Uganda: Education in Emergencies Specialist-P3
CANADEM is seeking interested Canadian citizens or permanent residents with previous relevant experience available for an immediate deployment to Uganda as a seconded expert with UNICEF for a 4-months contract.
PURPOSE
To support the implementation of Education in Emergencies preparedness and response activities in Uganda by developing the capacity of UNICEF staff and partners in the effective use of technical tools, in the delivery of related emergency response actions in line with the Refugee-Host Community Population Empowerment strategy and by facilitating procedural steps within UNICEF operational systems.
MAIN RESPONSIBILITIES AND TASKS
· Provide UNICEF staff and other partners with relevant background knowledge on EiE concepts, practices and tools, with a view to provide a solid foundation and clear understanding on ‘minimum packages’ for the effective programming of EiE.
· Support resource mobilization initiatives for EiE.
· Guide UNICEF in alignment of the refugee education response to the ReHoPE strategy and support critical and strategic interventions.
· Support and advance DfID, RR and other funded EiE PCA transfers, implementation and monitoring
· Build the capacity of implementers at different levels to ensure that the EiE appropriately and effectively delivered in emergency and post-crisis settings.
· Update, develop and ensure quality implementation of EiE policies, tools, training and support materials for EiE practitioners to effectively respond to the needs and rights of young children in emergencies and in transitions. Ensure development and inclusion of EiE components in materials and tools developed by the Education Cluster.
· Give strategic guidance on national and sub-national coordination and ways of working with UNHCR.
· Provide input in analysis and discussion on the role of education in the multi-partner strategy on durable solutions for refugees, on behalf of UNICEF.
· Undertake frequent travels to the project sites assist in the implementation and monitoring of EiE programming.
· Ensures liaison and continuous support Uganda’s emergency, refugee and transition situation. Revises and provides inputs to rapid needs assessments, flash appeals, CAPs, HARs, immediate needs and other CO documents.
· Participates in Education Working Group meetings (Education, WASH, Nutrition and CP working groups as appropriate) to update the Working Group partners and to ensure the effective application of relevant EiE programming and tools, as well as integration into main sector programmes.
MINIMUM QUALIFICATIONS AND COMPETENCIES
· Advanced degree in Education, Psychology, Child Development or related fields;
· At least 8 years of teaching and/or training experience, and knowledge of active and participatory adult teaching and learning methods.
· At least 4 years of professional experience in education in the humanitarian/post-conflict sector and EiE programming;
· A minimum of 5-8 years’ experience with either the UN and/or NGO
· Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
