Position: Senior Advisor for Health and HIV Education

Description: WEI seeks candidates for a Senior Advisor for Health and HIV Education position based in Uganda pending award of a cooperative agreement from USAID/Uganda to improve HIV/AIDS and health knowledge.  The Senior Health Advisor will be responsible for technical leadership and oversight of the HIV/AIDS and health education interventions in schools and communities and will work closely with the MOES to improve impact, coordination and sustainability of these interventions.  The Senior Advisor for Health and HIV Education will also support the Chief of Party in managing and supervising all implementation activities of project staff and project partners related to health and HIV education and will play a key role in managing technical, administrative and financial inputs to achieve the project objectives.

S/he will oversee and support the strengthening of HIV and health education so that it is sustainable in the long term, including capacity-building, training and organizational development–largely at the CSO, school, and district levels–with a special focus on strengthening cross-sector collaboration. The Senior Advisor for Health and HIV Education will liaise closely with the Ministry of Education and Sports in the implementation of the Project. 

Major Duties and Responsibilities:

ROLES & RESPONSIBILITIES:

Play a key role in supervising the planning and implementation of all HIV and health education-related project activities, ensuring that all activities are properly performed in a timely manner and that outputs are accomplished and delivered according to agreed-upon work plans;Oversee project implementation in target districts in Uganda and coordinate with other program partners and national and international stakeholders, particularly the MoES;With the Chief of Party, provide overall technical oversight for all work and activities necessary to achieve the project planned objectives, outputs, and deliverables for health and HIV education;In collaboration with the Chief of Party, monitor and evaluate project activities for long-term impact and sustainability;Liaise with other local partners and relevant stakeholders   to implement project activities;   trouble shoot and problem solve as necessary and, where appropriate,  advocate together with local stakeholders for policy change;Provide technical supervision and assign technical responsibilities as needed  to project staff and relevant project partners;Help  document project activities, achievements and successes; andReport to the Chief of Party on all technical, administrative and financial activities.

QUALIFICATIONS

At least 5-10 years of experience designing, implementing and managing HIV/AIDS and/or health education projects;Experience building partnerships and networks between government and civil society;Expertise in capacity building at district, NGO, and community levels, particularly around HIV/AIDS and education and in M&E;At least 5 years of experience working with USAID;Familiarity with Government HIV/AIDS, education, and OVC policies, strategies, plans and current/past programming;A Master’s degree or higher in Public Health, Education, Social Work, or related field;Strong skills in participatory leadership and management;Good communication skills and strong writing skills;Experience working in either HIV or education sectors in Uganda;Must be fluent in English
