Program Officers Inclusive Modern Markets (Uganda) Vacancies at VECO East Africa


Organisation: Vredeseilanden (VECO)Reports to: Regional Coordinator - Inclusive Modern Markets (IMM)Vredeseilanden is active within Sustainable Agricultural Chain Development. Our aim is to enable organizations of smallholder family farmers to successfully participate within sustainable value chains. We invest in the capabilities of these organizations and their members to become strong collective business organizations, while linking up these organizations with other chains actors like processors, traders, retailers, consumers… We also invest in connecting these farmer organizations with higher level farmer organizations and support these in their advocacy work towards governments and private actors to create an institutional environment that enables the position of smallholder family farmers within sustainable agricultural chains.Job Summary: The VECO Program Officer Inclusive Modern Market will primarily enhance inclusive and durable trading relationships between Farmer Organizations (FO) and private companiesKey Duties and Responsibilities:  Plan, implement, monitor and adjust innovation/change pathways in inclusive business models in selected pilot chains within the IMM program in the countryPlan, coordinate, implement and monitor activities leading to set structural changes for inclusion of smallholder farmers at national levelDevelop, strengthen and support business linkages between FOs and private companies (facilitation and brokering role)Build and strengthen the entrepreneurial attitude, skills and capacities of FOs (business plan development, offer of business support services to its members, commercial accounting, access to finance, quality control systems, Global Gap approval, production planning)Offer strategic and technical assistance to FOs ensuring their inclusion in the chainDesign, test, and validate change/innovations in the linked business modelsMonitor and document the change/innovations processes in the business models, the changes in behavior at the level of the involved FOs and companies, and the results of these in terms of improved small-holder livelihoods, and draw lessonsMake inventory and document experiences of other organizations with inclusive business models in the countrySignificantly contribute to the organizational development and strengthening of farmer organizations and export companies.Document and translate the outcomes of the pilots as evidence for achieving structural changes and up-scaling at national levelCoordinate/implement the actions of/with the various partners in the achievement of the structural change agendasBuild up a close relationship with private companies interested in sustainable sourcing from smallholder farmersBuild and network with other organizations that have a stake in the structural change agendasAnalyze and document the changing national context in relation to the business environment, the value chain, the market … and with regard to opportunities with/demands from other companiesMonitor and document the achievement of the national structural change agendasProvide timely information, analysis, lessons learned to allow program management to readjust its programsQualifications, Skills and Experience:  The ideal candidate should preferably hold a good Masters in Agriculture, Economics, or equivalent by experienceA minimum of three years’ experience in value chain development in East- Africa, working with Farmer Organisations and private companies.Past exposure and experience as entrepreneur or farmer is an asset.Past exposure and experience in the horticultural sector and various types of certifications particularly Global GAP.Comprehensive knowledge and understanding of the functioning of value chains from production to consumption and of their institutional environmentHas a good understanding of sourcing policies of companiesGood knowledge and understanding of and experience working with farmer OrganizationsHas a good understanding of national and global market dynamicsCan apply methods to improve professionalism in all parts of the chainCommunicates clearly in a variety of settings and styles and has good net-working skillsListens activelyCan persuade and inspire individuals and groups.Can get messages across that have the desired effectIs creative and has a sense for innovation and experimentsGood computer operation Word, Excel, PowerPointGood proficiency in English (speaking and writing)All suitably qualified and interested candidates should send their applications to:  veco-ea@veco-eastafrica.org

Job Title: Compliance Manager

Reports to: Director Legal & Compliance

Strategic objective of the job:
Develop, implement, monitor and evaluate the regulatory compliance of licensed entities and issuers to the CMA laws and other relevant legislation and standards.

Key Result Areas:

Review licensee applications, prospectus and information memorandums and make recommendations in line with applicable laws and accounting standards;
Prepare compliance plans, coordinate, supervise and carry out inspections;
Review compliance reports and prepare reports on recommended enforcement action;
Prepare investigation plans, analyze investigation reports and prepare reports on recommended enforcement action;
Review and analyze financial and other performance reports of market intermediaries and listed companies;
Participate in review of CMA legislation and regulations
Take charge of complaints handling from market intermediaries & the general public
Supervise Compliance Officers and evaluate performance of staff under their supervision;
Any other related duties that may be assigned from time to time.

Person specification:
Minimum qualification:
Bachelor’s degree in Commerce or Business Administration with a bias in Accounting, Finance or Auditing and full professional accountancy qualification such as ACCA or CPA with at least 4 years experience at a senior level in a reputable firm or organisation
A Masters degree in a relevant field and basic legal qualifications will be an added advantage.

Minimum experience
Have at least 4years experience in compliance, auditing or investigations work in a reputable organisation. Experience in Corporate Risk Management or with a Stock Broking or Fund Management organisation will be an added advantage.

Age: Not above 35 years of age
Relevant additional qualities & skills:

Have good presentation, report writing and communication skills
Have high level of integrity and professionalism

Job Title: Director, Decentralization Strengthening

Location: Kampala, Uganda

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking Director, Decentralization Strengthening candidates for a USAID-funded programme in Uganda. Candidates must be Ugandan Nationals currently living in Uganda.

The Strengthening Decentralization for Sustainability (SDS) Programme will improve the results and sustainability of decentralized service delivery, with initial emphasis on health and HIV/AIDS services, at Local Government levels in Uganda through: (1) improving coordination among all supported partners at the district level, (2) strengthening the capacity of districts and sub-counties to plan, budget, implement/coordinate, monitor and evaluate decentralized services, (3) provision of grants to districts to complement resources needed for effective and efficient management of programs and services, and (4) facilitating strategic innovations to improve district leadership and sustainable financing of health, HIV/AIDS and other social sector services.

The Director of Decentralization Strengthening will provide technical leadership to SDS Regional Offices and district governments necessary to improve the governance and management of district and sub-county administration. The Director will lead the development of technical tools; provide guidance to SDS Regional Offices in their applications; will coordinate closely with central level IPs in order to share experience and coordinate technical assistance. Specific Roles and Responsibilities

Reporting to the DCoP, provide technical leadership and oversight of the Decentralization Strengthening (DS) team activities to ensure compatibility with the SDS Technical Assistance Plan

Coordinate and integrate the SDS technical assistance activities with the national level implementing partners, government entities and other Ugandan institutions that work in the area of Local Government

Take the lead in instituting the District Management Improvement Planning process and providing the technical support to the Regional Offices to carry-out the process

Assist in developing the criteria for performance Improvement Grants and Innovation Grants

Assist Ugandan organizations and officials develop agenda for policy discussion with central ministries as required

In coordination with the M&E and Grants Team, develop a protocol for cataloguing lessons learned and best practices

Assume the day-to-day management of the DS Team, coordinating all work activity with the DCoP

Provide input to DCoP for development of the quarterly reports and annual work plan

Required Qualifications Master's degree (MBA, public administration, finance or similar degree) 10+ years of experience in public administration, finance, organizational development

Experience strengthening decentralization for promotion improvements in Local Government governance, management and system strengthening

Expertise and demonstrated ability to provide technical assistance in at least two of the following areas: coordination, planning, budgeting, human resource management, leadership & governance, financial management

Previous experience in managing a multi-tasked program and demonstrated ability to direct a team

Knowledge of best practices and lessons learned in local governance and service delivery

Ability to prepare and present reports, presentations and other products in English

Ability to use Microsoft Office software, Word, PowerPoint, and Excel Special Instructions

Reporting to the DS Director, serve as the liaison between regional Decentralization Strengthening (DS) Team and Kampala based team

Manage the overall TECHNICAL ASSISTANCE quality control program, ensuring all technical assistance provided aligns with SDS objectives and providing guidance to regional DS specialists to monitor quality of TECHNICAL ASSISTANCE provided to districts

Manage the day to day responsibilities required to support the integration of the national level IPs technical assistance activities with SDS TECHNICAL ASSISTANCE Strategy and Plan

Manage the overall process of adapting the existing District Resource Management Reference Manual (DRMRM) and developing new ones as in relevant technical areas

Coordinate and at times develop training and staff development programs to ensure SDS TECHNICAL ASSISTANCE Strategy Objectives can be carried out by SDS staff at the central and regional level

Coordinate and maintain a central office library of lessons learned from regional /district technical assistance
Provide input to all reports and work plans as required by the DS Team Leader
