This is a seven years project funded through a loan extended to Government by IFAD. The overall goal of PROFIRA is to contribute to Governments effort to increase incomes, improve food security and reduce vulnerability in rural areas. The development objective is to substantially increase access to, and usage of financial services by the rural poor population. PROFIRA aims to achieve its goal and objective through the implementation of three components: (a) SACCO Strengthening and Sustainability (b) Community Based Financial Services CSCGs and (c) Support toward the establishment of Policy and Institutional Support.Job Summary: The Community Based Financial Services Manager has the overall responsibility for achieving the project objectives, outcomes and targets under the Community Based Financial Services Component, and will report to the Project Manager.Key Duties and Responsibilities:  The job holder will prepare the Annual Work Plans and Budget for the component and ensure that all activities are properly planned, and are Implemented and monitored according to specified deadlines and within the allocated budgets.Responsible for the development of project management guidelines, procedures and operating practices for project execution, proactively manage changes in the project scope, identify potential constraints and devise contingency measures to address them.Prepare bidding documents and contracts to be entered into with the service providers in accordance with IFAD guidelines, and Government procurement requirements, through competitive bidding.Expeditiously follow-up the Bidding process and subsequently the contract management to ensure that the contract obligations are adhered to.Ensure gender mainstreaming in the project based on the Gender Action Plan, and conduct gender audits and track targets for inclusion of women on on-going basis under this component.Work closely with the M&E Officer design a system of monitoring and data management for the CSCG Component.Identify any technical Assistant support that may be needed under this component, and develop the TOR, and appropriate time schedules for use of this assistance. Offer technical support to supervision and implementation Support Missions and participate in the Medium Term Reviews of the program.Carry out any other tasks as will be assigned under the program.Qualifications, Skills and Experience: The candidate should hold an honors’ degree in Business Management, Social Sciences or other related field. Possession of a Master’s degree in Business Management, Social Sciences or related field is an added advantageAt least six (6) years of work experience in microfinance at senior level management positions while working with Community Based Financial Services.Strong oral and written communication skills in English. Duties:

Programme Officer, Agricultural Biosafety KEY PERFORMANCE AREASUnder the supervision of the Director, African Biosafety Network Expertise (ABNE) or his/her delegate, the Programme Officer ? Agricultural Biosafety is part of the African Biosafety Network Expertise (ABNE) mission that provides science based information and technical support to biotechnology regulatory agencies on the continent. The incumbent works with the Director and Programme Officers to provide general advisory services with regards to biotechnology and biosafety to African Regulators, Policy Makers in AU member states and Sub-regional organisations. Specifically, the incumbent will:

1. Carry out all aspects of agricultural biosafety regulatory regime connected with the activities of ABNE.
2. Provide assistance and required regulatory support to AU member states and Sub-regional organizations in the analysis and formulation of regulatory regime in its broadest sense.
3. S/he will coordinate all other technical activities at the node including all publications: policy briefs, newsletter, news bulletin and web content in two of the AU official languages.
4. Provide assistance in the development of sub-regional policies, aimed at enhanced cooperation and integration in the areas of biotechnology and Biosafety.
5. Participate in the mobilization of resources for the sustainability of ABNE.
6. Perform other related duties as may be assigned.

Duties and Responsibilities.

1. Undertaking routine and preventive maintenance of motor vehicle by checking and topping-up the level of petrol, oil, water, battery electrodes and tyre pressure before operating the vehicle.
2. Regularly cleaning and polishing the vehicle, changing tyres as well as making minor repairs or adjustments.
3. Driving motor vehicle (car and van) to transport directors, staff, clients and others to designated locations.
4. Ensuring that a vehicle is covered by an appropriate motor vehicle insurance policy and requesting for renewal before the policy expires.
5. Performing miscellaneous errands such as collecting and delivering mail and other items as well as buying goods, supplies and consumer items.
6. Loading and offloading baggage, goods and other material supplies with due regard to the safety of other people.
7. Maintaining records of the motor vehicle’s daily activity showing journey, mileage, petrol, oil and signature of authorizing officer to account for all the journeys made.
8. Regulating the radio, heating, lighting and ventilation system for passenger comfort.
9. Observing traffic and safety precautions in order to prevent accidents and to avoid traffic violations. In addition, undertaking first aid in case of injuries.
10. Reporting motor vehicle accident to the traffic police and the Maintenance Officer, obtaining police abstract report and completing insurance accident report form in conformance to traffic rules and regulations.
11. Requisitioning for petrol, lubricants and spare parts and maintaining a record accounting for the same.
12. Taking the motor vehicle for major service or repairs in accordance to planned preventive maintenance schedule or insurance accident report.
13. Assisting in performing miscellaneous tasks such as photocopying documents and cleaning when not driving.

Minimum Qualifications and Experience:

Valid Driving Permit without any endorsements. Uganda Certificate of Education (“O” Level) with a pass in English Language. Five (5) years relevant experience driving cars and vans.

Tenure of office:

Four (4) years contract renewable subject to satisfactory performance.

Age:

Should not be above 45 years.
