GENERAL POSITION SUMMARY:

The NRM Team Leader will be responsible for overseeing program activities aimed at strengthening the horizontal and vertical linkages that support good governance of community assets and resources derived from the natural environment, including the land and the naturally occurring elements above and below it. The NRM Team Leader will lead the PROGRESS processes for engaging communities, governments and private sector actors in collective action plans that support household and community access to and management natural, physical environment and the socio-ecological systems supported by it. This can include access to land and water resources for both human consumption and livestock range-land and watering, plus innovative methods for land restoration, watershed and water resource management, energy conservation and alternative energy solutions, and climate-smart agriculture

ESSENTIAL JOB FUNCTIONS:

Program Implementation:

Engage with remote communities to establish priorities for community-led natural resources management, and lead process for developing community NRM plansWork in conjunction with local government to advocate for community NRM needs and priorities, especially around land access and rangeland management for Karamoja and water resources for production as well as livestock watering.Identify pilot opportunities for community NRM plan implementation and manage pilot projects and monitor for possibility of scale up.Work within national and local government strategic plans for resource management and advocate for cohesive implementation of projects that demonstrates government responsiveness to community processes.Identify opportunity areas for alternative methods of climate-smart agriculture, such as the “green” livelihoods zones and traditionally agriculturally intensive districts of Karamoja. Work with Mercy Corps technical staff, Consortium members such as University of Nairobi and local partners to establish locally appropriate pilots.Work with private sector and line ministries to address environmentally harmful methods of extracting local natural resources and support policy formulation around sustainable methods, alternative energy mechanisms, and water management and conservation.Coordinate with counterpart agencies and organizations involved in conservation, climate change adaptation for information exchange, learning and optimizing efforts and resources.

Engage pastoralists in inter-community dialogue around access to land and water for livestock management

· Monitoring & Evaluation (M&E) and Reporting:

Support Programme Manager in the achievement of program targets and objectives and support efforts towards the design effective M&E systems and operations. Facilitate the coordination, scheduling and production of formal and informal reports and documentation and communication of reports and learning materials. Actively record, document and demonstrate all aspects of governance activities for impact measurement and learning purposes.

· Coordination and Representation:

Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Programme Director. Attend key events, committee meetings, fora, seminars, etc. as they relate to resilience. Coordinate activities with consortium partners, sub grantees, local government and other implementers, as well as with other Mercy Corps programs.

· Staff Management, Professional Development and Team building:

Contribute to country team-building efforts, and ensure the integration of all team and consortium members into relevant decision-making processes.

· Program Support Operations: Ensure close communication across cross-country field teams and consortium members regarding program activities and plans, challenges and obstacles to timely and quality implementation. Coordinate with program, finance, and administration staff for troubleshooting and problem solving.

KNOWLEDGE AND EXPERIENCE:

A Postgraduate (MSc and PhD) degree in a related field of expertise (e.g. NRM, pastoral livestock management, animal husbandry, water resources, irrigation, agro-economy, rural development, conservation agriculture, environmental policy, etc).Basic knowledge of various natural resource disciplines, including air quality, water quality, geomorphic and hydrologic processes, fire and vegetation management, fish and wildlife management, aquatic and terrestrial ecology, conservation biology and restoration ecology.Knowledge and experience in either livestock and rangeland management, OR irrigation, water harvesting and water saving methods in arid lands, OR economic feasibility in agriculture and rural development;At least 8 years of technical and practical work experience in one of the required fields;Experience and proven track record in rural development and participatory methods (including participatory integrated development plans)Experience with working with pastoral societies, including dealing with gender issues and complex social decision-making structures / conflicts.Knowledge of legal, institutional and/or administrative aspects relevant to the topic / in the regionExpertise in organizational analysis and partner/project executing agency assessment.Expertise in conflict sensitive programme design and monitoring.Experience in environment and climate change assessmentsAbility to effectively communicate natural resource information to diverse audiences through a variety of media

Uganda: MARKET SYSTEMS TEAM LEADER - MOROTO (Contigent upon funding)

GENERAL POSITION SUMMARY:

The Market Systems Team Leader is responsible for leading the implementation of facilitation projects that make market dynamics, actors, institutions and services accessible to households within the PROGRESS focus areas. These activities will work through public sector enabling strategies and private sector actors, seeking to crowd in provision rather than displace or replicate private actors with donor-funded services. Facilitation projects increasing access to technical services, improving access to locally appropriate products, developing agent input and aggregator networks, improving service offerings and profitable provision of community animal health services, commercializing access innovative energy products and methods, and expanding the role and relationship of line Ministries in strategic prioritization of investment for economic vitality that contributes to household and community resilience.

ESSENTIAL JOB FUNCTIONS:

With support from the PROGRESS Programme Manager and fellow sector-focused Team Leaders, carry out assessments in the target geographic areas to assess current situation, economic opportunities and resources, needs and potential programs as well as obstacles that could be mitigated through PROGRESS engagement with public and private sector actors;

Recommend program priorities and explore, evaluate and present new opportunities that leverage impact and/ or complement core activities.

Emphasize the role of, and opportunities for women and girls in the economic realm in both rural roles and in the urban sphere;

Highlight market-based skills which are emerging with urban growth and work with public, private and development actors on efforts to match skills of people transitioning out of pastoralism and urban poor for urban livelihoods and services;

Introduce the program to relevant stakeholders including local business owners, local representatives and community members. Foster ongoing positive cooperation with these stakeholders and forge links between market actors, producers, end users, etc.;

Ensure an integrated approach to program implementation in order to maximize resource utilization and synergy between the staff and different MC programs where relevant and feasible.

Provide direct and ongoing field supervision to provide quality advise and technical review in areas related to economic development.

Identify small business activities for seed support through basic improvements or inputs;

Identify value-addition opportunities that strengthen economic opportunities, especially for rural women and urban poor, in the livestock and agriculture sectors as identified by local and national government as well as independent market studies and needs assessments; these will focus on urbanized areas such as Moroto and Kotido and districts that are heavily engaged in agriculture development;

Identify opportunities within the long-term plans for Karamoja County that can be fostered through progress, such as activating initiatives in designated livelihoods zones;

Establish and maintain productive working relationships with sub-county and district leaders and local government departments, representing Mercy Corps in coordination meetings and soliciting their participation in all activities where appropriate and as directed by the line manager;

Ensure close coordination and sharing of information with relevant stakeholders such as local government departments, NGO’s and local authorities, as appropriate and advised by the line manager; Identify opportunities for social innovation and enterprise that could be launched through catalytic investments from PROGRESS, or public and private sector initiatives;

Guide Shared Learning Dialogue series that are thematically focused on enabling environment for market activity, including long-term infrastructure strategy and prioritization and identification of potential investors and innovators.

Lead the planning of Karamoja-based and Kampala-based learning events, exhibits, workshops that bring private and public sector entities together to collectively review and discuss technology developments and innovation and to examine private sector approaches to household and community challenges that can be incubated through public sector incentives;

Engage with PROGRESS Consortium members such as local civil society and the University of Nairobi around innovation and best practices for new technologies in climate-smart practice, renewable energy and energy saving methods;

Take primary responsibility for district data gathering and documentation of program activities

Comply to M&E systems that will be established to measure program impacts and desired results

Analyze project implementation strategies to identify constraints to program success and provide timely recommendations;

· Submit timely weekly, monthly, and quarterly report that will be indicative of program progress during implementation.

· Where needed support external evaluations by research partner Feinstein International Center and other organizations;

· Work with the M &E to ensure accurate and timely flow of information from the field for entry in the database and for preparation of PR materials

KNOWLEDGE AND EXPERIENCE:

· A degree, preferably graduate level, in Business Administration, Economics or Finance is required;

· Minimum of five to seven years working for a formal financial institution with orientation to mass markets or within the private sector is required;

Uganda: Human Resources Management Team Leader

IntraHealth International is seeking a senior level Human Resources Management (HRM) Team Lead to be based in Kampala, Uganda for an anticipated USAID funded Human for Resources Health project . This position is contingent on funding from the United States Agency for International Development (USAID).

In collaboration with governments, nongovernmental organizations, and private-sector organizations around the world, IntraHealth champions the needs and contributions of health workersensuring that they have the tools, supplies, information, training, and support they need to provide communities they serve with the best possible opportunity for health and well-being.

PRIMARY RESPONSIBILITIES:
The HRM Team Leader is responsible for strengthening the capacity of the Ministry of Health (MoH) health workers at the national and local levels who are responsible for the development, , implementation and monitoring of evidence-based outcomes that strengthen HRM systems. The Team Leader will forge partnerships and linkages with national and district HRH stakeholders—both public and private—to ensure HRM initiatives are introduced throughout the health system. As a member of the Project Leadership Team (PLT), the HRM Team Leader will partner with the MoH to support a cadre ofprofessional HR managers in the MoH and with professional associations to address current and expanded health worker workforce performance and support systems. The HRM Team Leader will report to the DCOP.

ESSENTIAL FUNCTIONS:
The HRM Team Leader will manage and supervise activities related to the following:
• Assist national and regional country-level counterparts and stakeholders in reviewing, designing and strengthening systems such as HRH assessments, recruiting, deployment and performance management systems .
• Assist health sector leaders to review HR legislative policies, operational practices and procedures, build capacity and improve HR and recruitment systems to improve the quality and availability of health services in Uganda, especially in remote and low resource areas.
• Co-conduct, with the MoH, assessments to determine the best interventions and approaches to address pressing problems;
• Lead in the design, implementation and monitoring of training activities and interventions to build local capacity in managing health sector human resources.
• Play a primary role in HRM programming to strengthen the capacity of the MoH, HRM and Human Resource Development Departments to perform a more strategic role in terms of management and production of health workers.
• Offer technical leadership in sharing and developing new and improved strategies, tools and interventions for improved human resources availability and productivity and in documenting evidence of success or lack of success for the interventions
• Build capacity in the central and the sub national public health sector to strengthen their HR management systems, especially systems such as recruitment, deployment, retention and motivation, and performance management systems.
• Build local professional capacity and expertise in HRM and personnel policies and develop innovative strategies for building this local capacity at national and district levels.
• Provide the linkages required within the public health sector and with training institutions to support the development of a pool of HRH experts for the country.
• Identify and utilize best practices for task shifting and advocate for adoption by the MoH and professional councils of task shifting strategies.
• Develop MoH and district capacity in application and use of Workload Indicators of Staffing Need (WISN) approaches to determine appropriate staffing patterns at different facility levels, and advocate for the use of WISN as the MoH standard for setting staffing norms.

MINIMUM REQUIREMENTS:

Master’s degree in Human Resource Planning/ Management. Additional degree in International Health or Public Health preferred and at least 8 years of experience in designing and implementing HRM systems and practices (e.g. planning, recruitment, performance management, etc). Knowledge of the World Health Organization’s Workload Indicators of Staffing Needs (WISN) approaches and the ability to lead its application at the national and district level preferred. Demonstrated experience developing work plans and budgets and delivering results on time and within budget.
• Proven ability to direct and manage a team to achieve technical goals on a large, complex project, preferably for USAID.

IntraHealth is seeking a Human Resources for Health (HRH) Policy and Planning Team Leader to be based in Kampala, Uganda for an anticipated national HRH project. This position is contingent upon funding.

PRIMARY RESPONSIBILITIES:
The HRH Policy and Planning Team Leader is responsible for developing the overall framework and action plan for change to policy improvements in human resource systems. This framework will be geared to the legal, regulatory, and policy barriers at all levels of a country system, and thereby improve national workforce assessment, planning, and deployment. The HRH Policy and Planning Team Leader will monitor team progress to ensure adherence to overall goals and objectives and assist team members in the development of strategies and outcomes specific to policy analysis, advocacy and policy implementation.

The HRH Policy and Planning Team Leader will work directly with the Ministry of Health (MoH) and other relevant ministries and the districts to provide technical assistance in the areas of policy analysis, review and development; strategic human resources planning, including health workforce projection, action planning; and costing S/he will lead and provide technical support for activities in developing capacities for human resource policy development, planning and systems strengthening in the health sector. S/he will apply her/his extensive knowledge of the health sector planning primarily to work at the national and district levels.

ESSENTIAL FUNCTIONS:
• Lead development of IntraHealth’s strategy for HRH policy and planning that reflects national strategies and supports capacity building at all levels of the MoH and relevant ministries.
• Offer technical leadership in sharing and developing new and improved strategies, tools and interventions for improved human resources planning, availability and productivity and in documenting evidence of success and/or challenges of the interventions.
• Identify key issues and constraints that can be overcome by policy, legislative or other initiatives, working in collaboration with MoH and district health agencies.
• Develop short and long-range plans and funding priorities with MoH and others to improve health care workers’ work environment.
• Build local professional capacity and expertise in human resources planning and personnel policies and develop innovative strategies for building this local capacity at national and district levels.
• With staff and partners, support counterparts to identify the need for policy changes through policy forums, policy analysis and review of model policies in public/private sectors.
• Support development and implementation of career ladders for all professional cadres.
• Advocate for and support the development and implementation of effective health workforce planning and performance systems.
• Effectively increase the capacity of key stakeholders to advocate for supportive policies, alliances, and networks.
• Build capacity in the training institutions for leadership and management training.
• Supervise data collection, data analysis, report writing and determinations of findings.
• Supervise direct staff and manage team of staff assigned under the HRH Policy and Planning Team.
• Organize and lead work teams for assigned activities, including preparing budgets, tracking expenditures, and ensuring work is high-quality and proceeds according to plans, timelines and on budget.
• Create and strengthen linkages with relevant partners such as the MoH, Ministry of Finance, the World Bank and others to encourage complementarity and synergy in the investments in HRH in Uganda.

MINIMUM REQUIREMENTS:

Master’s degree in HR Planning/ Management or similarly relevant degree and at least 8 years relevant experience. Additional degree in International Health or Public Health preferred. Experience in HR policy and strategic planning development and implementation in Uganda or the region is preferred. .

Participate in the development of the supplier pre-qualification process

Assist the affiliate in any questions, maintenance actions and tools evolution needs in Procurement, Contracts in respect of general rules and procedures defined by OPS/CA and in coherence with other already existing/under implementation SAP applications

Advise and assist the affiliate in defining solutions and developments related to C&P tools (SAP, Contiki, Ariba, ISDB, MPP, SMT…)

Specify the requirements with regard to the system versatility and upgradeability, with regard to local requirements, in cooperation with the local SAP coordinator

Ensure the consistency of changes made on other SAP modules (link to other Business : Operations, Logistics, Maintenance, Finance, Controlling, HR…) or external applications with C&P requirements by participating in activities and meetings affecting the functionality of all C&P tools

Participate in the development, implementation and deployment of C&P tools (e-Procurement tools: e-Sourcing, Contracts: CONTIKI: management tools, etc)

Tests and validates solutions or changes to C&P tools before deliveries to the affiliate

Monitors and reports the progress of work related to C&P tools in the affiliate

Contribute to maintaining the internal knowledge of C&P tools for C&P and partner entities within the affiliate by:
