategies.

Qualifications, Experience, and Required Competencies:

Applicants of this position should possess a minimum of 3 years of work experience in human rights advocacy and communication. A degree or post graduate degree in social sciences and/or humanities is essential. Experience working in advocacy in Horn of Africa countries in particular is an advantage.

Uganda: Africa Regional Manager

Do you have at least four years’ experience in the NGO sector? Do you have excellent communication, organisational, and office management skills? Are you experienced in the field of minority/human rights and knowledgeable about minority issues in Africa?

MRG is looking to recruit an Africa Regional Manager to lead the development and growth of the MRG Africa Office in Kampala. The post will involve working with a small team in a fast-paced environment to run programmes and interventions in African countries. We are seeking a self-starting individual who has previously undertaken office management responsibilities and has detailed knowledge of the project cycle, including at least four years’ experience designing as well as implementing projects and managing budgets. Ideally, candidates should have working knowledge of French, but those who meet all other criteria who do not have French will still be considered.

JOB SUMMARY:


Reporting to the Senior Director, International Programs, the Regional Director, East and Southern Africa (EASA) will be a visible and inspirational leader with proven experience in growing and scaling regional operations of an organization and building leadership capabilities that are aligned to the organizational culture and strategic plan. Specifically, the Regional Director, EASA provides programmatic and operational oversight of Right To Play programming in EASA, most notably Burundi, Ethiopia, Kenya, Mozambique, South Sudan, Tanzania and Uganda. Skilled at talent management, the Regional Director, EASA knows how to build, train, retain and grow successful and diverse teams.


With a sound understanding of Right To Play’s core thematic pillars of education, health and building peaceful communities, and technical know-how and understanding re: Monitoring, Evaluation and Learning, Child Protection and Gender, the Regional Director, EASA will support Country Managers in the development and refinement of Country Strategic Plans, and ensure the work of regional and country specialists and focal points is well coordinated and supported. A strong operations manager, the Regional Director, EASA will ensure that operational plans are well developed and implemented in accordance with Right To Play policies and procedures and donor agreements, and that safety and security is prioritized through the region.


As the most senior Right To Play staff person in the region, the Regional Director, EASA will represent the organization in various forums, and coach and support Country Managers within their respective countries of operation. The Regional Director, EASA will have several direct reports including Country Managers, Regional Program Manager, and Regional Finance Officer. The incumbent will work in close collaboration with the International Programs team – most notably Program Operations, Global Program Development and Quality, and Institutional Partnerships – and also Human Resources and Finance teams at the Global Office in Toronto, and fundraising centres globally.


The Regional Director, EASA is based at the EASA Regional Office in Kampala and requires travel within the region, Europe and North America of approximately 30% of the time.


PRIMARY RESPONSIBILITIES:


Job Responsibility #1:Talent Management and Leadership (25% of Time):

Provide motivational and inspirational leadership to staff throughout the region and act as the regional ambassador and champion for Right To Play.Directly manage a team of regional office staff with technical expertise and Country Managers in 7 countries throughout the region.Exhibit and promote use of best practices in talent management; in collaboration with the Program Operations and Human Resources teams, identify the necessary capacities, and develop the skill base of key staff within the region; develop and oversee individual annual work plans, and succession and development plans, and performance appraisals.

Job Responsibility #2:Program Development and Quality (25% of time):

Support Country Managers in making decisions on growth areas and new programmatic or thematic directions in line with the organizational strategic plan, and regional and country priorities; in close collaboration with the Global Program Development and Quality team, support Country Managers in the development, review, refinement and delivery of Country Strategic Plans.Collaborate with country teams to develop and deepen programmatic thinking and design; in collaboration with the Global Program Development team, design innovative programs that better address the needs of children and youth in the region.Coordinate the implementation of core programmatic models at the country level, and ensure that staff capacity for quality programming is strengthened.In collaboration with the Regional Program Manager and the Global Program Development and Quality team, support the work of regional and country technical specialists and focal points, including Monitoring, Evaluation and Learning, Training and Capacity Building, Child Protection and Gender.In collaboration with the Global Program Development and Program Operations teams, and with other regions, learn from program implementation and modify methodology and tools to represent best practices as they evolve. Share best practices and lessons learned with the International Programs team and with counterpart Regional Directors.

Job Responsibility #3:Planning and Management ****(25% of time)****:

· In collaboration with the Program Operations team, oversee regional operational plan development, and regularly monitor the implementation of plans to ensure expenditures, activities and deliverables are within project scope, budget and timeline, and are coherent with organizational policies and procedures, and donor agreements; determine where adjustment or internal communication is necessary.· Oversee safety and security throughout the region; in collaboration with the Program Operations team, ensure the enhancement of Safety and Security Management Teams, the delivery of regular training, and the development, refinement and adherence to standard operating procedures; regularly monitor and report critical updates.· In collaboration with the Program Operations team, oversee the development and finalization of narrative and financial reports to donors.· Oversee and support Country Managers to ensure that all legal operational requirements of the region are met.· Oversee the organization and implementation of regular regional meetings; engage in regular supervisory and support visits of countries throughout the region.· In collaboration with Program Operations and Finance teams, initiate internal audit and disciplinary procedures, as required.

Job Responsibility #4:Representation and Restricted Revenue Generation (25% of Time):

· As the most senior Right To Play staff person in the region, represent the organization in various forums, including the public and private sectors, with partners and donors/ potential donors and with colleagues; coach and support Country Managers to effectively represent the organization within their countries of operation.· Enhance and/ or identify/ develop partnerships of regional importance; support Country Managers in the enhancement and/ or identification/ development of partnerships of national importance.· Understand interests and emerging trends within the donor community, and oversee the documentation/summarization and sharing of these practices and standards with the Institutional Partnerships team as well as other fundraising centres globally.· In collaboration with the Institutional Partnerships team, communicate the funding options and priorities for the region.· In collaboration with the Institutional Partnerships team, oversee the development of proposals to acquire grants/restricted sources of revenues from governments, multi-laterals and corporations.

Duty Station: KampalaObjectives:

The main objective of the position is to oversee and coordinate all aspects of the organisation and implementation of a Uganda-hosted project bringing together Education Officials from 14 Eastern and Southern African countries to strengthen their capacity to plan and manage their education system in ways that mitigate the impact of crises in all their forms. Purpose of Assignment and Scope of Work:

To coordinate all aspects of preparation and delivery of the four events (3 day regional seminar, national policy seminar, one technical workshop for National level stakeholders, one technical workshop for District level stakeholders from 28 Ugandan Districts), including the development of training materials and facilitation of the workshops, as well as all related follow up (mentoring and accompanying the participants’ post-training assignments, evaluation and reporting of the events).

Deliverables:*(correspond to the numbered responsibilities below, Vision Description in brackets)*

Effective logistic support provided to UNICEF officials from the region traveling, and facilitating travel of designated education officials reflected in logistics/travel report outlining participants and UNICEF staff movements (Logistics/travel report).Effective communication management delivered to all project stakeholders reflected in communication log outlining information management and partnership building achieved through the project (Communication log).Training materials for the 4 events (Training materials)Resource persons identified and effectively engaged in the development/implementation of project activities (Resource persons’ profiles)Effective facilitation provided to seminar/workshops reflected in evaluation reports compiled for each of the four workshops held (Evaluation reports)Practical assignments of all participants effectively mentored and developed (practical assignments)Reports of all activities produced (Activities’ reports)Regular updates produced at key stages of the project and end of project evaluation report produced (Weekly Meetings’ Reports)

Methodology

Desk-based coordination of all aspects of the organization of project events

Responsibilities include:

The Uganda-based project coordinator will provide overall on-the-ground project coordination support to Nairobi-based UNESCO/UNICEF staff and Uganda UNICEF staff, with specific tasks including:Coordinate the travel and hosting of 14 country dignitaries and UNICEF CO staff to Kampala in collaboration with Nairobi-based UNESCO/UNICEF staff and Uganda UNICEF staff;Manage communication between participating UNICEF country offices, Nairobi-based UNESCO/UNICEF staff, Uganda UNICEF staff, Uganda Ministry of Education and Sport counterparts, District counterparts, and civil society partners participating in the project;Assist in the development of training materials for the four workshops in collaboration with in collaboration with Nairobi-based UNESCO/UNICEF staff, UCO Uganda UNICEF staff, and 6 Uganda-based project resource persons;Assist in the identification and mentoring of 6 resource persons within the Government of Uganda and/or partnersAssist in the facilitation of the foreseen seminar and workshops in collaboration with Nairobi-based UNESCO/ESARO UNICEF staff, UCO Uganda UNICEF staff;Mentor/accompany participants’ post-training practical assignments at central and District levels in collaboration with Nairobi-based UNESCO/ESARO UNICEF staff, UCO Uganda UNICEF staff;Facilitate and document immediate follow-up after the completion of the main project activities.Oversee the monitoring and end-of-project evaluation of all activities implemented in Uganda, including related documentation and reporting in collaboration with Nairobi-based UNESCO/ESARO UNICEF staff, UCO Uganda UNICEF staff;

Reporting requirements:

Weekly reports submitted to the Peacebuilding Specialist at UNICEF Uganda, key events reports submitted after completion of each activity submitted to Peacebuiding Specialist/UNESCO/UNICEF Nairobi Focal Points within one week of activity completion, final evaluation report to be submitted to Peacebuiding Specialist/UNESCO/UNICEF Nairobi Focal Points within two weeks of final activity implementation.

Qualifications or specialized knowledge/experience required for the assignment:

Master’s degree or above in a relevant field (e.g. peace and conflict resolution, development, international relations, education)Experience coordinating activities of multiple partners across various geographical locations, preferably in the East and Southern Africa regionExperience of organizing conference/seminars to facilitate sharing of practices, learning, build capacity around development issuesKnowledge of conflict sensitive approaches to development and disaster risk reduction (DRR) policies and programsKnowledge of education sectors in East/Southern Africa an advantageInternational experience including working with governments as well as UN agencies, NGOs and other international agenciesExcellent inter-personal and communication skills and proven networking and facilitation skills working with multiple stakeholders.Excellent organizational and coordination skills, including experience managing multiple complex projects and deadlines involving different partners.Self-driven with the ability to be flexible and work well in a fast-paced environment with limited daily supervision.Creativity and innovation in terms of developing means, mechanisms and systems for managing and coordinating work productsFluency in English requiredExperience in facilitating/documenting capacity building
