Through all its actions VSF - GFJ mainstreams the struggle for Food Sovereignty, a paradigm shift in economic, political and social order to achieve a just and equitable relations between all peoples and respect the environment. In Spain it is composed by a professional team spread between its headquarters in Barcelona and sixteen regional delegations. JOB DESCRIPTION

VSF - GFJ has been continuously present in Uganda since 1994, particularly in the Teso region, and with its work aims to:

Contribute to the endogenous agricultural development of rural communities through increased access to resources and promoting local production models.Strengthening rural community organizations,VSF - GFJ counterparts and other local stakeholders.Raising awareness on the structural causes that undermine the right to foodin rural communities andpromote changes to local and regional level based on the achievement of the development model of food sovereignty

Based in Soroti and under the responsibility of the Africa Regional Coordinator, the selected person will be responsible for supporting the implementation of the Development Programme in Teso Region that VSF - GFJ is carrying out jointly with its local Development Partners.

MISSION

Ø Supervising and/or carrying out the planning, execution and justification of the RC’s activities.

Ø Correctly handling the accountability of the Regional Coordination according to the valid legislation in the country.

Ø Collaborating in drafting financial reports according to the regulations established by the joint-financiers.

Ø Being accountable to the Regional Coordinator or Administrator.

FUNCTIONS

· Carrying out the technical and financial assessment, reporting and evaluation of the activities executed by the RC.

· Collaborating in the formulation of the programmes in coordination with the partners depending on the established programmatic context.

· Guiding and assessing the process for the training of the associated organisations.

· Taking part in the implementation of the budgets of the programmes and projects in coordination with the partners.

· Taking part in audits and evaluations.

· Effect the payment of bills, registering the accounts of financial operations and classifying their justification.

· Taking part in the budgetary assessment of VSF’s activities and in the preparation of the Coordination’s financial reports.

· Revising the expense justifying financial reports of VSF’s associated organisations.

· Regulating payments to staff and third parties.

PROJECTS SPECIALIST PROFILE

· University degrees, preferably in the social rural domains, agriculture or veterinary.

· Familiarity with, and personal motivation for, the Food Sovereignty sector.

· Experience in the formulation, assessment and justification of joint-financing.

· Familiarity with the gender-based approach and its practical application.

· Experience in rural development projects.

· Experience in projects for the guidance and reinforcement of farmers’ organisations for agricultural and livestock producers.

· Experience in carrying out diagnoses and evaluations with participative methodologies.

· Experience in designing and presenting training courses, drafting training guides and using popular education techniques.

· Proficient use of Excel, Word and electronic mail management.

· A motorbike driving license is compulsory.

· Fluency in English and Ateso (written and spoken). Kumam, Kiswahili, French and Spanish will be an added advantage.

· The ability to integrate in multicultural teams.

· The ability to work in a team and alone

· The ability to communicate.

· Being motivated to work with, and learn from, rural communities.

· Availability to travel in the region by motorcycle and alone.

Mountbatten Ltd. is a Drupal shop in Uganda where we work on small local and a few big international sites with a fast growing team of 10+ people. Our clients are, amongst others, UNICEF, Worldbank, Fortune top 100 and local companies.
In this team we have an opportunity for an experienced Drupal developer. Your role is to coordinate the work on the range of modules we maintain on Drupal.org with a team of developers and to cooperatively design and write on the most urgent code.
The modules we maintain are mostly in the area of storing and visualizing data. Solr, FacetAPI, Charts_Graphs, OpenLayers are the base modules that we use in our major projects. We have a lot more ideas on how to improve this stack, that we plan to implement with our clients. Besides these, we are about to start a new Drupal Installation Profile that is going to be deployed globally that will import & export xml data and on the way, indeed, will visualise that data in all different creative ways that we can think of; Maps, Graphs, API etc.
As samples: graphs on a map, Facet driven graphs, or a mobile app for simple OpenStreetMap tracing.
Besides all our client projects, through our NGO Fruits of Thought, we are also very active in the local OpenStreetMap community and maintain the just started Ugandan OpenData portal. This includes managing the overall lesson plans and training calendar. Maintain and report on all Monitoring and Evaluation activitiesReport on crop health and overall region-by-region or area by area productivity as it relates to the overall coffee harvest annually.Implement Internal Control Systems for projects throughout Uganda.Ensure that the correct caliber of employees is engaged in the project area and they are well qualified for the duties assigned.Monitor progress and report accurately on Managers’ and Trainee Managers’ performance. To set own performance targets in consultation with Head of Report. Oversee all Project budgets and cash flows. Shall visit all project areas under jurisdiction at least once a month during harvest.You shall advise the farmer trainers on the following:-Coffee pruning and conversion, best method of weed control, mulching, type and when to apply fertilizer, pest and disease control. PROJECTS ACCOUNTANT

5.0. Required Qualification and Experience:  At least an Honours Degree in Commerce, Finance or Business Administration majoring in Accounting or Financial Management Postgraduate Professional Qualifications in either ACCA or CPA.3 years of practical working experience in Donor Funded Project financial reporting Systems. Experience in World Bank and GOU Financial Management and Accounting procedures shall be an added advantage Ability to analyze Financial and Accounting policies and measures put in place by Government of Uganda Able to prepare and monitor Financial Management Operations of the Project Must be computer literate and able to use spreadsheet computer packages like Excel Spreadsheets and computerised Accounting Packages
5. Duration of the Assignment: Two year contract renewable upon successful performance.
