Project Description

The USAID/funded program will work in areas of local governance and stabilization.

Project Duration: Three Years

Position Summary

The Chief of Party will oversee a program implemented in urban and rural areas of Uganda, and will be the technical and administrative supervisor of all project activities for the project. S/he will be the senior in-country project representative and will have overall responsibility for coordinating program activities at the highest levels among a diverse group of local and regional stakeholders and beneficiaries, government ministries and officials, and USAID/embassy personnel, while supervising partnering organizations and sub-contracts (both international and local). The Chief of Party will need to be capable of managing and administering clearly and effectively. The Chief of Party helps ensure timely project implementation, monitoring of activities, and management of project staff and subsidiaries. The COP has ultimate responsibility for project financial accountability and reporting to USAID and Creative Associates home office.

Reporting & Supervision

The Chief of Party will report to the Project Director of the Communities in Transition Division of Creative Associates in Washington, DC.

Primary Responsibilities

Supervise program progress and coordinate program activities Manage program planning, budgeting, monitoring, and evaluation cycle As senior in-country manager for the prime contractor, coordinate activities of project partners, both local and international.
Assure the development and implementation of work plans.
Conduct regular meetings and maintain regular communication with USAID and Creative/Washington for the purposes of planning, monitoring, and troubleshooting.
Liaise with national-level stakeholders, including government officials, national NGOs to develop project activities.
Ensure the appropriate implementation of accounting, personnel, IT, and operating procedures consistent with Creative policies. This will include working with Creative/Washington to tailor procedures to meet local needs.
Ensure that all deliverables, milestones, deadlines, and reporting requirements are met in compliance with cooperative agreement conditions.
Recruit, hire and manage national-level staff and consultants as needed to carry out activities.
Supervise Ugandan and expatriate staff working in project offices.
Ensure the timely production, coordination and report of all community-based-level data: quarterly reports, M & E data, financial information, etc.
Liaise with USAID to ensure compliance with contract agreement conditions.
Represent the project in major state and national meetings and events as appropriate.

Required Skills & Qualifications

Master's degree or equivalent in international development or related field Minimum of 8 years of progressively more responsible international, donor-funded development experience Familiar with USAID and other international donors (at least five years of USAID project management experience preferred);
Africa experience required A successful candidate will have demonstrated experience in managing similar or relevant international community development projects;
Demonstrated organizational acumen; excellent interpersonal skills; cultural sensitivity;
Experience building strong relationships with USAID, donors and program staff.
Fluent in English.

Preferred Skills

Fluent in Swahili and Kiswahili.
