SUMMARY:

Africare is seeking a Monitoring and Evaluation Expert for an anticipated five-year, $25 million Orphans and Vulnerable Children RFA for Uganda. The program attempts to achieve the goal of improved health, nutrition, education and psychosocial wellbeing, and reduced abuse, exploitation and neglect among OVC and youth. The program is one of several large-scale investments being made under USAID in Uganda and is expected to work in tandem (layer, integrate, sequence) with USAID’s current and future programming in the region.

As Monitoring and Evaluation Expert, the successful candidate will be responsible for coordinating and conducting the baseline, impact, and other evaluations, integrating technical and constituent sections while tracking program implementation against the Monitoring and Evaluation Plan (M&E), development of the Project's M&E framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collections systems (including developing and maintaining a project data base). S/he will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making, and effectively communicating program results to a wide variety of stakeholders.

The M&E Director will report to the Chief of Party.

DUTIES AND RESPONSIBILITIES:

· Ensure relevance and evidence base of all aspects of program design, and engage in dialogue with Chief of Party, Deputy Chief of Party and technical leads to continually strengthen program impact.

· Develops Performance Monitoring Plan (PMP) and oversees its implementation and periodic revision.

· Develops M&E instrumentation tools for the project as needed (including monitoring data collection forms for program and grantee staff)

· Ensure high quality data though the implementation of regular Data Quality Assessments (DQAs).

· Supports and supervises collection and analysis of data for project M&E in accordance with timeframes set in the PMP

· Develops, implements, and monitors the sub-grant awards and performance monitoring plans and systems for gathering, reporting, and analyzing performance data for impact and sustainability of project implementation. Updates and implements M&E framework for integrated delivery of community healthcare.

· Assist the Chief of Party analyze results achieved compared with objectives expected and identify the appropriate means and methods required at the project level.

· Ensure reliance on evidence produced from sector-specific monitoring tools based on relevant indicators to make key decisions.

· Develops an evaluation plan for the program and maintains a program monitoring data base

· Leads efforts, design tools and training sessions to develop an inquisitive learning culture within the project team and partners to feed innovations into organizational decision making.

· Manages all M&E activities and reporting for the project. Collects and reports on indicators required by USAID. Measures progress toward achieving project goals.

· Supports the documentation of best practices and facilitate the use of such data to drive program design and decision making. Produces information to share lessons learned and for advocacy purposes.

· Provides technical assistance to build or strengthening partner and stakeholder capacity for data management and M&E.

· Provides information and support in the development of the work plan, quarterly reports and annual reports

· Supervises M&E, management information systems (MIS) and Knowledge Management/ Communications team members to ensure that all program results are included in the PMP and other program documents.

· Apply and promote the use of participatory documentation techniques that involve project participants and staff in the process

· Develop and implement robust accountability systems to ensure activities respond to community member needs and that the results obtained are in line with the pre-established indicators and targets.

QUALIFICATIONS:

· Masters degree from a recognized institution in public health, statistics, or related field and minimum of 9 years of experience designing and implementing M&E systems for international donor-funded projects, in Uganda preferred.

· Additional skills/experience in one or more of the following technical areas: community-based health programs;

· Must have proven experience and capabilities in conducting evaluations (impact, baseline, others, etc.)

· Experience in data collection, statistical analysis, qualitative research, and dissemination of results.

· Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities for local non-governmental organizations.

· Strong technical skills in data management, M&E, disease surveillance, mapping, and/or assessment.

· Must have demonstrated expertise (relevant education and years of experience), including experience in monitoring large donor funded programs.

· Demonstrated ability to be collaborative across program components.

· Strong ability to communicate effectively (written and oral) with a wide range and level of audience

· Demonstrated knowledge of USAID facilitation approach and its application to program implementation, in addition to broader knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements.

· Excellent interpersonal skills and ability to work in a team. Demonstrated ability to build consensus and navigate complex political contexts. Ability to develop effective working relationships with USAID, local organizations, other program partners and counterparts.

· Excellent computer skills including MS Office (Excel); strong presentation skills

Uganda: International expert in capacity development (project coordinator)

(project coordinator) – UGANDA

Support to beneficiary institutes to the skills development of their Human Resources

Ref.: UGA/11/888

Location: Kampala, UGANDA

Duration of the contract: 48 months

Probable starting date: as soon as possible

Monthly salary package: between 5.079,60 euro and 7.224,55 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

According to the new strategy approved by DGD (Directorate General of Development Cooperation and Humanitarian Aid) on 29th January 2012, the system of granting scholarships on an individual and isolated basis will evolve towards an integrated capacity development project that will target selected institutes mainly in the two concentration sectors of the Indicative Development Cooperation Program 2013/2016: health and education. In addition, the environment sector is also considered as one of the priority sectors but to a lesser extent.

The intervention aims ‘to contribute to a better service delivery of Ugandan institutes and organizations (general objective)’ by increasing the human resource skills of selected Beneficiary Institutes (BI) in the health, education and environment sectors’ (specific objective), namely by:

(1) Strengthening the Sectorial Technical Committees for each sector to perform their tasks effectively.

(2) Strengthening the capacities of selected Beneficiary Institutes to develop and implement their human resource development plans based on a human resource needs assessment.

(3) Reinforcing effectively the human resource capacity of Beneficiary Institutes.

(4) And by managing scholarships for key selected trainings.

As for the selection process, specific attention will be paid to:

·
The sector ministries will be deeply involved through the establishment of 3 Sectorial Technical Committees (one for each sector);

·
For both selection of Beneficiary Institutes and training activities the focus will be put on quality;

·
Organizational aspects as well as wide range of training activities such as short and long term skills development programs, scholarships in-/outside the country, mentoring and coaching, study tours, distance learning, in-service training, partnerships and conference.

In this way, the Sectorial Technical Committees will ensure the technical and operation follow-up of this intervention for their respective sector.

The joint responsibility of Government of Uganda and Belgium, will be further formalized by a Project Steering Committee, composed by representatives of the 3 ministries and a representative of BTC who will be responsible for the administrative and technical follow-up of the intervention. The daily implementation will be managed by a Project Coordination Team (PCT).

The intervention disposes of a budget of 6.4 million Euros and a timeframe of 5 years for execution. A gender balance of trainees of 50 % is targeted and a specific strategy will be developed accordingly.

Function:

The International Expert in capacity development shall be selected by BTC and presented to MoFPED (Ministry of Financy, Planning & Economic Development). He/she will work under the supervision of the Resident Representative to whom he/she is accountable. He/she will be assisted by a national scholarship officer, a national project officer and by an accountant and administration officer recruited by BTC. S/he will be one of the members of the PCT.

The expert will provide to the intervention his expertise in capacity development (CD) applied to the sectors of Education, Health and Environment. He/she will play an important role in the first phase of the intervention for the implementation of the new approach aiming at supporting a limited number of Beneficiary Institutes in their capacity development efforts.

The CD expert will refer to the Project Steering Committee (PSC) and ensure that the members are well informed of project progress and are adequately supplied with sufficient information to carry out their decision-making responsibilities. The CD Expert will provide feedback to the MoH (Ministry of Health), MoES (Ministry of Education and Sports) and MoWE (Ministry of Water and Environment) and other important actors on any changes in policy or direction that the PSC may wish to carry out within the Project framework.

Technical tasks:

·
Makes sure that guiding principles and strategy of the project are shared, understood and respected, and are developed based on existing documents/plans/strategies; if needed contributes to the fine-tuning of those principles and strategy;

·
Oversees the planning and preparation phase of the intervention;

·
Ensures that short term expertise is recruited timely and adequately and that all necessary studies and missions are planned and implemented so as to provide the expected support to the project;

·
Supervises the baseline study preparation and implementation and pays special attention to the indicators selected (reflective action concept);

·
Contributes to the final selection of Beneficiary Institutes (BI);

·
Makes sure that the BI capacity development strategies are developed and assessed prior to the start of planned training activities;

·
Provides advice on the best suited CD modalities according to the objectives and plans of any BI;

·
Provides advice and helps on the selection process of the best training institutes to be used, for each sector, giving priority to national and regional centres;

·
Participates in the selection and follow-up committees for the different sectors;

·
Promotes use of coherent approaches in different sectors;

·
Participates in portfolio meetings of each sector and promotes synergies with the other interventions in the priority sectors of Belgian cooperation;

·
Informs actively other development partners of developed approach and results of the selection process;

·
Pays special attention to capitalization and communication on the results obtained and on lessons learned;

·
Prepares a monitoring system to be used throughout the intervention in order to prepare for the final evaluation and final report of the project and for possible other tools or documents to be used to this effect.

Coordination tasks

·
Has to ensure, in close consultation and collaboration with respective officers of MoH, MoES and MoWE, the coordination between different stakeholders;

·
Organizes, coordinates and supervises implementation of project activities in accordance with approved project work plans;

·
Presents to the Project Steering Committee the state of progress of project activities;

·
Participates, without voting right, in the Project Steering Committee meetings and ensures its secretariat.

·
Supervises financial management, accounting and timely compilation of quarterly progress reports and budgeted work plans for the following period for consideration by the PSC;

·
Analyses and consolidates monitoring reports and prepare recommendations to the PSC;

·
Organizes bi-annual PSC meetings;

·
Prepare contents and agenda of PSC meetings;

·
Is responsible for regular communication with BTC on management and supervision of Project implementation;

·
Ensures the capturing and integration of lessons learnt and experience drawn in the implementation of project activities;

·
Is authorized account-holders for the accounts.

Profile:

·
University degree (minimum Master level) in Education, Social-Sciences or Human resource management;

·
At least 8 years experience in project management. If this experience concerns capacity strengthening at individual and organizational level it will be an asset;

·
At least 3 years experience in international development project coordination overseas dealing with national institutes;

·
Has proven experience in at least one of the 3 priority sectors of the intervention (Education, Health & Environment) and demonstrates the capacities of managing the other sectors’ activities;

·
Has proven relevant experience in leading a team of professionals, in supervising staff and in coaching collaborators;

·
Has solid expertise in the field of capacity development/institutional strengthening;

·
Has solid expertise in human resources development;

·
Knowledge of the local context will be an asset;

·
Writes clear and concise reports and other administrative and technical documents;

·
Has good communication, presentation and facilitation skills;

·
Fluent in English;

·
Good training and coaching ability;

·
Able to work under stressful conditions and not objecting to overtime and field missions.

partner selection strategy, optimizing existing delivery models to improve productivity and reduce opex.

• Device & deploy coherent delivery with respect to process & tools aligned with NSN ops Model across all the multi-country operations.

requirement.

Specific Duties to be performed:  Identify and collaborate with NGOs involved in various local governance activities, in pursuit of more open decision making, transparency of municipal activities and services, and relevant rules and regulations granted under decentralization. Design and lead stakeholder forums and task forces that bring about better dialogue between civil society and local leaders and the national Parliament. Perform media relations related to more open society, and coach and counsel project staff on civil society relations.

Required Skills and Experience: Five years of experience in managing CSO programs, local governance training and capacity building, organizing advocacy efforts, or related   activities.

Education: Bachelor’s degree in management, sociology, training and development, or a related field.

Desired Skills and Experience: a leadership role in an NGO or a humanitarian program implementing organization

Job Description (Duties):

Job Summary:

The Senior Mobile Money Application Design and Architecture Expert (MMDAE) will assist to integrate MM platform to various financial institutions. He/she will lead the design, specification and development teams.
Essential Job Functions:

Carry out research on various MM, banking, financial institutions and integration platforms,
Design and architect secure middleware infrastructure capable of connecting, and facilitating transaction between different m-Money and financial institutions systems
Design, architect and develop mobile applications that are layered over this middleware platform, extend the existing capabilities of MTN’s MM platform, and leverage existing financial networks, focusing on financial inclusion at the BOP Collect integration requirements and write specifications and related design and implementation documentation & roadmaps for these systems and applications
Write test plans and execute unit, assembly, application, and integration testing to certify applications with mobile operators and financial institutions.
Work closely with development teams to develop, test and deploy these systems and applications

Necessary Qualifications:

Required Knowledge, Skills, and Abilities:

Deep commitment to eradication of poverty and alignment with Grameen Foundation’s mission
Experience working in developing countries
Experience in developing technology for highly security-sensitive environments, financial and banking institutions
Financial application architecture and development skills (+)
Mobile application architecture and development skills (+)
Familiarity with existing financial systems, and various financial transaction platforms, including FundamoUser-oriented application design experience, including user-interface design, ethnographic research and usability testing
Belief in the potential to leverage information and communication technology (ICTs) for the benefit of poor people –with practical experience.
Some knowledge of the mobile money space
fluent in oral and written English

Education and Experience:

Masters degree in engineering, software development, computer science or related discipline
5+ years working experience in an design/architecture role
