USAID Project Careers - Private Sector Partnerships Specialist at TechnoServe

This program will focus on achieving two specific objectives by partnering with both public and private entities: (1) increased incomes of youth working in agricultural value chains (specifically maize, beans and coffee); and (2) improved skills development (entrepreneurship, employability, leadership, and life skills) obtained through formal and non-formal education and training organizations.Job Summary: The USAID Project Private Sector Partnerships Specialist is responsible for technical leadership and oversight for activities under "Objective One". Objective One will improve relationships and networks among value chain actors (focusing on the maize, bean and coffee value chains) and youth (ages 15-35) and use strategic investments and incentives to encourage private sector actors to provide technical assistance, training, mentoring, as well as increased market (both input and output) opportunities for large numbers of youth. This will involve developing relationships between private sector actors, such as input suppliers or exporters of maize, coffee and/or beans and youth and negotiating to improve their access to markets and enable youth to join and extract benefits from the value chain. With an awareness and keen understanding of appropriate existing agricultural technologies for youth, s/he will lead the investigation of the needs and skill requirements of employers and help link to youth to opportunities.Qualifications, Skills and Experience:  The ideal candidate for the USAID Project career placement should hold a Master's degree in economics, agricultural economics, business, international development, public policy, law, or other relevant field. A Bachelor's degree in a relevant field with 10 years of experience may be substituted for a Master's degree.At least six years of international experience in business or agriculture development.Possess excellent track record of achieving results in private sector-led development activities, preferably in agriculture. We develop and disseminate tools, mechanisms and strategies that improve access and management of health care services; we work with a wide spectrum of organizations, from grassroots community groups to multi-lateral donor institutions, to improve the quality and quantity of care.Job Summary: The Senior M&E Advisor steers and manages the provision of technical assistance to the national M&E system for malaria control and the national Health Management Information System (HMIS), and is responsible for building the M&E capacity of the NMCP, Regional Performance Monitoring and reporting Teams (RPMTs), and District Health Management Teams (DHMTs) in the project focus districts.Key Duties and Responsibilities:  Working in liaison with the Project Chief of Party to provide technical support to build the capacity of the NMCP to monitor and evaluate program activities, particularly in implementing, revising and updating the current national M&E plan and to provide appropriate training to M&E staff at NMCP and RPMTs.Supervise and support to sustain and improve the existing databases that monitor achievements in all malaria interventions (ITNs promotion, MIP, case management, BCC, capacity building, M&E, partnership, and policy developments) at district, regional, and national levels.Support the NMCP and RPMTs to improve the quality, validity, reliability, timeliness of HMIS and use of HMIS by decision-makers at national, regional, district levels.Manage the Project support to improve the quality, validity, reliability, timeliness of HMIS and use of HMIS at health facility levels, and ensure that the HMIS data reported in target districts also captures PFP data.Support the district collection and analysis of Lot Quality Assessment Sampling (LQAS) data for some districts in the Central region under the guidance of the Strengthening TB and AIDS Response (STAR-E) LQAS activity.Support the Project efforts to strengthen national malaria surveillance by: 1) improving data quality at health facilities, 2) improve timeliness and completeness of reported data, and 3) use data for decision making at health facilities, district, regional performance monitoring team and at national level.Offer technical guidance and direction for the implementation of an MCDI-supported platform to harmonize the multiple malaria databases into an integrated system.Assess and implement innovative technologies (mHealth) supportive of improved health information system reporting.Qualifications, Skills and Experience:  The candidate should be a Monitoring and Evaluation Professional with health program M&E work experience in developing countries, preferably in Uganda; Master’s degree in Public Health, epidemiology, bio-statistics, statistics, monitoring and evaluation or another relevant field;At least six years relevant experience in monitoring and evaluation of donor funded projects;Excellent track record in monitoring and evaluation of health programs, with extensive experience designing, developing and implementing health data information systems, preferably in Uganda in malaria control or other infectious diseases;Extensive experience in data processing and data management (from data capturing to data analysis for decision making). This should include high level knowledge in the use of database management software (e.g. MS Access, SQL-Server and/or other), SQL, MS Excel, and data analysis software (e.g. STATA, SPSS, EPI Info and/or other). Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive HIV/AIDS services including care, treatment and other complementary social services using a family centred approach; as well as Systems Strengthening, Training, and Research. Currently, Mildmay Uganda concentrates its efforts in 16 districts of Central Uganda with isolated strategic operations across the country, and is gradually expanding its program reach in other areas of Uganda.

Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated 5 year USAID Orphans and Vulnerable Children (OVC) project in Uganda. We are seeking for an experienced Economic Strengthening Technical Director to work as part of the senior management team and specifically leading the household economic strengthening component of the program. The Economic Strengthening Technical Director will be the technical lead in designing innovative and transformative strategies and interventions, and effectively deliver them to economically empower vulnerable households to enable them meet all the needs of vulnerable children under their care.

SPECIFIC RESPONSIBILITIES:

Provide technical leadership in the design and implementation of a range of innovative economic strengthening interventions with keen focus of household hold food security, agribusiness, micro-enterprise development and access to affordable finance for poor and vulnerable householdsFacilitate development of sustainable inclusive business relationships and partnerships between targeted farmer groups and private sector actors in local, regional and international markets to ensure sustainable, effective and mutually beneficial market relationships with opportunities for co-production, sub-contracting and joint marketing.Identify, assess and develop partnership strategies for potential private sector, civil society and government partners.Facilitate the growth of a sound agro-based private sector using the value chain approach including nurturing the gradual growth of small holder farmers groups into viable producer organizations through improved access to finance, production capacity building and access to local, and export marketsEstablish and maintain productive working relationships with other livelihood programs and support activities in the target districts by government, other development actors, the private sector as well as exploring opportunities for jointly developing such new interventions.Ensure all agro-based economic activities are climate change sensitive using such approaches as climate smart agricultureIn collaboration with the Global Impact Investment Manager, develop an innovative and transformative impact investment program to attract additional resources to stimulate agro-business in the target districts using such tools as angel investments, crowd funding, and strategic social investments

Master's Degree or higher in social sciences or social work, rural development, agri-business, sustainable agriculture or a closely related field is required.S/he must have at least eight years of experience designing, implementing and managing Household economic strengthening initiatives in/for developing countries.Experience in leveraging private public partnerships is preferred.Strong interpersonal, writing and oral presentation skills in English are also required.Two years of experience working in a developing country is desired. Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive health care delivery including HIV prevention, care and treatment; health systems strengthening; programming for vulnerable children, orphans, youth and households; health training and education; and research. Currently, Mildmay Uganda concentrates its efforts in 16 districts of Central Uganda with additional strategic interventions in other regions across Uganda. The organization is gradually expanding its program reach in other areas of Uganda.

Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated 5 year USAID Orphans and Vulnerable Children (OVC) project in Uganda. We seek a competent person to fill a high-caliber executive-level position of Deputy Chief of Party (DCoP). The DCoP will form part of the project leadership team and will specifically will exercise technical leadership of the program; lead a team of senior staff and sub-partners; and ensure quality, timely and efficient program execution.

Please note that the DCoP deputizes the COP and responsibilities are similar to that of the CoP.

Minimum Qualifications:

Masters Degree in Development, Business Administration, Social Sciences, Public Health or related field; strong leadership qualities;Strong depth and breadth of technical and management expertise;At least 5 years’ experience in designing and implementing large projects; experience of multi-stakeholder environment.The successful candidate will also possess: a good track-record in executing programs that address OVC protection and care; expanding access to essential services for OVC; increasing access to protection and legal services for OVC; and strengthening institutional, policy, legal and other mechanisms supporting OVC.
