ICMA (the International City/County Management Association) is a premier local government leadership and management organization. Its mission is to create excellence in local governance by advocating and developing the professional management of local government worldwide.

ICMA is an internationally recognized publisher of information resources ranging from textbooks and survey data to topical newsletters and e-publications. ICMA provides technical assistance to local governments in emerging democracies, helping them to develop professional practices and ethical, transparent governments. ICMA is searching for Civil Society Experts for an anticipated municipal services improvement and governance project to work in Kampala and in one of the field offices.

Specific Duties to be performed:  Identify and collaborate with NGOs involved in various local governance activities, in pursuit of more open decision making, transparency of municipal activities and services, and relevant rules and regulations granted under decentralization. Design and lead stakeholder forums and task forces that bring about better dialogue between civil society and local leaders and the national Parliament. Perform media relations related to more open society, and coach and counsel project staff on civil society relations.

Required Skills and Experience: Five years of experience in managing CSO programs, local governance training and capacity building, organizing advocacy efforts, or related   activities.

Education: Bachelor’s degree in management, sociology, training and development, or a related field.

Desired Skills and Experience: a leadership role in an NGO or a humanitarian program implementing organization
