ACTED has been active in Uganda since May 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. It also expands access, retention, equity and quality of primary education. In Karamoja, the focus is enhanced food security and resilience to disasters, especially droughts, as well as improving the primary education sector.

ACTED focuses its intervention on strengthening livelihoods through improved resource management, conflict mitigation and capacity building. In Northern Uganda, as internally displaced persons (IDPs) have returned home and gained access to land, ACTED is working with farmers on infrastructure and capacity development to rebuild agricultural livelihoods. In the Karamoja/Pokot area, ACTED responds to severe food insecurity caused by the drought in the Horn of Africa, providing support to agro-pastoral communities to increase their purchasing power and protect their assets, reducing vulnerability to natural disasters. As part of its integrated cross-border strategy between Uganda and Kenya, ACTED maintains its community-driven disaster risk reduction (DRR) focus and promotes conflict mitigation to ensure peaceful and sustainable access to shared resources.

In 2013, ACTED maintains a strong focus on this approach and looks at extending it further along the border with Kenya. ACTED continues working with community-level structures and initiatives such as the APFS, the CDMCs or the DEWS to continue building the communities’ resilience to disasters.

II. Job Duties and Responsibilities

Under the direct supervision of the Country Coordinator, key responsibilities will include:

Internally:

Management of a local and expatriate staff team;Close supervision and monitoring of the finance, administration and logistics teams;Supervise program budgets and evaluate financial program effectiveness;Management and supervision of ACTED's programmes in Karamoja/Pokot North and their timely implementation according to financial and programmatic frame;Facilitate program development, through conceptualization, design, proposal and program initiation;Build and/or improve systems to supervise and manage the design, implementation, monitoring, and evaluation of programmes;Monitor security situation in the region and oversee implementation of ACTED security procedures;Internal reporting to Country Coordination;

Externally:

Demonstrate vision and leadership in building a coherent strategic direction for the area, in line with ACTED Uganda’s overall strategy;Liaison with all external stakeholders: donors, partners, the government, including local authorities, and communities;To advocate for our beneficiaries and ensure that their interests are taken into consideration by all external stakeholders.To act as a catalyst with all stakeholders to coordinate existing and new programmes;Facilitation of needs assessment;Fundraising and project/proposal development;To ensure external reporting requirements for projects are met.

III. Qualifications required

Organisation: International Center for AIDS Care and Treatment ProgramsFunding Source: Centers for Disease Control and Prevention (CDC)The International Center for AIDS Care and Treatment Programs will work in partnership with the Centers for Disease Control and Prevention (CDC), ICAP to conduct a Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.Job Summary: The Project Coordinator, Uganda PHIA Project will be responsible for overseeing the day-to-day operations of a national population-level HIV impact assessment (PHIA) in Uganda. The Coordinator will be responsible for coordinating all of the PHIA’s day-to-day activities in country, coordinate local institutional review board reviews and approvals, coordinate and support the field team, oversee the activities of sub-contractors, and support the overall implementation of the PHIA. The incumbent will also actively support the training of staff on the study protocol, procedures, policies, relevant regulations and also ensure that the study protocol, standard operating procedures (SOPs), and other relevant policies and regulations are being followed. The Project Coordinator will report study site progress and maintain study regulatory files. Organization:

The Center for Victims of Torture (CVT) is headquartered in St. Paul, Minnesota, USA and is a humanitarian non-governmental organization that provides mental health rehabilitation to refugees around the world. In Uganda, CVT provides mental health rehabilitation services to survivors of LRA-inflicted torture and violent trauma; provides on-site mental health clinical mentoring and supervision to counselors in partner NGOs; and works to build a network of mental health service providers in northern Uganda.

Location: Based in Gulu with travel to field sites if needed

Objective:

The Office Coordinator will be part of CVT Uganda’s operating team. The main responsibilities of this individual are to maintain sound financial systems, administer personnel management policies and procedures, and ensure the overall smooth functioning of the office. The Office Coordinator will be the main administrative support to the Country Representative and will be relied upon for adaptability and competence in order to provide assistance wherever needed.

Reports to: Country Representative(who in turn reports to the headquarters-based Program Manager)

Key Performance Areas & Performance Indicators:

A. Financial Management

Maintain and implement effective financial systems, policies and procedures, and internal controls to ensure appropriate and cost-effective use of CVT financial resources.Work with Country Representative to review and account for all financial transactions.Prepare and review purchase requests to ensure that supporting documentation is complete and that these meet CVT internal control requirements.Prepare payroll and calculate statutory deductions for national staff.Maintain a complete audit trail of all financial transactions.Enter expenses, receipts and other disbursements and financial transactions into the finance tracking system.Work closely with Country Representative for the preparation of monthly financial reports and monthly wire transfers and ensure timely submission to St. Paul office, including all invoices and other supporting documents.Ensure that CVT operates in accordance with the regulatory framework of Uganda in relation to such issues as employee taxes and VAT.Serve as the primary liaison with headquarters-based finance staff.

B. Human Resources

In all personnel matters, maintain compliance with CVT Uganda policy and Ugandan labor law. Protect the confidentiality of personnel and individual information.Manage recruitment – ensure that the recruitment of staff takes place in accordance with CVT Uganda standards and Ugandan labor law. This includes appropriate announcements, interviewing, reference checks and placement in the payroll system.Administer HR policies and procedures – ensure appropriate and high-quality administration of staff contracts, including systems for tracking contractual issues, hours worked, holidays, benefits, employee rights, and other policies as outlined in the staff policy manual. Ensure that all promotions, demotions, and dismissals of staff are carried out with respect to the principle of equal opportunity.Supervise payroll management and ensure that salary payments take place in accordance with Ugandan labor law and CVT policy.Contribute to the creation and implementation of a performance appraisal system.Make sure all staff members understand the staff policy manual and are aware of their rights and obligations as CVT employees. Keep employees informed of any changes in policy through written notification.Serve as a resource for other CVT employees in resolving conflicts and managing working relationships with one another.

C. Administration

Supervise the day-to-day work of the Driver/Logistics Assistant.Ensure accurate records are kept of supply inventory (quantity, quality, and delivery).Distribute items from the supply inventory to be used as needed for program activities.Ensure that all contracts that CVT uses for HR, supplies and services comply with the standards provided in the CVT operations handbook.Ensure that CVT complies with its registration status as outlined in the Ugandan legal framework for NGOs. Liaise with CVT’s lawyer for legal advice as instructed by the Country Representative.Welcome and log all visitors to the CVT office. Monitor all visitors according to CVT operations handbook.Make photocopies and prepare documents as requested.Any other duties assigned by the Country Representative.

MAJOR AREAS OF ACCOUNTABILITY

Operations Management:

Ensure overall operation department’s support for smooth running of programs as requiredDirectly supervise and coordinate the In-charges of the operations department (Admin, Logistics, Procurement, IT and Security) and provide direction to Operations field staffEnsure and facilitate efficient and effective coordination within operations department and between operations and other various departments to ensure a results-oriented approach

****Administration Function:****

Provides office services by implementing administrative systems, procedures, and policies; monitoring administrative projects; maintaining suggestion program.Resolves administrative problems by analyzing information; identifying and communication solutions.

****Logistics, Procurements, Legal issues and IT:****

Procurement management and support to ensure that there is no disruption in the support necessary for ongoing program activities as well as operational requirementsEnsure that all reporting for the logistics department is completed accurately and in a timely fashion; where necessary, train national staff to produce high quality reporting.Enforce the Standard Operating Principles (SOPs) as they relate to the role of the logistics department.Ensure proper and sufficient equipment is in place and well maintained for smooth functioning of ARC IT department and maximum preservation of assetsEnsure warehousing and inventory of assets according to ARC policies and procedures as well as donor guidelines

****Construction:****

Upon request from Program’s department with regards to program –related construction work, initiate the process of advertisement for obtaining quotations along with the bill of quantities from the interested contractors, including the process of bid-opening, analyzing and selecting of contractorsPrepare contracts and negotiate revisions, change and additions to contractual agreements with the contractorsEnsure that the contractor strictly adheres to agreed timelines with regards to the overall construction phase and that any delays should be justified in writing

Security:

• Assume overall responsibility for the security and safety of program staff and assets.

• Make and maintain contact with security focal points at the national and local level to ensure steady exchange of updates around security in country

****Person Specifications****

5years experience in Admin, logistics, procurement, IT, and security management with an International NGO.A degree in Logistics, Procurement, Business Administration with CIPS certificationDemonstrated ability to manage field staff and remote field officesExperience in guiding and influencing teams of senior professional staff.Experience having managed operations (including security) in conflict-impacted settingExcellent cross-cultural communication skillsExcellent staff capacity building and training skillsStrong computer skillsHow to apply:
