Overview:
The Urban Institute seeks experienced development professionals to serve as long-term Senior Technical Advisors/Chief of Party on a forthcoming USAID governance project which will focus on local governments, civil society as well as political parties and improving the capacity of Parliament in Uganda. The project is likely to focus on strengthening district level as well as lower level administrations, empowering local councils, supporting civic engagement in local governance, improving service delivery and local revenue systems, and promoting local economic development through a mix of technical assistance, training, and grants to local governments and civil society organizations to increase their capacity and mechanisms to deliver services effectively, involve citizens in local decision making processes and to enable local economic growth.
Responsibilities:
The Chief of Party will implement project objectives collaboratively through the development and implementation of work plans, oversight, and quality control of project activities and deliverables. The Chief of Party will also be responsible for overall administrative management of the project, including compliance with local law, USAID requirements, and UI policies; human resources management (including hiring local staff, preparation of terms of reference for local staff, preparation of local staff employment agreements, periodic performance reviews of local staff, compliance with local employment laws, etc.), financial management; and liaison with USAID technical representatives and project counterparts. The Chief of Party will be responsible for monitoring technical component results against performance indicators, and reporting to USAID and country counterparts.
Qualifications:
Experience requirements:
At least ten years of experience in international development, preferably with a majority of this experience overseas, managing USAID-funded decentralization and local government projects. Eastern Africa experience preferred.
Experience in working with local governments and civil society organizations in at least three of the following technical areas-decentralization, local participation, local service delivery, local revenue enhancement, civil society, conflict mitigation, and performance management, highly desirable.
Specific skills need for the job: Leadership, oversight, and management of project technical assistance, including development and implementation of work plans; organizing and supervising the work of project personnel; overseeing and managing the production of deliverables conforming to donor requirements and deadlines, and the achievement of other specified project technical requirements. Experience in facilitating capacity building for multiple stakeholders.
Team player with the ability to motivate and guide diverse expatriate senior technical as well as local staff, in achieving program objectives. Developing and maintaining good working relationships with USAID and counterparts.
Ensuring compliance with local law, USAID requirements, and UI policies related to the project.
Language requirements: Fluency in English required;
Education requirement: Graduate degree in relevant field.
Position may be based in Kampala or Gulu, with extensive in-country travel expected. All positions are contingent upon project award.
