Uganda: National Finance Officer


Reporting to: Finance and Administration Officer (FAO) or OIC during his/her absence


The Finance Officer (FO) will be responsible to:


The FO will have the overall responsibility for assisting the FAO in the financial management of the Head office and financial administration support to the country program offices.


General Duties


· Maintain the Head Office financial management systems and records in order to safeguard the assets and interest of the organization.


· Adopt adequate controls over cash and bank to minimize the risk of fraud or misappropriation.


· Closely monitor all financial activities, and keep the FAO/FAD informed of all situations which have the potential for a negative impact on internal controls or financial management performance


· Assist the FAO in the management of all financial administration of the Head Office and country program support in compliance with AIRD Finance and Procurement SOPs and all applicable laws, rules and regulations


Primary Duties


· Record all financial transactions in QuickBooks in a timely manner


· Prepare and submit monthly financial statements (including income statement, balance sheet accounts receivable and accounts payable,)


· Prepare monthly financial reports (budgets vs. actuals)


· Ensure expenses reports and bank reconciliations are submitted in a timely manner


· Prepare budget estimates and projections for the Head office


· Assist the FAO in the administration of management fees (Overheads) due Head Office ensuring that these fees are correctly computed and same collected timely.


· Prepare and submit monthly, an updated report of the status of Head Office Income


· Monitor cash flow and reconcile cash accounts to maintain appropriate balance.


· Ensure that all financial transactions are compliant with AIRD SOPs and any applicable laws and regulations.


· Process disbursement documents and ensure bills are paid on time


· Assist the FAO with all banking operations


· Maintain filing system for account related documents.


· Ensure that all procurements follow proper procedures as defined by the Procurements SOP


· Assist the FAO with payroll administration


· Ensure that statutory deductions, social security and taxes are correctly computed and paid to the relevant statutory authority timely as the law requires


· Maintain a fixed assets register


· Any other duties as may be assigned by management


Required Languages


Must be fluent in English (written and spoken); French an asset.


Minimum Qualifications


  • Minimum bachelor’s degree in a relevant field and/or Level 1 of CPAU/ equivalent professional accounting certificate

  • Minimum 3 years experience working in Finance and Accounting

  • Excellent writing skills in English

  • People oriented and results driven

  • Demonstrated ability to prioritize tasks and work well under pressure

  • Proficiency in the use QuickBooks Accounting Software

  • Experience working with international development partners, international nongovernmental organizations (INGOs) and donors (in particular UNHCR experience) is an asset.
