1.0 Introduction:
The Government of The Republic of Uganda has received for financing from the International Development Association (IDA) toward the cost of the Uganda Health Systems Strengthening
Project (UHSSP).

The Project objective is to deliver the Uganda National Minimum Health Care Package (UNMHCP), with a focus on maternal health, newborn care and family panning through improving: human resources for health; physical health infrastructure; and management, leadership and accountability for health service delivery. Implementation of the Project is mainstreamed into the Government Systems through the existing Institutional arrangements.
The Government wishes to engage the Services of suitably qualified candidates to fill the vacant posts under the UHSSP project as specified below:

2.0 Human Resource for Health (HRH) Mis Advisor: 1 Post

The objective of the Technical Assistance is to strengthen and consolidate the Human Resource Management Information Systems at the Ministry of Health for effective and efficient implementation of the human resource functions.

2.2 Reporting:
The position holder will work directly with the MoH to provide technical assistance in the areas of strategic human resource information management and use. This will be a full time position. The primary counterparts will the heads of HRD and HRM Divisions. The TA will be answerable to the Under Secretary (Finance and Administration) in the MOH.


2.3 Responsibilities and Tasks:
In accordance with the Project Objectives, the HRH MIS Advisor shall;
i. Ensure the functioning of the HRMIS to provide reliable HRH data
ii. Focus on developing capacity for use and sustenance of the HRMIS
iii. Work closely with the Ministry of Health’s Human Resources team and Resource Center team to implement data collection plan and related forms.
iv. Ensure current accurate data entry and data quality.
v. Participate in and supervise activities of data entry, which include entry of new records as well as entry of data updates collected from all levels of district health facilities.
vi. Ensure system is operational with current, accurate data. Coordinate efforts with all HRIS stakeholders.
vii. Maintain access accounts to database ensuring appropriate user policies and security is enforced.
viii. Communicate regularly with technical, applications, and operational staff, to ensure overall database integrity and security.
ix. Generate reports as needed for Ministry of Health staff and related stakeholders.
x. Provide training for database users and support for developing regular and ad hoc reports so that key users are confident in using the HRIS to respond to information needs.
xi. Develop a culture among the key stakeholders of using data for decisions making and as new features are implemented, ensure all staff are informed of new features and are properly trained.


2.4. Qualifications and Competences:
i. The applicants must be Nationals of East African Community with a Masters degree in Computer Science, Information Technology or closely related field from a recognized University /Institution.
ii. Knowledge of database software and development including Open Source systems (Linux, Apache, PHP, MySQL)
iii. Experience in operations research, working with government and donors and in working as leader and manager in multi-sectoral environment
iv. A minimum of three-years related database management experience
v. Demonstrated competence to assess priorities and manage a variety of activities in a timesensitive environment and meet deadlines with attention to detail and quality.
vi. Ability to work as an effective team member in a complex and fast paced environment.
vii. Strong verbal and written English language skills.
viii. Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients and consultants


2.5 Deliverables:
i. HRMIS reports
ii. Monthly, quarterly and annual HR technical reports related to the assignment.
iii. Progress reports on specific tasks of the assignment.
iv. Completion Report of the assignment.

3.0 Human Resource for Health Policy Advisor
3.1 Objectives of the Assignment:
The objective of the Technical Assistance is to strengthen and consolidate the human resource development and management functions at the Ministry of Health. The core functions of the positions will be to:
i. Advise and collaborate in the development and execution of HRH policies, plans and interventions.
ii. Promote, facilitate and provide technical expertise for effective mechanisms of communication and coordination between the MoH and other sectors of government, such as Finance, Education, Public Service, Local Government.
iii. Promote, facilitate and provide technical support for the development of effective strategies to involve relevant stakeholders, such as professional councils, health workers unions, organizations of civil society and the private sector, in the elaboration of policy and regulatory frameworks and plans, and ensure their contribution and commitment with the implementation;
iv. Support the development of information, coordination and training networks for the management of human resources for health between the MoH and the Districts;


3.2 Reporting
The position holder will work directly with the MoH to provide technical assistance in the areas of strategic human resource development and management . This will be a full time position.

3.3 Responsibilities and tasks:

In accordance with the Project Objectives, the HRH Policy Advisor shall;
i. Interpret the recommendations in the restructuring report and develop implementation strategy and plan for consolidation of human resource management functions at the Ministry of Health.
ii. Advise on competences required for the key positions in the structure for consolidated HRH functions at the MoH, and provide technical support in the staff recruitment.
iii. Provide technical support in developing and implementation of mechanisms for ensuring harmony and coordination of plans, activities, reports, and decisions within the HR divisions in the MoH, as well as with key stakeholders in the MoH and the health sector through the Human Resource Working Group.
iv. Develop initiatives for strengthening sustainable HRM systems within the context of the consolidated HRH functions at the MoH, e.g. human resource information systems,
communication, health workforce development, appraisal and performance related pay, etc.
v. Provide technical support in the analysis, implementation, reviews and reform of HRH policy
to ensure continued relevance and consistency with changing health priorities and related
policies.
vi. Provide technical support in the operationalization of the HRH Strategic Plan, including preservice
and in-service training
vii. Provide technical assistance in the implementation and necessary reviews of the motivation
and retention and strategy.
viii. Identify and support necessary HRH studies to be conducted, and follow up actions on
recommendations of past and future studies.
ix. Develop the capacity of counterpart HRH staff of the MoH in policy development, planning
and management of the health workforce through mentoring, coaching and other appropriate
approaches.
x. Provide technical support in implementation, monitoring and review of the HRH Strategic
Plan.
xi. Collaborate with other departments and technical advisors in the MoH and advise on the HRH
implications of health sector policies, strategies, plans and reviews

3.4. Qualifications and competences:
i. The applicants must be Nationals of East African Community with a Masters degree in either
Human Resources Management, Public Health, Health Service Management or a related field
from a recognized University / Institution.
ii. Demonstrable practical experience in organization development.
iii. Excellent interpersonal skills, and experience working with multiple stakeholders
iv. Demonstrable skills in on-job training methods including mentoring and coaching.
v. At least tenyears work experience in HR Policy, Planning and Management at senior
mananagement level
vi. Familiarity with government systems and procedures
vii. Experience in similar assignment will be an added advantage


3.5 Deliverables:
i. Reports (including Policies, Strategies and Plans) related to the assignment in soft and hard
copies.
ii. Monthly, quarterly and annual HR technical reports related to the assignment.
iii. Progress reports on specific tasks of the assignment.
iv. Completion Report of the assignment
v. Prepare semi annual reports of the assignment.


3.6 Duration of assignment
The assignment will be for a period of two years including 1 year probation period renewable on
satisfactory performance.
3.7 The procurement schedule
