Human Resources Officer (HRO)

Based in Kampala with regular travel within Uganda

SNV Netherlands Development Organisation is working in over 33 developing countries across the world in Africa, Asia, Latin America and Eastern Europe. The emphasis of our work is on poverty reduction and promotion of good governance through (1) increasing production, income and employment and (2) increasing access to basic services in the sectors of water, sanitation & hygiene, and renewable energy.
SNV started working in Uganda in 1989 and we have offices in Mbale, Fort Portal, Arua and Kampala.
The HR Officer is a member of the Country Management Team and is responsible for HR support for all country based staff; implements HR policies for all personnel in the country; carries out personnel administration and provides HR advice to the Director and Portfolio Coordinators.
The position hierarchically and functionally reports to the East and Southern Africa Regional Human Resources Manager, based in Nairobi while providing HR services to the country.
Key tasks

Works with the Country Management Team and Regional HR Manager to develop country HR strategyResponsible for implementing country HR polices in line with corporate and regional strategies under the five pillars of Recruitment & Selection, Human Resource Development, Organisational Development, Health and Safety and Compensation and Benefits;Solves HR questions for all country based staff;Responsible for the completeness and accuracy of personnel data for all Uganda based staff;Manages payroll of all staff and the administration of all benefits for staff.Provides relevant reports to the Head of Administration Centre in Nairobi on the basis of HR data;Performs analysis of administrative bottlenecks or deficiencies and reports this to the Head of Administration Centre;Provides monthly HR reports, mid-year and annual HR country report and any ad hoc report as requested by Country and Region.
